【摘要】：產(chǎn)業(yè)園區(qū)作為一種產(chǎn)業(yè)組織形式和區(qū)域空間形態(tài),其發(fā)展演變不僅與全球產(chǎn)業(yè)革命的進程密切相關(guān),而且與城市布局和新城發(fā)展之間存在著緊密的互動關(guān)系。在我國加快推進工業(yè)現(xiàn)代化和新型城鎮(zhèn)化的大背景下,產(chǎn)業(yè)園區(qū)與新城在發(fā)展過程中邊界越來越模糊,功能越來越融合,但在這兩者相互促進、相互影響的過程中仍然面臨許多新的問題和挑戰(zhàn)。當(dāng)前,上海正逐漸邁入后工業(yè)化階段,面臨產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和城市空間優(yōu)化的雙重壓力。一方面,產(chǎn)業(yè)園區(qū)迫切需要通過與周邊區(qū)域的融合發(fā)展尋求更廣闊的發(fā)展空間和更有效的發(fā)展動力,對于新城配套服務(wù)環(huán)境的改善依賴程度日益增強：另一方面,郊區(qū)城市化需要多元化的產(chǎn)業(yè)支撐,以更好地體現(xiàn)疏解人口壓力和承載城市功能的歷史使命。在工業(yè)現(xiàn)代化與新型城鎮(zhèn)化互相碰撞、互相促進的大背景下,研究上海產(chǎn)業(yè)園區(qū)與新城的融合發(fā)展,既體現(xiàn)了上�？茖W(xué)發(fā)展的現(xiàn)實要求,同時又體現(xiàn)了深刻的時代背景。 從當(dāng)前國內(nèi)外的學(xué)術(shù)研究來看,產(chǎn)業(yè)園區(qū)理論和新城發(fā)展理論結(jié)合并不緊密。同時,國內(nèi)產(chǎn)城融合發(fā)展的理論研究也尚處于起步階段,難以對全面分析和深刻揭示產(chǎn)業(yè)園區(qū)與新城發(fā)展的融合問題提供支撐。因此,作者試圖以產(chǎn)業(yè)園區(qū)的空間布局為切入點,綜合運用產(chǎn)業(yè)園區(qū)理論和新城發(fā)展理論的基本原理和分析方法,建立產(chǎn)業(yè)園區(qū)與新城融合發(fā)展的理論分析框架,并結(jié)合國內(nèi)外案例分析以及上海產(chǎn)業(yè)園區(qū)和新城發(fā)展的實踐,歸納總結(jié)產(chǎn)業(yè)園區(qū)與新城融合發(fā)展的不同模式和實現(xiàn)路徑,為促進上海及全國產(chǎn)業(yè)園區(qū)與新城的融合發(fā)展提供新的思路,為進一步豐富產(chǎn)城融合理論體系提供新的研究視角和分析工具。 作者綜合運用案例分析、調(diào)查分析、統(tǒng)計分析和GIS空間分析等研究方法,對產(chǎn)業(yè)園區(qū)與新城融合發(fā)展進行了較為深入的研究。主要結(jié)論包括四個方面： 一是產(chǎn)業(yè)園區(qū)與新城融合是城市發(fā)展的大勢所趨。國內(nèi)外案例分析表明,隨著城市化、工業(yè)化發(fā)展到一定階段,現(xiàn)代化城市的功能不斷完善,空間形態(tài)不斷演化,對產(chǎn)業(yè)園區(qū)與新城融合發(fā)展提出了更高的要求。未來,產(chǎn)業(yè)園區(qū)與新城將在空間上、產(chǎn)業(yè)上和城市功能上進一步融合,成為良性互動的區(qū)域經(jīng)濟綜合體。 二是產(chǎn)業(yè)園區(qū)與新城融合發(fā)展有模式和路徑可循。作者從國內(nèi)外案例分析中抽象產(chǎn)業(yè)園區(qū)與新城融合發(fā)展的模式和關(guān)鍵要素,即邊緣區(qū)園區(qū)成長型產(chǎn)城融合、近郊區(qū)新城依托型產(chǎn)城融合和遠郊區(qū)獨立城市型產(chǎn)城融合三種模式,以及科學(xué)的規(guī)劃布局、明確的產(chǎn)業(yè)導(dǎo)向、完善的配套服務(wù)等關(guān)鍵要素,對于推動上海產(chǎn)業(yè)園區(qū)和新城發(fā)展具有較強的借鑒和指導(dǎo)意義。 三是產(chǎn)業(yè)園區(qū)與新城融合發(fā)展狀況可以進行評價。作者構(gòu)建了產(chǎn)業(yè)功能支撐度和配套服務(wù)滿意度評價指標體系,運用灰色關(guān)聯(lián)分析方法進行分方面和分指標評價,通過“產(chǎn)業(yè)功能支撐度—配套服務(wù)滿意度”矩陣進行產(chǎn)城融合綜合評價。對金橋開發(fā)區(qū)、外高橋保稅區(qū)、松江工業(yè)園區(qū)、嘉定工業(yè)園區(qū)、臨港產(chǎn)業(yè)區(qū)和金山工業(yè)園區(qū)的實證分析結(jié)果表明,上海邊緣區(qū)、近郊區(qū)和遠郊區(qū)的六個產(chǎn)業(yè)園區(qū)在產(chǎn)城融合方面各有特色,總體呈現(xiàn)邊緣區(qū)產(chǎn)城融合狀況好于近郊區(qū),近郊區(qū)好于遠郊區(qū)的格局。 四是產(chǎn)業(yè)園區(qū)與新城融合發(fā)展應(yīng)當(dāng)采取差異化路徑。邊緣區(qū)重在完善產(chǎn)業(yè)園區(qū)的配套服務(wù),帶動提升周邊區(qū)域的整體發(fā)展,形成功能相對完善的產(chǎn)業(yè)新城；近郊區(qū)重在依托新城建設(shè),通過新城的居住功能完善和多元化產(chǎn)業(yè)發(fā)展,打造產(chǎn)業(yè)與生活融合發(fā)展的副中心城市；遠郊區(qū)重在高起點規(guī)劃、高標準建設(shè),確立“有業(yè)有城”、“宜商宜居”的獨立城市發(fā)展定位,通過產(chǎn)業(yè)和城市的合理布局逐步實現(xiàn)均衡發(fā)展。
