【摘要】：東北老工業(yè)基地被譽為新中國工業(yè)的搖籃,為國家的工業(yè)化建設奠定了穩(wěn)固的基礎,為國家重要戰(zhàn)略物資儲備做出了突出的貢獻。改革開放以后,東北老工業(yè)基地經過結構調整和改制,積累了一定的經驗并取得了豐碩的成果。然而,在我國從計劃經濟體制轉變?yōu)樯鐣髁x市場經濟體制的過程中,東北老工業(yè)基地制度環(huán)境的變化和技術創(chuàng)新的升級沒能跟上市場變化的節(jié)奏,經濟發(fā)展速度漸漸慢了下來。與此同時,東北老工業(yè)基地的經濟發(fā)展環(huán)境和資源之間的矛盾也逐漸顯現,產業(yè)轉型升級、供給側改革迫在眉睫。在東北老工業(yè)基地實現新的一輪振興背景下,東北老工業(yè)基地以“一帶一路”戰(zhàn)略為引領,緊緊把握進一步擴大對外開放的重要機遇期,為經濟發(fā)展增添新的活力與持久動力。因此,全面而系統(tǒng)地探討中國東北老工業(yè)基地對外開放競爭力的問題,對于促進新一輪東北老工業(yè)基地振興具有十分重要的現實意義。本文在開放型經濟的基礎上對區(qū)域對外開放競爭力進行研究,查閱了大量關于東北老工業(yè)基地區(qū)域開放競爭力研究所需相關數據及前期研究成果,構建了“區(qū)域對外開放競爭力”的理論框架。通過界定區(qū)域對外開放競爭力的基本內涵及特征,分析區(qū)域對外開放競爭力各要素間的相互關系。結合中國四大版塊的地域特點及發(fā)展現狀,構建區(qū)域對外開放競爭力評價指標和體系,分別從區(qū)域開放基礎競爭力、區(qū)域開放貿易競爭力、區(qū)域開放投資競爭力、區(qū)域開放環(huán)境競爭力和區(qū)域開放服務競爭力對東北老工業(yè)基地對外開放的現狀、成因進行深入探討。運用主成分分析法對我國四大版塊區(qū)域對外開放競爭力做了準確測度和趨勢變化比較,對提高東北老工業(yè)基地區(qū)域對外開放競爭力提出有針對性和可操作性的政策建議。對于進一步擴大對外開放,實現新一輪東北老工業(yè)基地振興有一定借鑒意義。全文共分為九章。第1章是緒論,闡述了論文研究的意義、研究的方法、基本結構與主要內容、創(chuàng)新點與不足等方面的問題。第2章是文獻綜述,對有關開放競爭力研究、對外開放及開放型經濟相關文獻做出總結和歸納。第3章是區(qū)域對外開放競爭力的相關理論,分別從區(qū)域對外開放競爭力的內涵、基本特征、指標體系和理論模型進行闡述,分析了區(qū)域開放基礎競爭力、區(qū)域開放貿易競爭力、區(qū)域開放投資競爭力、區(qū)域開放環(huán)境競爭力和區(qū)域開放服務競爭力的相互關系。第4章是東北老工業(yè)基地對外開放的現狀與問題,這部分分析的是東北老工業(yè)基地開放的基礎性問題。包括歷史演進、對外開放的現狀、對外開放所存在的問題及成因。第5章是東北老工業(yè)基地對外開放貿易競爭力分析,主要對東北老工業(yè)基地貿易規(guī)模、貿易依存度、貿易中的商品結構和市場結構進行評價分析。第6章是東北老工業(yè)基地對外開放投資競爭力分析,主要對東北老工業(yè)基地引資規(guī)模、引資結構、FDI的溢出效應進行分析。第7章是東北老工業(yè)基地對外開放服務與環(huán)境競爭力分析,主要對東北老工業(yè)基地對外經濟合作、區(qū)域開放環(huán)境競爭力進行了研究。第8章是中國四大板塊的區(qū)域對外開放競爭力比較,主要對中國四大板塊對外開放競爭力做出總體評價和比較,對東北老工業(yè)基地提出借鑒其他板塊的建議。第9章是增強東北老工業(yè)基地對外開放競爭力的對策建議。共五個方面：主動融入國家“一帶一路”戰(zhàn)略、擴大東北區(qū)域開放、進一步提高對外貿易水平、不斷提高引進外資和對外投資水平、增強老工業(yè)基地與東北亞地區(qū)合作。
[Abstract]:The northeast old industrial base is known as the cradle of the new Chinese industry, has laid a solid foundation for the country's industrialization, has made outstanding contribution to the national strategic material reserves.
