【摘要】：改革開放以來,河南省經(jīng)濟和社會發(fā)展取得舉世矚目的成就,然而經(jīng)濟和社會發(fā)展過程也存在諸多問題,能源消耗大,環(huán)境破壞嚴重問題亟待解決。2006年,中國政府為各省市制定了節(jié)能減排約束性指標,河南省在國家節(jié)能減排約束性指標指導下,采取更為嚴格的節(jié)能減排措施。但是,節(jié)能減排政策實施年份(2006年以后)與節(jié)能減排政策非實施年份(2006年以前)河南省經(jīng)濟增長、企業(yè)績效以及居民生活等的存在何種差異,節(jié)能減排政策對相關差異的作用機制是什么,節(jié)能減排政策實施過程中需要完善的政策有哪些?以上問題正是急需研究的。本論文運用理論分析與實證研究相結(jié)合的方法,首先研究了節(jié)能減排對河南GDP、產(chǎn)業(yè)結(jié)構(gòu)、居民生活的影響,并分析了節(jié)能減排政策促進經(jīng)濟增長機制,研究表明節(jié)能減排政策顯著地促進了經(jīng)濟增長；其次在對河南碳排放量進行估算的基礎上,研究了節(jié)能減排對河南碳排放量的影響,研究表明節(jié)能減排政策促進降低碳排放強度；再次按企業(yè)規(guī)模、行業(yè)以及規(guī)模等研究了節(jié)能減排政策對河南企業(yè)影響,研究表明節(jié)能減排政策對不同規(guī)模、行業(yè)以及區(qū)域的企業(yè)的影響存在較大差異,并解釋了這種差異產(chǎn)生的原因；最后針對以上研究結(jié)論提出了完善節(jié)能減排政策的十條政策建議。
[Abstract]:Since the reform and opening up, Henan Province has made remarkable achievements in economic and social development. However, there are many problems in the process of economic and social development. In 2006, the Chinese government formulated binding targets for energy conservation and emission reduction for provinces and municipalities, and Henan Province was guided by the national energy saving and emission reduction binding targets. Take more stringent energy saving and emission reduction measures. However, the year of energy saving and emission reduction policy implementation (after 2006) and the energy saving and emission reduction policy non-implementation year (before 2006) Henan Province economic growth. What are the differences in the performance of enterprises and residents' lives, what is the mechanism of energy-saving and emission reduction policies on the relevant differences, and what policies need to be improved in the implementation of energy-saving and emission reduction policies? The above problems are in urgent need of study. This paper uses the method of theoretical analysis and empirical research to study the impact of energy saving and emission reduction on the GDPP industrial structure and residents' lives in Henan Province. It also analyzes the mechanism of energy saving and emission reduction policies to promote economic growth, and the research shows that energy saving and emission reduction policies significantly promote economic growth; Secondly, based on the estimation of Henan carbon emissions, the paper studies the impact of energy saving and emission reduction on Henan carbon emissions, and shows that energy-saving and emission reduction policies promote the reduction of carbon emission intensity; Again according to the size of enterprises, industry and scale to study the impact of energy-saving and emission reduction policies on Henan enterprises, the study shows that the impact of energy-saving policies on different scales, industries and regional enterprises are quite different. The reasons for the difference are explained. Finally, ten policy recommendations are put forward to improve the energy saving and emission reduction policy.
