【摘要】：轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式,以此來(lái)助推產(chǎn)業(yè)結(jié)構(gòu)化的升級(jí),關(guān)系我國(guó)經(jīng)濟(jì)發(fā)展全局,是重大的戰(zhàn)略任務(wù)。加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式,是我國(guó)經(jīng)濟(jì)領(lǐng)域的一項(xiàng)重要任務(wù),是科學(xué)發(fā)展經(jīng)濟(jì)的必由之路,對(duì)于實(shí)現(xiàn)龍井市經(jīng)濟(jì)的又好友快發(fā)展具有重大的意義。 龍井市雖然總體發(fā)展趨勢(shì)良好,但是與其他縣市還是存在許多差距,龍井市經(jīng)濟(jì)發(fā)展落后于全省平均水平,在延邊州內(nèi),也并不占優(yōu)勢(shì)。因此轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式就是龍井市經(jīng)濟(jì)穩(wěn)定持續(xù)健康發(fā)展的唯一選擇。當(dāng)前,困擾龍井市經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變的因素也正在增多。稅收體制的不合理、服務(wù)經(jīng)濟(jì)之后、金融業(yè)發(fā)展不協(xié)調(diào)、就業(yè)問(wèn)題不樂(lè)觀等因素都制約著龍井市轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式。所以,要研究出轉(zhuǎn)變龍井市經(jīng)濟(jì)發(fā)展方式的對(duì)策建議。 本文運(yùn)用了規(guī)范分析與綜合分析兩種基本研究方法,涉及到的學(xué)科有經(jīng)濟(jì)學(xué)、管理學(xué)和統(tǒng)計(jì)學(xué)等多學(xué)科的理論知識(shí)和方法。在相關(guān)理論的基礎(chǔ)上,查閱了大量的中外有關(guān)文獻(xiàn),充分了解經(jīng)濟(jì)增長(zhǎng)理論,特別是新古典增長(zhǎng)理論和區(qū)域增長(zhǎng)理論,為龍井市轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式提供理論依據(jù)。建立評(píng)價(jià)龍井市轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的指標(biāo)體系,再用規(guī)范分析法,對(duì)龍井市經(jīng)濟(jì)發(fā)展方式的利弊進(jìn)行綜合評(píng)價(jià),分析可能影響轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式存在的問(wèn)題,從而對(duì)龍井市轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式提出對(duì)策建議�？梢詮耐晟曝�(cái)稅政策,大力發(fā)展現(xiàn)代服務(wù)業(yè),壯大發(fā)展金融業(yè),增設(shè)崗位改善就業(yè)結(jié)構(gòu)等方法來(lái)促進(jìn)轉(zhuǎn)變經(jīng)濟(jì)發(fā)展。從而為提升龍井市的綜合競(jìng)爭(zhēng)實(shí)力,優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),樹(shù)立以人為本的發(fā)展理念,保持龍井經(jīng)濟(jì)科學(xué)平穩(wěn)較快的發(fā)展成為參考依據(jù),提供政策建議。
[Abstract]:It is an important strategic task to change the mode of economic development so as to promote the upgrading of industrial structure, which is related to the overall situation of economic development in China, and to accelerate the transformation of the mode of economic development is an important task in the economic field of our country. It is the only way to develop economy scientifically. It is of great significance to realize the fast development of Longjing city economy. Although the overall development trend of Longjing City is good, there are still many gaps between Longjing City and other counties and cities. The economic development of Longjing City lags behind the average level of the whole province, and in Yanbian Prefecture, Therefore, changing the mode of economic development is the only option for the stable, sustainable and healthy development of the economy in Longjing City. At present, the factors that haunt the transformation of the mode of economic development in Longjing City are also increasing. The tax system is unreasonable. After the service economy, the financial industry development is not coordinated, the employment problem is not optimistic and other factors restrict the Longjing city to change the mode of economic development, so we should study the countermeasures and suggestions to change the economic development mode of Longjing City. In this paper, two basic research methods, normative analysis and comprehensive analysis, are used. The subjects involved are economics, management, statistics and other multi-disciplinary theoretical knowledge and methods. Having consulted a large number of relevant Chinese and foreign documents, and fully understanding the economic growth theory, especially the neoclassical growth theory and the regional growth theory, To provide the theoretical basis for the transformation of economic development mode in Longjing City, to establish an index system to evaluate the transformation of economic development mode in Longjing City, and then to comprehensively evaluate the advantages and disadvantages of the economic development mode of Longjing City by using the normative analysis method. This paper analyzes the problems that may affect the transformation of the mode of economic development, and puts forward countermeasures and suggestions for the transformation of the mode of economic development in Longjing City. We can improve the fiscal and taxation policies, vigorously develop the modern service industry, and expand and develop the financial industry. In order to enhance the comprehensive competitive strength of Longjing City, optimize the industrial structure and set up the concept of people-oriented development, the establishment of posts to improve the employment structure and other methods to promote the transformation of economic development, so as to enhance the comprehensive competitive strength of Longjing City, Keeping Longjing economic science steady and rapid development becomes the reference basis and provides policy advice.
