【摘要】：改革必須鞏固和發(fā)展基本經(jīng)濟(jì)制度,必須重視所有制問題,不能淡化。所有制不是指物的隸屬關(guān)系,它是一個(gè)經(jīng)濟(jì)范疇,是人與人之間的經(jīng)濟(jì)關(guān)系。在當(dāng)今條件下,公有制的內(nèi)涵是社會(huì)主義生產(chǎn)關(guān)系。不是任何國(guó)有制都是公有制,只有無產(chǎn)階級(jí)專政國(guó)家的國(guó)家所有制才是公有制。股份制是企業(yè)的一種資本組織形式,不能說股份制就是公有制。公有制為主體,一是指量上占優(yōu)勢(shì),公有資產(chǎn)應(yīng)該在社會(huì)總資產(chǎn)中占優(yōu)勢(shì),公有制經(jīng)濟(jì)中的就業(yè)人數(shù)應(yīng)該在整個(gè)經(jīng)濟(jì)領(lǐng)域的總就業(yè)人數(shù)中占優(yōu)勢(shì)。二是指質(zhì)上有控制力,即國(guó)有經(jīng)濟(jì)應(yīng)該控制國(guó)民經(jīng)濟(jì)命脈,國(guó)有經(jīng)濟(jì)應(yīng)該起主導(dǎo)作用。國(guó)有經(jīng)濟(jì)起主導(dǎo)作用,就經(jīng)濟(jì)運(yùn)行來說,它對(duì)整個(gè)國(guó)民經(jīng)濟(jì)的運(yùn)轉(zhuǎn)具有控制力和影響力,它能夠保證經(jīng)濟(jì)的運(yùn)行朝著預(yù)定的目標(biāo)發(fā)展,就各種所有制經(jīng)濟(jì)的關(guān)系來說,國(guó)有經(jīng)濟(jì)有能力鼓勵(lì)、支持和引導(dǎo)非公有制經(jīng)濟(jì)朝著有利于社會(huì)主義的方向發(fā)展。堅(jiān)持公有制為主體,才能保證我國(guó)社會(huì)的社會(huì)主義性質(zhì)。生產(chǎn)資料公有制適應(yīng)生產(chǎn)力的社會(huì)性質(zhì),能夠解放和發(fā)展生產(chǎn)力。越是多種所有制經(jīng)濟(jì)共同發(fā)展,越要強(qiáng)調(diào)公有制為主體。
[Abstract]:The reform must consolidate and develop the basic economic system, must pay attention to the problem of ownership is not watered down. Ownership refers not to subordinate objects, it is an economic category, is the economic relations between people. At present, the connotation of public ownership is the socialist production relations. Any state ownership is not public ownership, only the dictatorship of the proletariat state ownership is public ownership. The stock is a kind of capital organization form of enterprises, can not say that the shareholding system is public ownership. Public ownership, one refers to the amount of advantage, public assets should be dominant in the total assets in society, employment in the public sector of the economy the total number of jobs should be dominant in the economic field. The two refers to the quality control, the state-owned economy should control the lifeline of the national economy, the state-owned economy should play a leading role in the state-owned economy play a leading role, On the economy, it is on the national economic operation has the control and influence, it can make the economy run towards the desired goal, for all economic relations, the state-owned economy has the ability to encourage, support and guide non-public economy towards the direction of socialism. We keep public ownership subject to the socialist nature of our society. To ensure the public ownership of the means of production to adapt to the social nature of productive forces, to the liberation and development of productive forces. The more common development of multi ownership economy, more to emphasize the public ownership as the main body.
