【摘要】：在中國(guó)經(jīng)濟(jì)發(fā)展進(jìn)入新常態(tài)的背景下,境外經(jīng)濟(jì)貿(mào)易合作區(qū)的建設(shè)為中國(guó)企業(yè)提供了新的投資機(jī)遇,為中國(guó)經(jīng)濟(jì)發(fā)展融入了新的生機(jī)與活力。自2006年以來,在國(guó)家政策引導(dǎo)扶持下,境外經(jīng)貿(mào)合作區(qū)取得較大進(jìn)展,不僅推動(dòng)了中國(guó)"走出去"戰(zhàn)略的貫徹執(zhí)行,也為中國(guó)企業(yè)在境外集群式投資提供了廣闊的平臺(tái)。非洲地區(qū)自然資源豐富,市場(chǎng)廣闊,對(duì)中國(guó)企業(yè)具有很強(qiáng)的吸引力,加之當(dāng)前非洲國(guó)家正在積極進(jìn)行工業(yè)化建設(shè),而中國(guó)也需要進(jìn)行產(chǎn)業(yè)機(jī)構(gòu)調(diào)整與升級(jí),我國(guó)實(shí)施境外經(jīng)貿(mào)區(qū)的建設(shè)符合雙方的利益需求,在此背景下,境外經(jīng)貿(mào)合作區(qū)建設(shè)具有重大意義。本文首先分析了中國(guó)對(duì)非投資與對(duì)非貿(mào)易現(xiàn)狀,并梳理了近年來中國(guó)對(duì)非投資的幾種主要模式,在此數(shù)據(jù)基礎(chǔ)上,分別從建設(shè)背景、運(yùn)作模式與機(jī)制、發(fā)展現(xiàn)狀、建設(shè)意義等方面對(duì)中非經(jīng)貿(mào)合作區(qū)進(jìn)行了綜合研究,并以萊基自由貿(mào)易區(qū)為例,分析了其建立背景、發(fā)展規(guī)劃,探討了其發(fā)展優(yōu)勢(shì)與面臨的挑戰(zhàn),最后從政府與企業(yè)兩方面對(duì)中非經(jīng)貿(mào)合作區(qū)的發(fā)展提出了對(duì)策建議。在政府方面,第一,應(yīng)加強(qiáng)合作區(qū)的宏觀指導(dǎo)與規(guī)劃;第二,加強(qiáng)與東道國(guó)政府互利友好的合作機(jī)制;第三,加大合作區(qū)的支持力度,推動(dòng)國(guó)內(nèi)園區(qū)類企業(yè)走出去;第四,完善風(fēng)險(xiǎn)防控體系。在企業(yè)層面,第一,企業(yè)做好調(diào)研與可行性研究工作;第二,加強(qiáng)對(duì)跨國(guó)人才的培養(yǎng),建立人才交流機(jī)制。第三,樹立良好的企業(yè)形象,實(shí)現(xiàn)本地化經(jīng)營(yíng);第四,中國(guó)企業(yè)要建立經(jīng)貿(mào)合作區(qū)的風(fēng)險(xiǎn)預(yù)警機(jī)制。
[Abstract]:Under the background of China's economic development entering the new normal, the construction of overseas economic and trade cooperation zone provides new investment opportunities for Chinese enterprises. Since 2006, with the support of the state policy, the overseas economic cooperation zone has made great progress. It has not only promoted the implementation of China's "going out" strategy, but also provided a broad platform for Chinese enterprises to invest abroad in a clustered manner. Africa is rich in natural resources and has a vast market. It has a strong attraction to Chinese enterprises, coupled with the current African countries are actively engaged in industrial construction, and China also needs to adjust and upgrade industrial institutions. The construction of overseas economic and trade zones in China meets the interests of both sides. Under this background, the construction of foreign economic and trade cooperation zones is of great significance. Firstly, this paper analyzes the current situation of China's investment and trade in Africa. And combing the main patterns of China's non-investment in recent years, on the basis of this data, respectively from the construction background, operating models and mechanisms, development status. The significance of the construction of China-Africa economic and trade cooperation zone comprehensive study, and take Laiji Free Trade area as an example, analyzes its establishment background, development planning, and discusses its development advantages and challenges. Finally, it puts forward some countermeasures and suggestions on the development of China-Africa economic and trade cooperation zone from two aspects of government and enterprise. In the government, first, we should strengthen the macro guidance and planning of the zone; Second, strengthen mutually beneficial and friendly cooperation mechanisms with host governments; Third, increase the support of the cooperation zone, promote the domestic park type enterprises to go out; 4th, perfect the risk prevention and control system. In the enterprise level, first, the enterprise does the research and the feasibility research work; Second, strengthen the cultivation of transnational talents, establish a talent exchange mechanism. Third, establish a good corporate image to achieve localized management; In 4th, Chinese enterprises should establish the risk early warning mechanism of economic and trade cooperation zone.
