【摘要】：東北地區(qū)是新中國(guó)工業(yè)的搖籃,為我國(guó)形成獨(dú)立完整的工業(yè)體系和國(guó)民經(jīng)濟(jì)體系,為改革開(kāi)放和現(xiàn)代化建設(shè)作出了重要貢獻(xiàn)。改革開(kāi)放以后,在向社會(huì)主義市場(chǎng)經(jīng)濟(jì)轉(zhuǎn)型過(guò)程中,東北地區(qū)遇到了特殊困難,體制性、機(jī)制性、結(jié)構(gòu)性矛盾凸顯。中央于2003年啟動(dòng)實(shí)施振興東北地區(qū)等老工業(yè)基地戰(zhàn)略并取得重要階段性成果。我國(guó)經(jīng)濟(jì)進(jìn)入新常態(tài)后,東北地區(qū)經(jīng)濟(jì)下行壓力增大,部分行業(yè)和企業(yè)生產(chǎn)經(jīng)營(yíng)困難,體制機(jī)制等深層次問(wèn)題進(jìn)一步顯現(xiàn),經(jīng)濟(jì)增長(zhǎng)新動(dòng)力不足和舊動(dòng)力減弱的結(jié)構(gòu)性矛盾突出,發(fā)展面臨新的困難和挑戰(zhàn)。2016年2月,黨中央、國(guó)務(wù)院出臺(tái)了關(guān)于全面振興東北地區(qū)等老工業(yè)基地的若干意見(jiàn),東北地區(qū)迎來(lái)了新一輪振興發(fā)展的重大機(jī)遇。在立足歷史與現(xiàn)實(shí)的基礎(chǔ)上,對(duì)東北振興戰(zhàn)略實(shí)施以來(lái)的東北發(fā)展軌跡進(jìn)行系統(tǒng)分析,對(duì)新一輪?wèn)|北振興的時(shí)代特點(diǎn)進(jìn)行客觀描述,并結(jié)合中央最新要求提出推進(jìn)思路與建議極有現(xiàn)實(shí)意義。
[Abstract]:Northeast China is the cradle of New China's industry. It forms an independent and complete industrial system and national economic system, and has made important contributions to the reform, opening up and modernization. In the process of transition to the socialist market economy, the Northeast region has encountered special difficulties, system, mechanism. In 2003, the central government launched the strategy of revitalizing the old industrial bases in Northeast China and made important achievements. After China's economy entered the new normal, the downward pressure of the Northeast economy increased. Some industries and enterprises have difficulties in production and operation, and the structural problems such as the system and mechanism have been further revealed, and the structural contradictions between the shortage of new forces of economic growth and the weakening of old ones are prominent. In February 2016, the CPC Central Committee and the State Council issued a number of opinions on comprehensively revitalizing the old industrial bases in the Northeast region. Northeast region ushered in a new round of revitalization and development opportunities. Based on the history and reality, the northeast development trajectory since the implementation of the Northeast revitalization strategy is systematically analyzed. It is of great practical significance to describe objectively the characteristics of the new round of northeast rejuvenation and to put forward some ideas and suggestions to promote it in combination with the latest requirements of the central authorities.
