循環(huán)經(jīng)濟評價模型實例研究

【摘要】:發(fā)展循環(huán)經(jīng)濟作為一種協(xié)調(diào)環(huán)境、經(jīng)濟、社會發(fā)展的途徑,已成為全球關(guān)注的熱點話題。我國同樣積極推進循環(huán)經(jīng)濟的發(fā)展,促進全社會的可持續(xù)發(fā)展;诤笔∩缈苹鹫n題研究項目“開展循環(huán)經(jīng)濟研究,為兩圈一帶經(jīng)濟社會發(fā)展服務(wù)”,制定出本文命題,以探究出適用于湖北省“兩圈一帶”地區(qū)循環(huán)經(jīng)濟發(fā)展的評價模型。 針對此命題,本文依據(jù)環(huán)境科學(xué)及環(huán)境工程、經(jīng)濟學(xué)、管理學(xué)和統(tǒng)計學(xué)等學(xué)科知識,依照循環(huán)經(jīng)濟理論、生態(tài)效率理論、工業(yè)生態(tài)理論和逆向物流等理論知識的指導(dǎo),綜合采用了因子分析法、主因子分析法、層次分析法、德爾菲法、熵值法、灰色理論、博弈論和數(shù)據(jù)包絡(luò)分析法等工具或方法針對循環(huán)經(jīng)濟在宏觀、中觀和微觀三個層面上的發(fā)展分別構(gòu)建評價模型,并以位于“兩圈一帶”中的城市、園區(qū)和企業(yè)為實例進行了分析。 針對宏觀形態(tài)循環(huán)經(jīng)濟的發(fā)展,,引入生態(tài)效率的概念,以武漢市作為實例研究對象。通過建立起循環(huán)經(jīng)濟發(fā)展評價指標(biāo)體系,逐步構(gòu)建起基于生態(tài)效率的循環(huán)經(jīng)濟宏觀形態(tài)測算和評價模型,并利用因子分析法分析求得評價對象的生態(tài)效率得分情況。經(jīng)過分析認為,在統(tǒng)計期內(nèi)的2005年到2012年,武漢市的生態(tài)效率有了較大幅度提高,2012年比2005年增長了1.5倍。不同年份在資源效率和環(huán)境效率的變化上呈現(xiàn)螺旋式的波動。雖然按照模型設(shè)計,2011和2012年的數(shù)據(jù)進入循環(huán)經(jīng)濟發(fā)展的成熟階段,但尚不能認為武漢市循環(huán)經(jīng)濟的發(fā)展已經(jīng)達到成熟水平。 針對中觀形態(tài)循環(huán)經(jīng)濟的發(fā)展,以青山區(qū)作為實例研究對象。通過建立循環(huán)經(jīng)濟中觀運行形態(tài)的評價指標(biāo)體系,以灰色聚類和層次分析相結(jié)合為基礎(chǔ)的評價模型,通過對準(zhǔn)則層、指標(biāo)層權(quán)重進行賦值和計算,灰類聚類分析和計算綜合得分等過程對青山區(qū)的循環(huán)經(jīng)濟發(fā)展進行分析,得出青山區(qū)在統(tǒng)計期內(nèi)的2005年到2011年綜合得分為上升狀態(tài),2011年達到5.5058分,僅為“一般”水平。 針對微觀形態(tài)循環(huán)經(jīng)濟的發(fā)展,基于逆向物流的概念,以武漢鋼鐵集團為實例研究對象。通過對企業(yè)與政府間逆向物流構(gòu)建的博弈分析,得出企業(yè)構(gòu)建逆向物流的外在驅(qū)動力。通過運用DEA分析法對武漢鋼鐵集團進行了循環(huán)經(jīng)濟發(fā)展的投入產(chǎn)出分析。經(jīng)過分析認為,武鋼通過逆向物流構(gòu)建的方式發(fā)展循環(huán)經(jīng)濟,做到了對資源利用率的逐步提高,從2010年開始經(jīng)濟效益有效性不變,實現(xiàn)了資源利用、環(huán)境污染控制和經(jīng)濟利益發(fā)展三方面的有效結(jié)合。 通過結(jié)合實例進行分析,三種評價模型能夠有效地反映出評價對象的循環(huán)經(jīng)濟發(fā)展實際狀況,反應(yīng)出問題所在,能夠?qū)Α皟扇σ粠А毖h(huán)經(jīng)濟的發(fā)展提出正確的建議和指導(dǎo)。
[Abstract]:The development of circular economy as a way to coordinate the environment, economy and social development has become a hot topic of global concern. China is also actively promoting the development of circular economy. To promote the sustainable development of the whole society. Based on the research project of Hubei Social Science Foundation, "carry out the circular economy research, serve for the economic and social development of the two circles", the thesis of this paper is formulated. In order to explore the evaluation model of circular economy development in Hubei Province. In view of this proposition, according to environmental science and environmental engineering, economics, management and statistics and other disciplines, according to circular economy theory, ecological efficiency theory. Under the guidance of industrial ecological theory and reverse logistics, factors analysis, principal factor analysis, analytic hierarchy process, Delphi method, entropy method and grey theory are adopted. Game theory, data envelopment analysis and other tools or methods in view of the circular economy in the macro, meso and micro development of the three levels of evaluation model, and in the "two circles" in the city. The park and enterprise are analyzed as examples. Aiming at the development of macroscopical circular economy, this paper introduces the concept of ecological efficiency, taking Wuhan as an example, and establishes the evaluation index system of circular economy development. Gradually build the ecological efficiency based on the circular economy macroscopical shape measurement and evaluation model, and use factor analysis to obtain the ecological efficiency of the evaluation object score. From 2005 to 2012 in the statistical period, the ecological efficiency of Wuhan has been greatly improved. In 2012 there was a 1.5-fold increase over 2005. There were spiraling fluctuations in resource efficiency and environmental efficiency in different years although designed according to the model. The data of 2011 and 2012 entered the mature stage of circular economy development, but it can not be considered that the development of Wuhan circular economy has reached mature level. In view of the development of circular economy in meso-form, taking Qingshan area as an example, the evaluation index system of meso-operation pattern of circular economy is established. The evaluation model based on the combination of grey clustering and hierarchical analysis is used to assign and calculate the weight of criterion layer and index layer. The grey cluster analysis and the calculation of comprehensive score were used to analyze the development of circular economy in Qingshan area, and it was concluded that the comprehensive score of Qingshan area from 2005 to 2011 in the statistical period was rising. In 2011, it reached 5.5058, which is only "average" level. Aiming at the development of microcosmic circular economy, based on the concept of reverse logistics, this paper takes Wuhan Iron and Steel Group as an example to analyze the construction of reverse logistics between enterprises and governments. Through the use of DEA analysis of Wuhan Iron and Steel Group cycle economic development of the input-output analysis. WISCO develops circular economy through reverse logistics construction, and achieves the gradual improvement of resource utilization. Since 2010, the economic efficiency has remained unchanged, and the utilization of resources has been realized. The effective combination of environmental pollution control and economic benefit development. Through the analysis of examples, the three evaluation models can effectively reflect the actual situation of the circular economy development of the evaluation object, and reflect the problem. Be able to give correct suggestions and guidance to the development of circular economy around the two circles.
