【摘要】:區(qū)域創(chuàng)新包括科技投入、科技產(chǎn)出、成果轉(zhuǎn)化及應(yīng)用等若干環(huán)節(jié),其中科技成果的有效轉(zhuǎn)化是區(qū)域競(jìng)爭(zhēng)、產(chǎn)業(yè)競(jìng)爭(zhēng)、企業(yè)競(jìng)爭(zhēng)等層次競(jìng)爭(zhēng)的核心,直接關(guān)系到其核心競(jìng)爭(zhēng)力的建設(shè)。然而現(xiàn)階段中國(guó)科技與經(jīng)濟(jì)的融合不夠,知識(shí)產(chǎn)出和成果轉(zhuǎn)化之間存在“割裂”現(xiàn)象,使得大多數(shù)科技成果不能應(yīng)用到生產(chǎn)活動(dòng)中轉(zhuǎn)化為經(jīng)濟(jì)效益,科技發(fā)揮第一生產(chǎn)力的作用大打折扣。為了加強(qiáng)區(qū)域科技資源整合和利用能力,促進(jìn)科技成果轉(zhuǎn)化,本文在科技成果轉(zhuǎn)化基本理論基礎(chǔ)上,,綜合運(yùn)用多種方法對(duì)科技成果轉(zhuǎn)化效率進(jìn)行測(cè)度;探討影響科技成果轉(zhuǎn)化的重要因素;提出相關(guān)政策建議。本文的研究?jī)?nèi)容主要包括: (1)對(duì)科技成果相關(guān)概念進(jìn)行界定,探討科技成果轉(zhuǎn)化模式與機(jī)制,為下文的研究奠定理論基礎(chǔ);通過對(duì)前沿面理論的研究,提出技術(shù)效率相關(guān)概念的定義與測(cè)度方法,為下文的研究奠定方法論基礎(chǔ)。 (2)分別運(yùn)用數(shù)據(jù)包絡(luò)方法(DEA)和隨機(jī)前沿方法(SFA)對(duì)中國(guó)30個(gè)省級(jí)行政區(qū)域近年來的靜態(tài)效率進(jìn)行了測(cè)算,并通過聚類分析對(duì)兩種結(jié)果進(jìn)行比較,力圖更全面、客觀地反映中國(guó)區(qū)域科技成果轉(zhuǎn)化現(xiàn)況。 (3)運(yùn)用DEA-Malmquist方法對(duì)區(qū)域科技成果轉(zhuǎn)化效率的變動(dòng)情況進(jìn)行分地區(qū)、分時(shí)間段研究,發(fā)現(xiàn)我國(guó)科技成果轉(zhuǎn)化效率整體趨勢(shì)是上升的,但個(gè)別地區(qū)、個(gè)別年份的成果轉(zhuǎn)化效率有倒退。 (4)探究影響科技成果轉(zhuǎn)化的因素,在對(duì)相關(guān)文獻(xiàn)進(jìn)行梳理的基礎(chǔ)上,分析了影響科技成果轉(zhuǎn)化的重要因素,并利用隨機(jī)前沿的方法探究影響因素對(duì)成果轉(zhuǎn)化效率的影響程度和作用方向。結(jié)果表明基礎(chǔ)設(shè)施、市場(chǎng)化水平和地理區(qū)位均對(duì)科技成果轉(zhuǎn)化效率有顯著的正向影響。
[Abstract]:Regional innovation includes several links, such as scientific and technological input, scientific and technological output, transformation and application of scientific and technological achievements, among which the effective transformation of scientific and technological achievements is the core of regional competition, industrial competition, enterprise competition and other levels of competition. It is directly related to the construction of its core competence. However, at present, the integration of science and technology and economy is not enough in China, and there is a "split" phenomenon between the knowledge output and the transformation of achievements. As a result, most of the scientific and technological achievements can not be applied to the production activities into economic benefits, the role of science and technology play the role of the first productivity is greatly reduced, in order to strengthen the integration and utilization of regional scientific and technological resources. In order to promote the transformation of scientific and technological achievements, this paper measures the efficiency of the transformation of scientific and technological achievements by comprehensive use of various methods on the basis of the basic theory of the transformation of scientific and technological achievements; To explore the important factors that affect the transformation of scientific and technological achievements; The main contents of this paper are as follows: 1) to define the relevant concepts of scientific and technological achievements, to explore the transformation model and mechanism of scientific and technological achievements, and to lay a theoretical foundation for the following research; Based on the study of frontier theory, this paper puts forward the definition and measurement method of the related concepts of technical efficiency, which lays a methodological foundation for the following research. 2) the static efficiency of 30 provincial administrative regions in China in recent years was measured by data Envelopment method (DEAA) and Stochastic Frontier method (SFAA). The two results are compared by cluster analysis in order to reflect the status of transformation of regional scientific and technological achievements in China more comprehensively and objectively. (3) using DEA-Malmquist method to study the change of the conversion efficiency of regional scientific and technological achievements in different regions and in different time periods. It is found that the overall trend of transformation efficiency of scientific and technological achievements in China is rising, but the conversion efficiency of individual regions and years is retrogressive. 4) explore the factors that affect the transformation of scientific and technological achievements, and analyze the important factors that affect the transformation of scientific and technological achievements on the basis of combing the relevant literature. And using the stochastic frontier method to explore the impact of factors on the efficiency of the transformation of results and the impact of the direction. The results show that the infrastructure. Market level and geographical location have a significant positive impact on the efficiency of scientific and technological achievements transformation.
