【摘要】：一般說,基礎(chǔ)設(shè)施建設(shè)與經(jīng)濟(jì)發(fā)展具有密切的關(guān)聯(lián)性。東盟國家的基礎(chǔ)設(shè)施建設(shè)對各國和區(qū)域的經(jīng)濟(jì)發(fā)展與社會進(jìn)步發(fā)揮了重要的作用,其經(jīng)濟(jì)效應(yīng)主要表現(xiàn)為促進(jìn)經(jīng)濟(jì)增長、提升國際競爭力、減少貧困和推進(jìn)區(qū)域經(jīng)濟(jì)整合。 本文借鑒和吸收發(fā)展經(jīng)濟(jì)學(xué)關(guān)于基礎(chǔ)設(shè)施建設(shè)與經(jīng)濟(jì)發(fā)展的理論與方法,以東盟國家基礎(chǔ)設(shè)施發(fā)展的歷程為主線,闡述各國和區(qū)域基礎(chǔ)設(shè)施建設(shè)發(fā)展的現(xiàn)狀和特征,分析這些基礎(chǔ)設(shè)施項目的融資方式和存在問題,探討基礎(chǔ)設(shè)施建設(shè)對各國經(jīng)濟(jì)增長、競爭力提升、減少貧困和區(qū)域整合的影響,并提出中國-東盟區(qū)域基礎(chǔ)設(shè)施領(lǐng)域合作的政策建議。全文結(jié)構(gòu)如下：第一章,緒論。闡述選題的背景和意義、國內(nèi)外文獻(xiàn)綜述、論文框架和主要內(nèi)容。第二章,基礎(chǔ)設(shè)施與經(jīng)濟(jì)發(fā)展理論概述。對基礎(chǔ)設(shè)施進(jìn)行界定和分類,論述基礎(chǔ)設(shè)施與經(jīng)濟(jì)發(fā)展的相關(guān)理論,并對這些理論觀點和政策主張進(jìn)行評述。第三章,東盟國家基礎(chǔ)設(shè)施發(fā)展的現(xiàn)狀。簡述東盟國家基礎(chǔ)設(shè)施發(fā)展的歷程,分析這些國家的交通運輸、能源電力、通訊基礎(chǔ)設(shè)施的發(fā)展?fàn)顩r,對各國的基礎(chǔ)設(shè)施質(zhì)量進(jìn)行國際比較。同時,探討近期主要國家基礎(chǔ)設(shè)施建設(shè)的規(guī)劃和東盟基礎(chǔ)設(shè)施互聯(lián)互通戰(zhàn)略。第四章,東盟國家基礎(chǔ)設(shè)施建設(shè)的融資。根據(jù)各國基礎(chǔ)設(shè)施建設(shè)計劃和東盟互聯(lián)互通總體規(guī)劃,分析這些基礎(chǔ)設(shè)施項目的融資方式和存在問題。第五章,東盟國家基礎(chǔ)設(shè)施建設(shè)的經(jīng)濟(jì)效應(yīng)。論證這些國家基礎(chǔ)設(shè)施建設(shè)的經(jīng)濟(jì)效應(yīng),揭示基礎(chǔ)設(shè)施建設(shè)與經(jīng)濟(jì)發(fā)展的關(guān)聯(lián)性。第六章,結(jié)語。通過對東盟國家基礎(chǔ)設(shè)施建設(shè)現(xiàn)狀的研究,提出實施中國-東盟區(qū)域基礎(chǔ)設(shè)施互聯(lián)互通戰(zhàn)略的幾點建議。 東盟是我國最重要的周邊地區(qū)之一。近年來,中國與東盟國家領(lǐng)導(dǎo)人多次強(qiáng)調(diào)實現(xiàn)互聯(lián)互通是雙邊合作的優(yōu)先領(lǐng)域和重點方向。在構(gòu)建區(qū)域互聯(lián)互通網(wǎng)絡(luò)中,基礎(chǔ)設(shè)施互聯(lián)互通是重中之重。可以預(yù)見,中國與東盟區(qū)域基礎(chǔ)設(shè)施互聯(lián)互通建設(shè)將呈現(xiàn)出互利共贏的發(fā)展前景。
[Abstract]:Generally speaking, infrastructure construction is closely related to economic development. The infrastructure construction of ASEAN countries plays an important role in the economic development and social progress of all countries and regions. Its economic effects are mainly to promote economic growth, enhance international competitiveness, reduce poverty and promote regional economic integration. This paper draws lessons from and absorbs the theories and methods of development economics on infrastructure construction and economic development, taking the history of infrastructure development in ASEAN countries as the main line. This paper expounds the present situation and characteristics of the development of infrastructure construction in various countries and regions, analyzes the financing methods and existing problems of these infrastructure projects, and probes into the impact of infrastructure construction on the economic growth and competitiveness of various countries. To reduce poverty and the impact of regional integration, and put forward the China-ASEAN regional infrastructure cooperation policy recommendations. The structure of the text is as follows: chapter one, introduction. Explain the background and significance of the topic, literature review at home and abroad. The second chapter is an overview of the theory of infrastructure and economic development. It defines and classifies the infrastructure and discusses the related theories of infrastructure and economic development. The third chapter, the current situation of infrastructure development in ASEAN countries, briefly describes the process of infrastructure development in ASEAN countries, and analyzes the transport, energy and electricity of these countries. The development of communication infrastructure, international comparison of infrastructure quality in various countries. At the same time, it discusses the infrastructure construction planning of major countries and ASEAN infrastructure connectivity strategy in the near future. Chapter 4th. Financing of infrastructure construction in ASEAN countries. According to the national infrastructure construction plan and ASEAN interconnection master plan, this paper analyzes the financing mode and existing problems of these infrastructure projects. Chapter 5th. The economic effects of infrastructure construction in ASEAN countries. Chapter 6th demonstrates the economic effects of infrastructure construction in these countries and reveals the relationship between infrastructure construction and economic development. Chapter 6th. Based on the study of the present situation of infrastructure construction in ASEAN countries, some suggestions on implementing the strategy of China-ASEAN regional infrastructure connectivity are put forward. ASEAN is one of the most important neighboring areas in China. In recent years, the leaders of China and ASEAN countries have repeatedly stressed that interconnection is a priority area and key direction of bilateral cooperation. Infrastructure connectivity is a top priority. It can be predicted that the construction of regional infrastructure connectivity between China and ASEAN will present a mutually beneficial and win-win development prospects.
