【摘要】：以2006~2014年全國(guó)31個(gè)省(區(qū)、市)的五大過(guò)剩產(chǎn)業(yè)為研究對(duì)象,對(duì)"去產(chǎn)能"行為的效果進(jìn)行評(píng)價(jià),并分析了中國(guó)地方政府"去產(chǎn)能"行為的空間分布、空間替代以及時(shí)間波動(dòng)等三大特征及其政策含義。實(shí)現(xiàn)"去產(chǎn)能"目標(biāo)需要確定過(guò)剩產(chǎn)業(yè)產(chǎn)能規(guī)模的適量標(biāo)準(zhǔn),強(qiáng)化地方政府"去產(chǎn)能"的動(dòng)力。未來(lái)"去產(chǎn)能"工作需從統(tǒng)籌"去產(chǎn)能"、精準(zhǔn)"去產(chǎn)能"、創(chuàng)新"去產(chǎn)能"等三方面著手。
[Abstract]:From 2006 to 2014, five surplus industries in 31 provinces (districts and cities) in China were studied to evaluate the effect of "deproductivity" behavior. The spatial distribution of the "deproductivity" behavior of local governments in China is also analyzed. Spatial substitution and time fluctuation are three characteristics and their policy implications. To achieve the goal of "deproductive capacity", we need to determine the appropriate standard of excess industry capacity scale. In the future, we should start from three aspects: overall planning, precision, innovation and so on.
