【摘要】：我國改革開放30年以來，取得了舉世矚目的成績。但隨著社會經(jīng)濟的快速發(fā)展和社會的巨大進步，尤其在中國一些地區(qū)，盲目的追求經(jīng)濟快速增長，而忽視了環(huán)境效益，面臨的環(huán)境污染問題日益嚴重。人類已經(jīng)進入了高碳排放的高碳經(jīng)濟階段，由此導致的氣候變暖問題越發(fā)的突出，已經(jīng)嚴重人類的可持續(xù)發(fā)展，引起了各國的廣泛關(guān)注。減少碳排放已迫在眉睫。中國作為能源消費大國，而且也是碳排放大國，作為一個負責任的大國，，承擔著較重的碳減排任務(wù)。 本文在低碳經(jīng)濟的視角下以注重發(fā)展低碳經(jīng)濟為原則，從經(jīng)濟發(fā)展、人文發(fā)展、生態(tài)發(fā)展和科技發(fā)展等方面重新設(shè)計和構(gòu)造了我國各地區(qū)的政府績效評價指標體系，加入了人均二氧化碳排放量、單位國內(nèi)生產(chǎn)總值能耗等能反映低碳經(jīng)濟的指標。用主成分分析方法對我國30個地區(qū)政府績效進行了綜合比較分析，得出了我國各地區(qū)在低碳經(jīng)濟條件下政府績效的差距。并針對了我國各地區(qū)政府在低碳經(jīng)濟條件下如何提高政府績效的提出一些建議。
[Abstract]:Since the reform and opening up 30 years ago, China has made remarkable achievements. However, with the rapid development of social economy and great social progress, especially in some areas of China, blind pursuit of rapid economic growth. But ignoring the environmental benefits, the environmental pollution problem is becoming more and more serious. Human beings have entered the high-carbon economic stage of high-carbon emissions, resulting in more and more prominent problem of climate warming. It is urgent to reduce carbon emissions. China is a large energy consumption country, but also a big carbon emission country, as a responsible big country. Undertake a heavy carbon reduction task. In the perspective of low-carbon economy, this paper focuses on the development of low-carbon economy as the principle, from the economic development, human development. In the aspects of ecological development and scientific and technological development, the evaluation index system of government performance has been redesigned and constructed in various regions of China, and the per capita carbon dioxide emissions have been added. Energy consumption per unit GDP can reflect the indicators of low-carbon economy. The performance of 30 regions in China is compared and analyzed by principal component analysis (PCA). The difference of government performance in different regions of our country under the condition of low carbon economy is obtained, and some suggestions on how to improve the performance of government under the condition of low carbon economy are put forward.
