【摘要】：2010年12月13日,為了響應(yīng)國(guó)家以“資源型經(jīng)濟(jì)轉(zhuǎn)型”為主題的綜合配套改革方案,山西省經(jīng)過(guò)多次申請(qǐng)終于獲得國(guó)家首次批準(zhǔn)的以資源型經(jīng)濟(jì)轉(zhuǎn)型為主題設(shè)立的綜改區(qū),并獲得國(guó)家批準(zhǔn)成為全國(guó)第九個(gè)綜合配套改革試驗(yàn)區(qū)和第一個(gè)全省域、全方位、系統(tǒng)性的國(guó)家級(jí)綜合配套改革試驗(yàn)區(qū)。這同時(shí)也為山西省的轉(zhuǎn)型跨越發(fā)展提供了重大機(jī)遇。由于長(zhǎng)期高強(qiáng)度的開(kāi)發(fā),我國(guó)各主要地區(qū)的資源相繼進(jìn)入衰退期和枯竭期。實(shí)踐證明,由于資源型經(jīng)濟(jì)導(dǎo)致了開(kāi)采成本急劇上升、資源儲(chǔ)備枯竭、生態(tài)問(wèn)題嚴(yán)重、競(jìng)爭(zhēng)力嚴(yán)重削弱等一系列影響經(jīng)濟(jì)社會(huì)發(fā)展的問(wèn)題,因此,這種以資源性產(chǎn)業(yè)占據(jù)主導(dǎo)地位的經(jīng)濟(jì)體系.已經(jīng)不再適合我國(guó)現(xiàn)行的國(guó)情體制。在這種情況下,如何實(shí)現(xiàn)資源型城市的可持續(xù)發(fā)展已經(jīng)成為社會(huì)各界廣泛關(guān)注的課題。本文中,筆者首先總結(jié)了前人關(guān)于資源型城市經(jīng)濟(jì)轉(zhuǎn)型的相關(guān)理論與研究成果,進(jìn)而介紹了國(guó)內(nèi)外資源型城市經(jīng)濟(jì)轉(zhuǎn)型的模式及特點(diǎn),并就其對(duì)我國(guó)資源型城市經(jīng)濟(jì)轉(zhuǎn)型的啟示進(jìn)行了分析,然后,結(jié)合我國(guó)資源型城市經(jīng)濟(jì)轉(zhuǎn)型的做法總結(jié)出事宜山西省煤炭類資源型經(jīng)濟(jì)轉(zhuǎn)型的經(jīng)驗(yàn)。在此基礎(chǔ)上,筆者結(jié)合山西省資源型經(jīng)濟(jì)轉(zhuǎn)型綜改過(guò)程中存在的問(wèn)題進(jìn)行了分析,進(jìn)而結(jié)合其當(dāng)前面臨的優(yōu)勢(shì)與基于提出了相應(yīng)的建議。本文深入研究綜改區(qū)背景下山西省資源型經(jīng)濟(jì)轉(zhuǎn)型的問(wèn)題,對(duì)我國(guó)經(jīng)濟(jì)可持續(xù)發(fā)展具有十分重要的意義。具體來(lái)看,本文共分為以下五部分：第一部分為相關(guān)理論基礎(chǔ)。首先總結(jié)了前人關(guān)于資源型城市經(jīng)濟(jì)轉(zhuǎn)型的相關(guān)理論,進(jìn)而對(duì)此方面的研究現(xiàn)狀及成果進(jìn)行了梳理。第二部分為山西省資源型經(jīng)濟(jì)轉(zhuǎn)型綜改問(wèn)題分析。首先結(jié)合現(xiàn)狀分析了山西省資源型經(jīng)濟(jì)轉(zhuǎn)型綜改過(guò)程中存在的問(wèn)題,進(jìn)而對(duì)綜改區(qū)背景下山西省資源型經(jīng)濟(jì)轉(zhuǎn)型的優(yōu)勢(shì)與機(jī)遇進(jìn)行分析；第三部分為國(guó)內(nèi)外資源型城市經(jīng)濟(jì)轉(zhuǎn)型模式及特點(diǎn)比較。本章中,筆者首先總結(jié)了美國(guó)、日本、德國(guó)與法國(guó)資源型城市經(jīng)濟(jì)轉(zhuǎn)型的模式及特點(diǎn),進(jìn)而分析了其對(duì)我國(guó)資源型城市經(jīng)濟(jì)轉(zhuǎn)型的啟示；然后,筆者結(jié)合我國(guó)典型資源型城市經(jīng)濟(jì)轉(zhuǎn)型的做法,總結(jié)出煤炭類資源型城市經(jīng)濟(jì)轉(zhuǎn)型的經(jīng)驗(yàn)；第四部分為山西省資源型經(jīng)濟(jì)轉(zhuǎn)型綜合配套改革措施與建議。筆者結(jié)合山西省當(dāng)前資源型經(jīng)濟(jì)轉(zhuǎn)型綜改現(xiàn)狀與問(wèn)題,充分借鑒國(guó)內(nèi)外資源型城市經(jīng)濟(jì)轉(zhuǎn)型模式與特點(diǎn),提出了相應(yīng)的建議,最后就就綜改區(qū)背景下山西省政府部門加強(qiáng)職能重心、職能方式與社會(huì)職能,為資源型經(jīng)濟(jì)轉(zhuǎn)型提供良好的政府保障進(jìn)行了探討。
[Abstract]:In December 13th 2010, in order to respond to the country "resource-based economic transformation" as the theme of a comprehensive package of reform programs. Shanxi Province has been approved by the state for the first time after many applications for the theme of resource-based economic transformation as the theme of the comprehensive reform zone, and the country approved to become the ninth comprehensive reform pilot area and the first provincial area. Due to long-term high-intensity development. The resources of the major areas in China have entered the recession and depletion period. The practice has proved that the resource economy has led to a sharp rise in mining costs, resource reserves have been depleted, ecological problems are serious. A series of problems which affect the economic and social development, such as the serious weakening of competitiveness, therefore, this kind of economic system, which is dominated by resource-based