【摘要】：中國地區(qū)經濟增長呈現出了地方政府“強干預、高增長、低質量”的績效特征,這種績效特征給理論界帶來了不少的困惑,基于對這種困惑的質疑和思考,本文在預調研所了解的情況的基礎上,通過對相關解釋中國地區(qū)經濟增長的文獻進行梳理,認為嵌套于央地制度關系情境中的縱向府際治理因素對地方政府行為的選擇存在較大的影響,而地方政府的行為選擇極有可能對地區(qū)經濟增長的績效造成影響。基于這樣的思考,本文提出了3個研究問題:即分別是影響地區(qū)經濟增長的府際治理因素是什么?這些因素通過什么樣的內在聯系機制影響地區(qū)經濟的增長?這些因素在多大程度上影響了地區(qū)經濟增長?為回答上述三個問題,本文以府際目標治理作為解釋變量、府際權力配置結構作為調節(jié)變量、地方政府經濟發(fā)展行為模式作為中介變量、地區(qū)經濟增長作為被解釋變量,采用定性和定量相結合的混合性研究方法,先通過對三個縣市的地區(qū)經濟增長案例深入比較研究得出初步結論的基礎上,再通過對208位由在任縣委書記、縣長、鄉(xiāng)鎮(zhèn)書記和鄉(xiāng)鎮(zhèn)長組成的調查樣本進行問卷調查的基礎上做定量實證分析,得出的研究結論發(fā)現:改革開放以來在地方各級政府之間經由目標責任制所演化而來的府際目標治理形式直接決定影響地方政府具體所采取的地區(qū)經濟發(fā)展行為模式,并與地區(qū)經濟增長之間存在顯著性的影響,而且這種影響深受府際權力配置結構安排的調節(jié)。同時,府際權力配置結構安排本身也對地區(qū)經濟增長的績效存在一定程度的影響,但與府際目標治理對地區(qū)經濟增長的直接影響作用相比,府際權力配置結構更多的是通過發(fā)揮其在府際目標治理形式與地方政府所采取的地區(qū)經濟發(fā)展行為模式之間的調節(jié)性作用來影響地方經濟增長的績效。這一研究結論的發(fā)現,清楚地界定了府際權力配置結構對地區(qū)經濟增長所發(fā)揮的作用機制。另外,本研究中的府際目標治理這個解釋變量包括了府際目標任務因子和府際目標激勵因子兩個維度,它彌補了僅以政治集權、官員職業(yè)治理或官員晉升激勵作為單一維度解釋變量來解釋中國地方經濟所帶來的解釋力不足的缺陷,更為真實地反映了地方政府在府際目標治理壓力下推動地區(qū)經濟增長的政府過程,同時更能揭示出地方政府推動地區(qū)經濟增長的行為發(fā)生機制和約束強化機制。
[Abstract]:China's regional economic growth shows the local government "strong intervention, high growth, low quality" performance characteristics, this performance characteristics to the theoretical circle brought a lot of confusion, based on this confusion and thinking. On the basis of preliminary investigation, this paper combs the relevant literature on economic growth in China. It is believed that the vertical inter-governmental governance factors nested in the context of the institutional relationship between central and local governments have a greater impact on the choice of local government behavior. The behavior choice of local government is likely to have an impact on the performance of regional economic growth. Based on this thinking. This paper puts forward three research questions: namely, what are the inter-governmental governance factors that affect the regional economic growth? Through what kind of internal mechanism do these factors affect regional economic growth? To what extent do these factors affect regional economic growth? In order to answer the above three questions, this paper takes the governance of inter-governmental objectives as the explanatory variable, the inter-governmental power allocation structure as the regulating variable, and the behavior model of local government economic development as the intermediary variable. Regional economic growth as an explanatory variable, using qualitative and quantitative combination of mixed research methods, through the three counties and cities of regional economic growth cases in-depth comparative study on the basis of preliminary conclusions. Based on the questionnaire survey of 208 county party committee secretaries, county secretaries, township secretaries and township chiefs, the quantitative empirical analysis was made. The findings of the study found that:. Since the reform and opening up between the local governments at all levels through the goal responsibility system evolved from the inter-governmental-goal governance form directly determines the specific impact of local governments to adopt the regional economic development behavior model. And there is a significant impact on regional economic growth, and this impact is deeply regulated by the arrangement of inter-governmental power allocation structure. At the same time. The arrangement of inter-governmental power allocation structure has a certain degree of influence on the performance of regional economic growth, but compared with the direct effect of inter-government target governance on regional economic growth. The inter-governmental power allocation structure affects the performance of local economic growth by exerting its moderative role between the governance form of inter-governmental objectives and the behavior model of regional economic development adopted by local governments. The findings. Clearly defined the inter-government power allocation structure on the role of regional economic growth mechanism. The explanatory variable of inter-governmental goal governance in this study includes two dimensions: inter-governmental goal task factor and inter-governmental goal incentive factor, which make up for only political centralization of power. Official career governance or official promotion incentive as a single dimensional explanatory variable to explain the lack of explanatory power brought about by the local economy in China. It reflects the local government process of promoting regional economic growth under the pressure of intergovernmental-target governance, and at the same time, it can reveal the mechanism of the local government's behavior and the restraint strengthening mechanism of promoting the regional economic growth.
