【摘要】：改革開放以來,長江經(jīng)濟帶已發(fā)展成為我國綜合實力最佳、經(jīng)濟拉動能力最強、戰(zhàn)略支撐作用最大的區(qū)域之一,建設(shè)好長江經(jīng)濟帶對我國未來幾十年的發(fā)展至關(guān)重要。2014年9月12日國務(wù)院發(fā)布了《關(guān)于依托黃金水道推動長江經(jīng)濟帶發(fā)展的指導(dǎo)意見》,將發(fā)展長江經(jīng)濟帶提升至國家戰(zhàn)略層面,指出要培育世界級產(chǎn)業(yè)集群,引導(dǎo)產(chǎn)業(yè)有序轉(zhuǎn)移和分工協(xié)作,促進產(chǎn)業(yè)布局調(diào)整。目前長江經(jīng)濟帶沿江城市產(chǎn)業(yè)布局不合理的情況已經(jīng)嚴重制約了區(qū)域經(jīng)濟聯(lián)動和地區(qū)發(fā)展動力,在中國經(jīng)濟"新常態(tài)"和"供給側(cè)改革"的背景下,長江經(jīng)濟帶亟需進一步優(yōu)化產(chǎn)業(yè)布局,升級產(chǎn)業(yè)結(jié)構(gòu),合理利用區(qū)域優(yōu)勢,挖掘發(fā)展?jié)摿?做到"去產(chǎn)能"、"提質(zhì)量"、"增效率",從而積極推進長江經(jīng)濟帶建設(shè)的高效運行,真正實現(xiàn)區(qū)域經(jīng)濟的精明增長和集約化發(fā)展,最終成為全國經(jīng)濟增長的強勁拉動力。本文遵循"理論回顧—現(xiàn)狀分析—路徑探究—建議總結(jié)"的思路,首先對本文的理論依據(jù)和有關(guān)長江經(jīng)濟帶的研究進行了詳細梳理,接著介紹了長江經(jīng)濟帶的發(fā)展現(xiàn)狀和沿江城市產(chǎn)業(yè)布局存在的問題,指出長江經(jīng)濟帶產(chǎn)業(yè)亟需得到進一步布局優(yōu)化。結(jié)合偏離-份額分析法和指標法進行實證研究,將得到的數(shù)據(jù)結(jié)果進行標準化后,通過熵值法對各項變量進行權(quán)重賦值,得出沿江省、市各個產(chǎn)業(yè)的綜合得分,最終完成對長江經(jīng)濟帶9省2市工業(yè)優(yōu)勢產(chǎn)業(yè)、衰退產(chǎn)業(yè)的遴選,得出長江經(jīng)濟帶產(chǎn)業(yè)發(fā)展重點,結(jié)合地區(qū)優(yōu)勢和相關(guān)政策性文件,設(shè)計長江經(jīng)濟帶產(chǎn)業(yè)空間布局優(yōu)化的總體思路。長江經(jīng)濟帶產(chǎn)業(yè)空間布局優(yōu)化的總體思路是:在"統(tǒng)籌規(guī)劃、綠色發(fā)展、分工協(xié)作、因地制宜"的原則下,充分發(fā)揮各地優(yōu)勢,加強專業(yè)分流、錯位發(fā)展,鼓勵特色產(chǎn)業(yè)專業(yè)化、集群化發(fā)展,縱向深度拓展產(chǎn)業(yè)垂直領(lǐng)域,橫向不斷延長產(chǎn)業(yè)鏈條,提高產(chǎn)業(yè)配套能力。以長江這一黃金水道作為發(fā)展主軸,輻射帶動沿江多個節(jié)點城市,依托滬昆、滬漢蓉兩大通道,以上海為龍頭延伸直入中上游地區(qū),支撐內(nèi)陸發(fā)展,促進上、中、下游五大城市群互聯(lián)互通,憑借交通干線和中心城市帶動產(chǎn)業(yè)調(diào)整與布局,以高新區(qū)、經(jīng)開區(qū)、工業(yè)園區(qū)為重點,逐步在長江經(jīng)濟帶建成一批優(yōu)勢特色產(chǎn)業(yè)帶、工業(yè)走廊和產(chǎn)業(yè)基地,最終形成"雙線、五核、多點、一中心"的發(fā)展格局。依托"工業(yè)強基"、"智能制造"、"工業(yè)4.0"、"中國制造2025"等為發(fā)展契機,把推動長江經(jīng)濟帶發(fā)展與制造強國重點任務(wù)相結(jié)合,將長江經(jīng)濟帶打造為具有國際競爭力的現(xiàn)代制造業(yè)中心。
[Abstract]:Since the reform and opening up, the Yangtze River economic belt has developed into one of the best comprehensive strength, the strongest economic pull capacity and the largest strategic support. The construction of the Yangtze River economic belt is of great importance to the development of our country in the next few decades. In September 12th 2014, the State Council issued the "guiding opinions on relying on the Golden Waterway to promote the Development of the Yangtze River Economic Belt". To promote the development of the Yangtze River economic belt to the national strategic level, pointed out that we should cultivate world-class industrial clusters, guide the orderly transfer of industries and division of labor cooperation. Promote the adjustment of industrial layout. At present, the unreasonable industrial distribution of cities along the Yangtze River economic belt has seriously restricted the regional economic linkage and regional development momentum. Under the background of "new normal" and "supply-side reform" in China's economy, the Yangtze economic belt needs to further optimize the industrial layout, upgrade the industrial structure, make rational use of regional advantages, and tap the development potential. In order to achieve "deproductivity", "improve