【摘要】：西部地區(qū)的資源型產(chǎn)業(yè)是地區(qū)經(jīng)濟快速發(fā)展的源動力,同時西部地區(qū)也是我國最為重要的資源輸出與儲備基地。進入21世紀以來,西部地區(qū)各省份的經(jīng)濟增長速度名列全國前茅,這是由西部地區(qū)外自身優(yōu)勢和外部機遇所共同決定的。而隨著經(jīng)濟的快速發(fā)展,地方財政與資源型企業(yè)經(jīng)過長時間的原始積累,以及對資源市場的不斷開拓,已經(jīng)為社會經(jīng)濟結(jié)構(gòu)優(yōu)化和資源型產(chǎn)業(yè)轉(zhuǎn)型打下了堅實的物質(zhì)基礎(chǔ)。 隨著資源型產(chǎn)業(yè)的高速發(fā)展,資源總有枯竭之時,源型產(chǎn)業(yè)自身面臨很大的產(chǎn)業(yè)風(fēng)險；當(dāng)前大規(guī)模、無節(jié)制的資源開發(fā)利用已經(jīng)造成嚴重生態(tài)環(huán)境問題,西部地區(qū)的自然環(huán)境面臨巨大的壓力。資源型產(chǎn)業(yè)轉(zhuǎn)型是亟待解決的主要經(jīng)濟問題。 本文從分析資源型產(chǎn)業(yè)的現(xiàn)狀入手,闡述了資源型產(chǎn)業(yè)面臨的機遇與困難,在總結(jié)了國外資源富集地區(qū)資源型產(chǎn)業(yè)轉(zhuǎn)型經(jīng)驗的基礎(chǔ)上,分析了影響資源型產(chǎn)業(yè)發(fā)展的內(nèi)生與外生因素,運用動力機制分析和層次分析,對影響資源型產(chǎn)業(yè)轉(zhuǎn)型的因素加以確定,并提出解決對策。
[Abstract]:The resource-based industry in the western region is the driving force for the rapid development of the regional economy, and the western region is also the most important resource export and reserve base in China. Since 21th century, The economic growth rate of the provinces in the western region ranks among the highest in the country, which is determined by their own advantages and external opportunities outside the western region. With the rapid development of the economy, local financial and resource-based enterprises have accumulated for a long time. The continuous development of the resource market has laid a solid material foundation for the optimization of social economic structure and the transformation of resource-based industries. With the rapid development of resource-based industry, when resources are exhausted, the source-based industry itself is facing great industrial risks, and the large-scale and uncontrolled exploitation and utilization of resources has caused serious ecological and environmental problems. The natural environment in the western region is under great pressure, and the transformation of resource-based industries is the main economic problem to be solved urgently. Starting with the analysis of the present situation of resource-based industries, this paper expounds the opportunities and difficulties faced by resource-based industries, and summarizes the experiences of the transformation of resource-based industries in resource-rich regions abroad. This paper analyzes the endogenous and exogenous factors that affect the development of resource-based industry, determines the factors that affect the transformation of resource-based industry by means of dynamic mechanism analysis and hierarchical analysis, and puts forward some countermeasures.
