【摘要】：當前,中國經(jīng)濟進入新常態(tài),需要重構(gòu)經(jīng)濟增長的動力機制,從規(guī)模擴張向質(zhì)量提升轉(zhuǎn)變。經(jīng)濟增長質(zhì)量和效益的提升,宏觀層面依靠產(chǎn)業(yè)結(jié)構(gòu)向中高端邁進,而成功轉(zhuǎn)型升級的關(guān)鍵在于以創(chuàng)新驅(qū)動發(fā)展,提高全要素生產(chǎn)率對經(jīng)濟增長的貢獻。微觀層面則依靠企業(yè)從模仿轉(zhuǎn)向自主創(chuàng)新,而良好的激勵和適當?shù)母偁幨羌涌炱髽I(yè)自主創(chuàng)新的重要保障。以供給側(cè)結(jié)構(gòu)性改革為主線,大力推進和落實改革舉措,堅定不移地以改革釋放創(chuàng)新活力、糾正資源錯配,為全面提升全要素生產(chǎn)率水平,加快新舊增長動力轉(zhuǎn)換和產(chǎn)業(yè)結(jié)構(gòu)升級創(chuàng)造條件。
[Abstract]:At present, China's economy has entered into a new normal, it is necessary to reconstruct the dynamic mechanism of economic growth, from scale expansion to quality improvement. The improvement of economic growth quality and efficiency depends on the industrial structure to the high-end level. The key to successful transformation and upgrading is to drive development with innovation and to improve the contribution of total factor productivity to economic growth, while the micro level relies on enterprises from imitation to independent innovation. Good incentives and appropriate competition is an important guarantee to speed up independent innovation. Take supply-side structural reform as the main line, vigorously promote and implement reform measures, and unswervingly release innovation vitality through reform. Correcting the mismatch of resources will create conditions for comprehensively raising the level of total factor productivity, speeding up the transformation of new and old growth forces and upgrading the industrial structure.
