山東半島碳排放評(píng)估及低碳發(fā)展對(duì)策研究

【摘要】:隨著世界經(jīng)濟(jì)和社會(huì)的不斷發(fā)展,能源的消耗量也在不斷的增加,溫室氣體(以二氧化碳為主)的排放量也在持續(xù)增長(zhǎng),全球氣候開(kāi)始變暖并日益嚴(yán)重,進(jìn)而帶來(lái)各種環(huán)境問(wèn)題。針對(duì)這些問(wèn)題,世界各國(guó)也開(kāi)始積極地進(jìn)行低碳發(fā)展,共同應(yīng)對(duì)氣候變化和環(huán)境問(wèn)題。與此同時(shí),中國(guó)也開(kāi)始探索其低碳發(fā)展的道路,出臺(tái)了針對(duì)低碳發(fā)展的各種規(guī)劃和政策體制。山東半島作為國(guó)家生態(tài)文明建設(shè)和社會(huì)和諧進(jìn)步的示范區(qū)和山東省經(jīng)濟(jì)發(fā)展的龍頭區(qū)域,更應(yīng)該積極響應(yīng)國(guó)家號(hào)召,在社會(huì)和經(jīng)濟(jì)保持良好發(fā)展的同時(shí),正確處理碳排放的問(wèn)題,積極進(jìn)行低碳發(fā)展,以實(shí)現(xiàn)整個(gè)社會(huì)和經(jīng)濟(jì)的可持續(xù)發(fā)展。 本論文正是基于這一大背景下,采用理論研究與實(shí)證分析相結(jié)合、定量與定性分析相結(jié)合的方法,突破了以往碳排放及低碳發(fā)展研究的地域以行政單位為界的限制,對(duì)山東半島這一綜合性區(qū)域的碳排放進(jìn)行了估算和評(píng)估分析,并對(duì)山東半島的低碳發(fā)展對(duì)策提出了建議。本論文主要研究?jī)?nèi)容如下: 第一章前言。主要介紹了本論文的研究背景、研究意義、國(guó)內(nèi)外研究現(xiàn)狀以及本論文的主要研究?jī)?nèi)容和研究方法。 第二章碳排放和低碳發(fā)展相關(guān)概念和理論分析。分別介紹了碳排放的概念、碳排放的核算方法、低碳經(jīng)濟(jì)的概念和特征及脫鉤理論。 第三章山東半島碳排放評(píng)估和影響因素分析。首先根據(jù)IPCC2006年的《國(guó)家溫室氣體排放清單指南》中介紹的碳排放計(jì)算方法,選用“C=K*GDP*單位GDP能耗”為本論文的核算方法,對(duì)山東半島的碳排放量進(jìn)行了核算;其次,從碳排放總量、碳排放增長(zhǎng)率、人均碳排放量、碳排放強(qiáng)度等方面對(duì)山東半島的碳排放核算結(jié)果進(jìn)行了分析;最后,從經(jīng)濟(jì)發(fā)展、人口情況、產(chǎn)業(yè)結(jié)構(gòu)、能源消費(fèi)等方面對(duì)山東半島的碳排放影響因素進(jìn)行了分析。得出的結(jié)論:無(wú)論從哪個(gè)方面來(lái)看,山東半島的發(fā)展還是處在一個(gè)相對(duì)高碳的發(fā)展模式中,必須采取有效措施,積極進(jìn)行低碳發(fā)展,,以促進(jìn)山東半島的經(jīng)濟(jì)和社會(huì)更好更快地發(fā)展。 第四章山東半島低碳發(fā)展的總體構(gòu)想。在對(duì)山東半島碳排放做出的評(píng)估和分析的基礎(chǔ)上,首先分析了山東半島低碳發(fā)展的機(jī)遇和挑戰(zhàn),在此基礎(chǔ)上,提出了山東半島低碳發(fā)展的思路和發(fā)展目標(biāo)。 第五章山東半島低碳發(fā)展對(duì)策研究。提出了山東半島低碳發(fā)展的對(duì)策,主要包括制定總體戰(zhàn)略規(guī)劃、建立管理機(jī)制和制度、優(yōu)化能源結(jié)構(gòu)、調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、發(fā)展低碳技術(shù)、建立區(qū)域碳排放交易市場(chǎng)、完善相關(guān)政策法律體系、倡導(dǎo)低碳生活等。 最后一部分對(duì)本論文中存在的不足之處進(jìn)行了闡述,并對(duì)未來(lái)的研究發(fā)展進(jìn)行了展望。
[Abstract]:With the development of the world economy and society, the consumption of energy is also increasing, the emissions of greenhouse gases (mainly carbon dioxide) are also increasing, and the global climate is becoming warmer and more serious. In response to these problems, all countries in the world have begun to actively carry out low-carbon development to jointly deal with climate change and environmental problems. At the same time, China has also begun to explore its low-carbon development path. Shandong Peninsula is a demonstration area for the construction of national ecological civilization and social harmony and progress and the leading area of economic development in Shandong Province. In order to realize the sustainable development of the whole society and economy, we should respond positively to the call of the country, deal with the problem of carbon emission correctly while maintaining the good development of society and economy, and actively carry out the low-carbon development in order to realize the sustainable development of the whole society and economy. This paper is based on this background, using the combination of theoretical research and empirical analysis, quantitative and qualitative analysis combined with the method. This paper breaks through the limits of the previous research on carbon emissions and low-carbon development, and estimates and evaluates the carbon emissions in Shandong Peninsula, which is a comprehensive region with administrative units as the boundary. Suggestions for low-carbon development of Shandong Peninsula are put forward. The main contents of this thesis are as follows: The first chapter introduces the research background, significance, research status at home and abroad, the main research content and research methods. The second chapter introduces the concepts and theories of carbon emission and low-carbon development, including the concept of carbon emissions, the accounting method of carbon emissions, the concept and characteristics of low-carbon economy and the decoupling theory. Chapter 3: assessment of carbon emissions and analysis of influencing factors in Shandong Peninsula. Firstly, according to the carbon emission calculation method introduced in the National greenhouse Gas inventory guidelines of IPCC2006 year. The carbon emission of Shandong Peninsula is calculated by selecting "energy consumption per unit GDP of CZK" as the accounting method in this paper. Secondly, from the total amount of carbon emissions, the growth rate of carbon emissions, carbon emissions per capita, carbon emission intensity and other aspects of the Shandong Peninsula carbon accounting results were analyzed. Finally, from the economic development, population situation, industrial structure, energy consumption and other aspects of the Shandong Peninsula carbon emission factors were analyzed. The development of Shandong Peninsula is still in a relatively high carbon development mode, it is necessary to take effective measures to actively carry out low-carbon development in order to promote the economic and social development of Shandong Peninsula better and faster. On the basis of the assessment and analysis of the carbon emissions of Shandong Peninsula, the paper first analyzes the opportunities and challenges of the low-carbon development of Shandong Peninsula, and on this basis. The ideas and development goals of low carbon development in Shandong Peninsula are put forward. In the 5th chapter, the countermeasures of low-carbon development of Shandong Peninsula are put forward, which mainly include making overall strategic plan, establishing management mechanism and system, optimizing energy structure and adjusting industrial structure. Develop low-carbon technology, establish regional carbon emissions trading market, improve relevant policy and legal system, advocate low-carbon living, etc. In the last part, the shortcomings of this paper are described, and the future research and development are prospected.