[Abstract]:As an industrial organization form and regional spatial form , the development and evolution of industrial park is not only closely related to the process of global industrial revolution , but also has close interaction with the development of urban layout and new town . According to the academic research at home and abroad , the combination of the industrial park theory and the new town development theory is not tight . At the same time , the theoretical research on the development of the domestic production city is still in the initial stage , it is difficult to provide support for the comprehensive analysis and the integration of the industrial park area and the new town development . Based on the research methods of case analysis , investigation analysis , statistical analysis and GIS spatial analysis , the author studies the integration and development of industrial park and Xincheng . The main conclusions include four aspects : One is that the integration of industrial park and Xincheng is the trend of urban development . The domestic and foreign case analysis shows that , with urbanization , industrialization develops to a certain stage , the function of modern city is continuously improved , the spatial pattern is evolving , and the development of industrial park and Xincheng is more demanding . In the future , industrial park and Xincheng will be further integrated in space , industry and city function , and become the regional economic complex of benign interaction . The second is the model and the path of the integration development between the industrial park and the new town . The author abstracted the model and key elements of the integration development between the industrial park and the new town from the case analysis at home and abroad . Third , the integration development of industrial park and Xincheng can be evaluated . The author constructs the evaluation index system of industry function support degree and supporting service satisfaction degree , and uses the grey relation analysis method to carry out the comprehensive evaluation of the production city integration . The results show that the six industrial parks in Jinqiao Development Zone , Waistqiao Free Trade Zone , Songjiang Industrial Park , Jiading Industrial Park , Lingang Industrial Zone and JinshanIndustrial Park have different characteristics , and the integration situation of the marginal district is better than that of the suburban area , and the suburban area is better than the suburban area . Fourth , the development of integration between industrial park and Xincheng should take a differentiated approach . The marginal area plays an important role in perfecting the supporting services of the industrial park , promoting the overall development of the surrounding area and forming the new sub - center city with relatively perfect function .
