【摘要】：我國的國民經(jīng)濟的發(fā)展可以分為城市經(jīng)濟的發(fā)展和縣域經(jīng)濟的發(fā)展,與高速發(fā)展的城市經(jīng)濟相比,縣域經(jīng)濟的發(fā)展還是相當(dāng)滯后。中國經(jīng)濟的高速增長主要靠城市經(jīng)濟的高速增長,在全面建成小康社會的征程中加快發(fā)展縣域經(jīng)濟已經(jīng)上升到很重要的戰(zhàn)略高度�？h域經(jīng)濟的發(fā)展要以縣一級基層政權(quán)調(diào)節(jié)和控制經(jīng)濟社會組織和管理,以經(jīng)濟建設(shè)發(fā)展為第一要務(wù),以社會管理為載體,以城市現(xiàn)代化建設(shè)為動力,以工業(yè)現(xiàn)代化發(fā)展為引擎,全面提升縣域全域發(fā)展的秩序和水平�？v觀延邊州各縣市,發(fā)展不均衡,有發(fā)展快慢、總量大小等差異。分析原因,部分縣市依托其交通區(qū)位優(yōu)勢明顯、產(chǎn)業(yè)結(jié)構(gòu)發(fā)展合理等自然優(yōu)勢,通過招商引資投資開發(fā)了一批重大項目拉動了本地區(qū)的縣域經(jīng)濟,相比產(chǎn)業(yè)結(jié)構(gòu)單一、資金短缺、沒有開發(fā)開放口岸的縣市,必須要著力培養(yǎng)壯大支柱型企業(yè),帶動縣域經(jīng)濟發(fā)展。地區(qū)發(fā)展差異或差距的拉大,可能帶來一系列影響,一是能造成縣市或地區(qū)之間的不公平的發(fā)展,二是可能造成縣市或地區(qū)間的資源等要素配置的不合理和低效率,就可能直接影響到延邊縣域經(jīng)濟發(fā)展過程中的地區(qū)生產(chǎn)力、國民經(jīng)濟的綜合總體實力和經(jīng)濟增長速度。此外,縣域經(jīng)濟的發(fā)展還需要與之發(fā)展相適應(yīng)的一系列的政策配套,而縣市作為一個基層政權(quán)的載體,受很多自身權(quán)力范圍的制約,所以要想加快發(fā)展縣域經(jīng)濟并又不完全是僅靠單純的利用本縣的資源稟賦條件就能辦到的。本文主要通過研究縣域經(jīng)濟的具體概念和發(fā)展歷程,分析延邊州各個縣市在近幾年的縣域經(jīng)濟發(fā)展總體情況,并通過與其他地區(qū)的縣域經(jīng)濟發(fā)展情況的對比,提出發(fā)展中矛盾和問題,針對未來幾年如何發(fā)展延邊州縣域經(jīng)濟提出相關(guān)建設(shè)性對策和建議。
[Abstract]:The development of our national economy can be divided into the development of urban economy and the development of county economy, compared with the rapid development of urban economy. The development of county economy is still lagging behind. The rapid growth of Chinese economy mainly depends on the rapid growth of urban economy. In the course of building a well-off society in an all-round way, speeding up the development of the county economy has risen to a very important strategic height. The development of the county economy should be regulated and controlled by the grass-roots regime at the county level and the economic and social organization and management should be controlled. Economic development as the first priority, social management as the carrier, urban modernization as the driving force, and industrial modernization as the engine. Comprehensive promotion of the order and level of county overall development. Throughout Yanbian counties and cities, the development is uneven, there are speed and slow development, total size differences. Analysis of the reasons, some counties and cities rely on their traffic location advantages are obvious. Natural advantages such as rational development of industrial structure, through investment investment and development of a number of major projects to stimulate the region's county economy, compared with a single industrial structure, capital shortage, no development of open ports of counties and cities. It is necessary to cultivate and strengthen the pillar enterprises and promote the development of the county economy. The difference of regional development or the widening of the gap may bring a series of effects, one is that it can cause unfair development between counties and cities or regions. Second, it may lead to unreasonable and inefficient allocation of resources between counties and regions, which may directly affect the regional productivity in the process of county economic development in Yanbian. The overall strength of the national economy and economic growth rate. In addition, the development of county economy also needs a series of policies corresponding to its development, and county and city as a carrier of grass-roots power. Subject to many limits of power. Therefore, to speed up the development of county economy and is not entirely dependent on the use of the county's resources endowment conditions can be done. This paper mainly through the study of the specific concept of county economy and development process. This paper analyzes the overall situation of county economic development in each county of Yanbian Prefecture in recent years, and puts forward the contradictions and problems in development by comparing it with the development of county economy in other regions. This paper puts forward some constructive countermeasures and suggestions on how to develop Yanbian county economy in the next few years.
