【摘要】：社會(huì)主義與市場(chǎng)經(jīng)濟(jì)的結(jié)合,是中國(guó)特色社會(huì)主義經(jīng)濟(jì)最重要的制度特征,是中國(guó)特色社會(huì)主義政治經(jīng)濟(jì)學(xué)最重要的理論貢獻(xiàn)。它包括了兩方面的問題,一是計(jì)劃與市場(chǎng)的關(guān)系,二是公有制與市場(chǎng)經(jīng)濟(jì)的兼容或結(jié)合。無論從邏輯還是從歷史看,公有制與市場(chǎng)經(jīng)濟(jì)的結(jié)合都是社會(huì)主義市場(chǎng)經(jīng)濟(jì)的核心問題。理論邏輯和實(shí)踐經(jīng)驗(yàn)告訴我們,在公有制與市場(chǎng)經(jīng)濟(jì)之間既有內(nèi)在的一致性和兼容性,又存在著一定的矛盾和沖突。這種對(duì)立統(tǒng)一的關(guān)系,根源于社會(huì)主義公有制的特殊性質(zhì)以及由此導(dǎo)致的商品性與非商品性并存的二重屬性,并表現(xiàn)在產(chǎn)權(quán)結(jié)構(gòu)的直接社會(huì)性與局部性、計(jì)劃與市場(chǎng)、等量勞動(dòng)互換與等價(jià)交換、勞動(dòng)力的主人地位與商品屬性、市場(chǎng)經(jīng)濟(jì)與共同富裕等具體方面。既要遵循市場(chǎng)經(jīng)濟(jì)的規(guī)律,又要體現(xiàn)公有制的要求;既要發(fā)揮市場(chǎng)經(jīng)濟(jì)的長(zhǎng)處,又要彰顯社會(huì)主義制度的優(yōu)越性,這就是公有制與市場(chǎng)經(jīng)濟(jì)有機(jī)結(jié)合的實(shí)質(zhì),也是社會(huì)主義市場(chǎng)經(jīng)濟(jì)的精髓。深刻把握公有制與市場(chǎng)經(jīng)濟(jì)的這種特殊關(guān)系,在發(fā)揮市場(chǎng)決定作用的同時(shí),更好地體現(xiàn)和發(fā)揮公有制經(jīng)濟(jì)的特點(diǎn)和優(yōu)勢(shì),實(shí)現(xiàn)公有制與市場(chǎng)經(jīng)濟(jì)的更好結(jié)合,對(duì)于我們?cè)谛碌臍v史條件下堅(jiān)持和發(fā)展中國(guó)特色社會(huì)主義,全面深化經(jīng)濟(jì)體制改革,有著重要的啟示。
[Abstract]:The combination of socialism and market economy is the most important institutional feature of the socialist economy with Chinese characteristics and the most important theoretical contribution to the political economy of socialism with Chinese characteristics. One is the relationship between the plan and the market, the other is the compatibility or integration of public ownership and the market economy. The combination of public ownership and market economy is the core problem of socialist market economy. Theoretical logic and practical experience tell us that there is inherent consistency and compatibility between public ownership and market economy. There are also contradictions and conflicts. This unity of opposites is rooted in the special nature of socialist public ownership and the duality of commodity and non-commodity. It is manifested in the direct sociality and locality of the property right structure, the plan and the market, the equal labor exchange and the equal value exchange, the master position and the commodity attribute of the labor force. The specific aspects of market economy and common prosperity should not only follow the laws of the market economy, but also embody the requirements of public ownership, bring the strengths of the market economy into full play, and highlight the superiority of the socialist system. This is the essence of the organic combination of public ownership and market economy, as well as the essence of socialist market economy. To better embody and give full play to the characteristics and advantages of the public sector of the economy and to achieve a better combination of public ownership and the market economy, we will uphold and develop socialism with Chinese characteristics under the new historical conditions, and comprehensively deepen the reform of the economic system. There are important revelations.
