【摘要】：貧困是一項世界性課題,也是中國社會圖譜中一抹十分顯著的暗色系,是困擾人們生息發(fā)展的一大障礙。為減消貧困,人們的反貧困實踐自始至終都伴隨社會發(fā)展向前邁進。十六大以來中國共產(chǎn)黨的反貧困實踐可謂開辟了我國反貧工作的新征途,緣于此本文以其作為研究內(nèi)容,并理解了貧困、貧困線、貧困地區(qū)相關(guān)概念的內(nèi)涵,了解了相關(guān)理論基礎(chǔ)內(nèi)容,確立起了基本的研究方法。 首先,文章從十六大以來中國共產(chǎn)黨反貧困實踐的實踐基礎(chǔ)和時代背景切入。中國共產(chǎn)黨三代中央領(lǐng)導(dǎo)集體的反貧困探索為十六大以來的反貧困實踐提供了總的實踐基礎(chǔ)。時代背景的分析從四點展開,包括經(jīng)濟全球化進程不斷加快、城鄉(xiāng)差距日益嚴(yán)重、中國社會結(jié)構(gòu)變化、區(qū)域發(fā)展的不平衡。 其次,文章對十六大以來中國共產(chǎn)黨反貧困實踐的主要內(nèi)容做了總體描述：深入推進西部大開發(fā)戰(zhàn)略；推進農(nóng)村反貧困,建設(shè)社會主義新農(nóng)村；以民生建設(shè)為契機,增進反貧困實踐；推動扶貧機制創(chuàng)新；轉(zhuǎn)變貧困群體傳統(tǒng)觀念,實行物質(zhì)扶貧與智力扶貧雙扶貧,實施整體推進連片開發(fā)綜合扶貧模式；推進經(jīng)濟結(jié)構(gòu)戰(zhàn)略性調(diào)整。 同時,文章總結(jié)了十六大以來中國共產(chǎn)黨反貧困實踐的成效與意義。十六大以來中國共產(chǎn)黨的反貧困實踐成效顯著,實踐證明,十六大以來中國共產(chǎn)黨反貧困實踐豐富和發(fā)展了馬克思反貧困思想,鞏固了黨的執(zhí)政基礎(chǔ)、維護了社會的穩(wěn)定與和諧、加快了全面建成小康社會的進程、奠定了現(xiàn)代化建設(shè)的基礎(chǔ),還推動促進了世界反貧困的進程。 最后,文章落腳于十六大以來中國共產(chǎn)黨反貧困的歷程帶給我們一些基本啟示及展望。堅持黨的領(lǐng)導(dǎo)、堅持“以人為本”；與時俱進,不斷創(chuàng)新；夯實經(jīng)濟基礎(chǔ)；教育先行、科技為主；觀念轉(zhuǎn)變、結(jié)構(gòu)創(chuàng)新；“開發(fā)”為主,“救濟”為輔。十六大以來中國共產(chǎn)黨反貧困會有光明的發(fā)展前景。
[Abstract]:Poverty is not only a worldwide subject, but also a very significant dark color system in the social map of China. It is a major obstacle to the development of people's income and interest, in order to reduce poverty. Since the 16th National Congress of China, the anti-poverty practice of the Communist Party of China can be said to open up a new way of anti-poverty work in China, because this paper takes it as the research content. We also understand the connotation of poverty, poverty line and poverty area, understand the basic contents of relevant theories, and establish the basic research methods. First. From the practical foundation and background of the anti-poverty practice of the Communist Party of China since the 16th National Congress of the Communist Party of China, the paper provides a general practice basis for the anti-poverty practice since the 16th National Congress of the Communist Party of China through the exploration of anti-poverty of the three generations of the central leadership collective of the Communist Party of China. The analysis of the background of the times starts from four points. It includes the accelerating process of economic globalization, the increasing gap between urban and rural areas, the change of China's social structure and the imbalance of regional development. Secondly, the article makes a general description of the main contents of the anti-poverty practice of the CPC since the 16th National Congress of China: deeply promote the strategy of developing the western region; Promoting rural anti-poverty and building a new socialist countryside; Take the construction of people's livelihood as an opportunity to enhance the practice of anti-poverty; Promoting the innovation of poverty alleviation mechanism; To change the traditional concept of poverty groups, to implement both material and intellectual poverty alleviation, and to implement the integrated poverty alleviation model of continuous development; We will promote strategic readjustment of the economic structure. At the same time, the article summarizes the effectiveness and significance of the anti-poverty practice of the Communist Party of China since the 16th National Congress of the Communist Party of China. Since the 16th National Congress of the Communist Party of China, the anti-poverty practice of the Communist Party of China has enriched and developed Marx's anti-poverty thought, consolidated the ruling foundation of the Party, maintained social stability and harmony, and accelerated the process of building a well-off society in an all-round way. It has laid the foundation for modernization and promoted the process of anti-poverty in the world. Finally, the course of anti-poverty of the Communist Party of China (CPC) since the 16th National Congress of China brings us some basic enlightenment and prospect, adhere to the leadership of the Party, adhere to the "people-oriented"; Keep pace with the times and innovate constantly; Ramming up the economic base; Education first, science and technology primarily; Concept change, structure innovation; Since the 16th National Congress of the Communist Party of China, anti-poverty will have a bright development prospects.