industries, is no longer suitable for the current national system of our country. In this case. How to achieve the sustainable development of resource-based cities has become a widespread concern of the community. In this paper, the author first summarized the previous economic transformation of resource-based cities related theories and research results. Then it introduces the mode and characteristics of economic transformation of resource-based cities at home and abroad, and analyzes its enlightenment to the economic transformation of resource-based cities in China. Combined with the practice of economic transformation of resource-based cities in China, this paper summarizes the experience of coal resource-based economic transformation in Shanxi Province. The author analyzes the existing problems in the process of comprehensive reform of resource-based economy in Shanxi Province. Then combined with its current advantages and based on the corresponding suggestions. This paper deeply studies the transformation of resource-based economy in Shanxi Province under the background of comprehensive reform. It is of great significance to the sustainable economic development of our country. This paper is divided into the following five parts: the first part is the relevant theoretical basis. Firstly, it summarizes the related theories about the economic transformation of resource-based cities. The second part is the analysis of the comprehensive reform of the resource-based economy in Shanxi Province. Firstly, the author analyzes the problems existing in the process of the transformation of the resource-based economy in Shanxi Province. Question. Then it analyzes the advantages and opportunities of Shanxi resource-based economic transformation under the background of comprehensive reform area. The third part is the domestic and foreign resource-based city economic transformation model and characteristics. In this chapter, the author first summarizes the United States, Japan, Germany and France resource-based urban economic transformation model and characteristics. Then it analyzes its enlightenment to the economic transformation of resource-based cities in China. Then, the author summarizes the experience of the economic transformation of coal resource-based cities in combination with the economic transformation of typical resource-based cities in China. The 4th part is the comprehensive reform measures and suggestions for the transformation of the resource-based economy in Shanxi Province. The author combines the current situation and problems of the comprehensive reform of the resource-based economy transformation in Shanxi Province. Draw lessons from the domestic and foreign resource-based city economic transformation model and characteristics, put forward the corresponding suggestions, finally on the background of the comprehensive reform of Shanxi provincial government departments to strengthen the focus of function, function mode and social function. To provide good government protection for resource-based economic transformation.
