海南經濟特區(qū)市場化水平測度和評價

【摘要】:本文在中國市場化進程測度的研究基礎之上,進行地區(qū)市場化水平測度和研究。在研究目的上,將研究視點立足于地區(qū)市場化改革,發(fā)掘影響地區(qū)市場化的主要因素,解決地區(qū)市場化發(fā)展遇到的難題。嘗試建立基于政府與市場關系、要素市場的海南市場化評價指標體系,對海南市場化水平進行實證研究。為減少主觀性因素對市場化測度的影響,采用客觀評價優(yōu)勢的熵權系數(shù)法對各個指標進行賦權,最終確定海南市場化的整體水平。研究結論顯示:目前海南整體市場化水平偏低,市場化進程放緩;土地市場和金融市場中政府干預經濟現(xiàn)象明顯;勞動力市場水平受到勞動力市場流動性影響出現(xiàn)下降趨勢,海南市場化發(fā)展需要全面升級。為確定市場資源配置的最優(yōu)效率,尋求海南市場化水平的評價標準,在測算海南市場化水平后,本文運用逆DEA (Data Envelopment Analysis)模型,研究市場化水平與經濟增長的關系,在假定經濟增長水平處于0到5%水平區(qū)間下,測算評價指標體系的指標變化情況。并依據單位經濟增長水平與相應的指標變化的程度,判斷現(xiàn)階段海南市場化水平是否存在改進的可能,并結合多項指標判斷市場化水平最優(yōu)的改進的方向。研究結論顯示:所構建指標體系的最優(yōu)市場化水平分別為,政府與市場關系指標最優(yōu)水平的臨界值為0.51331,土地市場化最優(yōu)水平的臨界值為0.61721,金融市場化最優(yōu)水平的臨界值為0.29904,土地市場化最優(yōu)水平臨界值為0.47861,海南整體市場化最優(yōu)水平的臨界值為0.44932。在此標準下,提高和改進各指標發(fā)展水平將有助于海南經濟水平的發(fā)展。在此研究結論的基礎下,本文從提倡現(xiàn)代化的政府治理市場理念、倡導遞進式的市場化發(fā)展模式和優(yōu)化市場資源配置環(huán)境三個方面的提出優(yōu)化海南市場化水平建議?傮w來看本文研究結果可為測算海南市場化水平、提升海南市場資源配置效率提供數(shù)據支撐和理論依據。
[Abstract]:On the basis of the research on the measurement of China's marketization process, this paper measures and studies the level of regional marketization. On the purpose of the research, the research point of view is based on the regional market-oriented reform, and the main factors affecting the regional marketization are explored. Try to set up Hainan market-oriented evaluation index system based on the relationship between government and market and factor market. In order to reduce the influence of subjective factors on the measurement of marketization, the entropy weight coefficient method of objective evaluation is used to empower each index. Finally determine the overall level of marketization in Hainan. The conclusion shows that the overall marketization level of Hainan is on the low side at present, the marketization process is slowing down, the government intervention in the land market and financial market is obvious; The labor market level is affected by the labor market liquidity and the market development needs to be upgraded in an all-round way. In order to determine the optimal efficiency of the allocation of market resources, the evaluation standard of Hainan's marketization level is sought. After measuring Hainan's market-oriented level, this paper uses the inverse DEA data Envelopment Analysis model to study the relationship between market-oriented level and economic growth, assuming that the level of economic growth is in the range of 0 to 5%. Based on the level of economic growth per unit and the degree of change in corresponding indicators, it is estimated whether there is a possibility of improvement in Hainan's market-oriented level at this stage. The research results show that the optimal marketization level of the index system is as follows:. The critical value of the optimal level of the relationship between the government and the market is 0.51331, the critical value of the optimal level of land marketization is 0.61721, the critical value of the optimal level of financial marketization is 0.29904, the critical value of the optimal level of land marketization is 0.47861. The critical value of the optimal level is 0.44932. Improving and improving the development level of each index will contribute to the development of Hainan's economic level. Three suggestions are put forward to optimize Hainan's marketization level from three aspects of advocating progressive market-oriented development model and optimizing market resource allocation environment. In general, the research results of this paper can be used to measure Hainan's marketization level. To improve the efficiency of Hainan market resource allocation to provide data support and theoretical basis.
