【摘要】：當(dāng)前,正值第四次全球產(chǎn)業(yè)轉(zhuǎn)移浪潮和國(guó)家新一輪西部大開(kāi)發(fā)戰(zhàn)略機(jī)遇期,是四川省實(shí)現(xiàn)西部崛起關(guān)鍵發(fā)展期,是綿陽(yáng)市在四川省實(shí)現(xiàn)“次級(jí)突破”的重要關(guān)口,招商引資成為了最關(guān)鍵的發(fā)展手段,被擺上了經(jīng)濟(jì)發(fā)展最為重要的位置。聯(lián)合國(guó)《世界經(jīng)濟(jì)形勢(shì)與前景》報(bào)告指出：2012年世界經(jīng)濟(jì)繼續(xù)嚴(yán)重衰減,許多發(fā)達(dá)國(guó)家、特別是歐洲甚至出現(xiàn)了二次衰退。發(fā)展中國(guó)家和轉(zhuǎn)型經(jīng)濟(jì)體也受到較大波及。世界經(jīng)濟(jì)仍面臨著較大的不確定性和下行的風(fēng)險(xiǎn)。歐元區(qū)危機(jī)將繼續(xù)惡化,更具破壞性。美國(guó)難以避開(kāi)所謂的“財(cái)政懸崖”。包括我國(guó)在內(nèi)的一個(gè)或多個(gè)主要發(fā)展中國(guó)家存在經(jīng)濟(jì)硬著陸的可能,全球經(jīng)濟(jì)環(huán)境不容樂(lè)觀。在這樣一種形勢(shì)下,招商引資成為了我國(guó)地方政府重要的經(jīng)濟(jì)活動(dòng),對(duì)地方經(jīng)濟(jì)建設(shè)起到了巨大的推動(dòng)作用,深刻影響著地方的經(jīng)濟(jì)社會(huì)生活。招商引資的重中之重就是投資環(huán)境建設(shè),投資環(huán)境就是指圍繞投資主體存在和變化發(fā)展的并足以影響或制約投資活動(dòng)及其結(jié)果的一切外部條件的總稱,包括與一定投資項(xiàng)目相關(guān)的政治、經(jīng)濟(jì)、自然、社會(huì)等諸方面的因素,是這些因素相互交織、相互制約而成的有機(jī)整體。筆者圍繞綿陽(yáng)市投資環(huán)境進(jìn)行了深入的思考和研究,并參與了對(duì)綿陽(yáng)市招商引資環(huán)境進(jìn)行了專(zhuān)題測(cè)評(píng)調(diào)查,得到了大量有關(guān)改善投資環(huán)境和招商引資的建議。本文首先對(duì)國(guó)內(nèi)外關(guān)于投資環(huán)境的相關(guān)文獻(xiàn)進(jìn)行了研究,分別從投資環(huán)境概念、投資環(huán)境評(píng)價(jià)與方法進(jìn)行了綜述。對(duì)綿陽(yáng)市基本情況進(jìn)行了介紹�？偨Y(jié)了當(dāng)前綿陽(yáng)市投資軟環(huán)境和投資硬環(huán)境兩方面問(wèn)題,針對(duì)存在的問(wèn)題提出了改善政務(wù)環(huán)境、加強(qiáng)園區(qū)建設(shè)、扶持企業(yè)發(fā)展、優(yōu)化法制環(huán)境等改善投資環(huán)境的建議。
[Abstract]:At present, this is a period of 4th global industrial transfer waves and a new round of strategic opportunities for the development of the western region of the country. It is a critical development period for Sichuan Province to realize the rise of the western region and an important gateway for Mianyang City to achieve a "secondary breakthrough" in Sichuan Province. Attracting investment has become the most critical means of development and has been placed in the most important position of economic development. The UN report on the World Economic situation and prospects points out that in 2012 the world economy continued to decline severely, and many developed countries continued to decline. In particular, Europe has even experienced a double-dip recession. Developing countries and economies in transition have also been affected. The world economy is still facing greater uncertainty and downside risks. The euro zone crisis will continue to worsen. More destructive. The United States cannot avoid the so-called "fiscal cliff". The global economic environment is not optimistic in the presence of a hard landing in one or more major developing countries, including China. Attracting investment has become an important economic activity of the local government in our country, which has played a huge role in promoting the local economic construction and has deeply affected the local economic and social life. The most important thing in attracting investment is the construction of the investment environment. The investment environment refers to the general term of all external conditions surrounding the existence and change of the investment subject and sufficient to influence or restrict the investment activities and their results, including the political, economic and natural aspects related to a certain investment project, Social and other factors are an organic whole that interweaves and restricts each other. The author has made a deep thinking and research on the investment environment in Mianyang. And participated in the investment environment of Mianyang City to conduct a special assessment of the environment, obtained a large number of suggestions on improving the investment environment and investment. Firstly, this paper studies the domestic and foreign related documents on the investment environment. This paper summarizes the concept of investment environment, the evaluation and method of investment environment, introduces the basic situation of Mianyang city, summarizes the two aspects of investment soft environment and investment hard environment in Mianyang. Some suggestions are put forward to improve the investment environment, such as improving the environment of government affairs, strengthening the construction of the park, supporting the development of enterprises and optimizing the environment of legal system.