quality" and "increase efficiency", we will actively promote the efficient operation of the construction of the Yangtze economic belt, and truly realize the smart growth and intensive development of the regional economy. Finally, it becomes the strong driving force of the national economic growth. This paper follows the idea of "theory review-current situation analysis-path exploration-suggestion summary". First of all, the theoretical basis of this paper and the study of the Yangtze River economic belt were combed in detail, and then introduced the current situation of the development of the Yangtze River economic belt and the problems existing in the industrial layout of cities along the Yangtze River. It is pointed out that the Yangtze economic belt industry needs to be further optimized in layout. Combining the deviation-share analysis method and the index method to carry on the empirical research, the result of the data will be standardized. Through the entropy method to assign the weights of the variables, get the comprehensive score of each industry along the Yangtze River, the final completion of the Yangtze River economic belt 9 provinces, 2 cities industrial advantage industry, declining industry selection. Get the Yangtze River economic belt industry development focus, combined with regional advantages and relevant policy documents. The overall idea of the optimization of the industrial spatial layout of the Yangtze economic belt is: under the principle of "overall planning, green development, division of labor and cooperation, according to local conditions". Give full play to local advantages, strengthen professional diversion, dislocation development, encourage the specialization of characteristic industries, cluster development, vertical and deep expansion of vertical areas of industry, horizontal extension of the industrial chain. To improve the capacity of supporting industries. The Yangtze River as a golden waterway as the main axis of development, radiation along the Yangtze River led many node cities, relying on Shanghai and Kunming, Huhanrong two major channels, Shanghai as the leading extension into the upper and middle reaches of the region. Support inland development, promote the interconnection of the five major urban agglomerations, relying on the traffic trunk and central cities to promote industrial adjustment and layout, high-tech zones, economic development zones, industrial parks as the focus. Gradually build a batch of advantageous characteristic industrial belts, industrial corridors and industrial bases in the Yangtze economic belt, and finally form a development pattern of "double lines, five cores, many points, and one center", relying on "strong industrial base" and "intelligent manufacturing". "Industrial 4.0", "made in China 2025" and other development opportunities to promote the development of the Yangtze River economic belt with the manufacturing power of the key tasks. The Yangtze River economic belt will become an international competitiveness of the modern manufacturing center.
