【摘要】：本文以美國(guó)國(guó)際開發(fā)署、日本國(guó)際協(xié)力機(jī)構(gòu)和英國(guó)國(guó)際發(fā)展部為例,針對(duì)中國(guó)當(dāng)前對(duì)外援助評(píng)估中關(guān)注的主要議題,梳理了這三個(gè)發(fā)達(dá)國(guó)家援外評(píng)估的目的、主體、運(yùn)作方法。本文認(rèn)為,西方主要發(fā)達(dá)國(guó)家評(píng)估的目的主要體現(xiàn)在問責(zé)和學(xué)習(xí)兩個(gè)方面,援助機(jī)構(gòu)設(shè)有專門的評(píng)估部門,還聘請(qǐng)外部專家進(jìn)行第三方評(píng)估。這些機(jī)構(gòu)將評(píng)估嵌入項(xiàng)目實(shí)施過程中,并運(yùn)用邏輯框架法、基線調(diào)查、成本效益分析等多種手段進(jìn)行評(píng)估。本文也總結(jié)了美、日、英三國(guó)在評(píng)估目的、主體、運(yùn)作方法中體現(xiàn)出的共同特點(diǎn),即評(píng)估作為一種溝通工具,對(duì)內(nèi)可以聯(lián)系機(jī)構(gòu)內(nèi)部人員和其他同行的國(guó)際組織,提高援助的質(zhì)量;對(duì)外可以促進(jìn)援助機(jī)構(gòu)與政府機(jī)關(guān)、私人部門、捐助者、公眾和媒體的交流。
[Abstract]:Taking USAID, JICA and the UK Department for International Development as an example, this paper combs the purpose and main body of the foreign aid assessment of the three developed countries in view of the main topics concerned in the current foreign aid assessment of China. This paper holds that the purpose of the assessment in the major developed countries in the West is mainly reflected in two aspects: accountability and learning. Aid agencies have specialized evaluation departments. They will also employ outside experts to conduct third-party evaluations. These institutions will evaluate the implementation of embedded projects and use a variety of methods, such as logical framework methods, baseline surveys, cost-benefit analysis, etc. This paper also summarizes the United States, Japan, the United States, Japan, the United States, Japan, the United States, Japan and Japan. The common features of the three countries in the purpose, subject and operation of the evaluation are that evaluation, as a communication tool, can improve the quality of assistance to the international organizations which can contact the internal staff of the institutions and other counterparts; Foreign aid agencies can facilitate communication with government agencies, the private sector, donors, the public and the media.
