【摘要】：長期以來,我國產(chǎn)學(xué)研分割,科技資源沉積于不同的科.研單位,分散的科技資源和研究團(tuán)隊(duì)嚴(yán)重阻礙了我國農(nóng)業(yè)科技進(jìn)步。為解決科技資源分散難以形成研發(fā)合力,在清華大學(xué)校慶上,胡錦濤同志明確提出,要積極推動(dòng)各個(gè)科研機(jī)構(gòu)之間協(xié)同創(chuàng)新,發(fā)揮彼此優(yōu)勢,實(shí)現(xiàn)優(yōu)勢互補(bǔ),進(jìn)而為我國實(shí)現(xiàn)創(chuàng)新型國家奠定理論基礎(chǔ)。黨的十八大報(bào)告也指出,要實(shí)施創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略,加快協(xié)同創(chuàng)新。因此,開展科研部門之間的協(xié)同創(chuàng)新研究,分析當(dāng)前阻礙與制約協(xié)同創(chuàng)新的主要原因及影響因素,對逐步構(gòu)建我國各個(gè)科研主體之間協(xié)同創(chuàng)新平臺(tái)具有非常重要的現(xiàn)實(shí)意義。華東地區(qū)作為全國經(jīng)濟(jì)發(fā)達(dá)地區(qū),農(nóng)業(yè)科教單位數(shù)量龐大,無論是農(nóng)業(yè)還是農(nóng)業(yè)科技發(fā)展水平在全國都處于領(lǐng)先地位。以華東地區(qū)為對象開展協(xié)同創(chuàng)新研究,具有較強(qiáng)的實(shí)踐意義和推廣意義。因此,本文選取華東地區(qū)作為主要研究對象,開展以下研究:第一部分:引言。主要介紹研究背景、研究意義、研究內(nèi)容以及技術(shù)路線等。第二部分:研究綜述與理論基礎(chǔ)。主要通過回溯有關(guān)協(xié)同創(chuàng)新理論和前人研究成果,為全文研究奠定理論基礎(chǔ)。第三部分:華東地區(qū)農(nóng)業(yè)科技協(xié)同創(chuàng)新研究。對華東地區(qū)農(nóng)業(yè)科技創(chuàng)新現(xiàn)狀以及阻礙因素進(jìn)行剖析,進(jìn)而為下文典型案例剖析提供依據(jù)。第四部分:江蘇省農(nóng)業(yè)科學(xué)院協(xié)同創(chuàng)新案例分析。以江蘇省農(nóng)科院為華東地區(qū)科研單位的代表,重點(diǎn)分析其組建"農(nóng)業(yè)科技華東(江蘇)創(chuàng)新中心"的案例,總結(jié)分析華東地區(qū)農(nóng)業(yè)科研單位的協(xié)同創(chuàng)新的成效與不足.第五部分:政策建議。在基礎(chǔ)理論研究、機(jī)制研究和案例研究的基礎(chǔ)上提出有關(guān)政策建議。
[Abstract]:For a long time, China's industry-university-research division, scientific and technological resources deposited in different departments. Research units, scattered scientific and technological resources and research teams have seriously hindered the progress of agricultural science and technology in China. In order to solve the problem that it is difficult to form R & D joint force in the dispersion of scientific and technological resources, Comrade Hu Jintao made it clear at the celebration of Tsinghua University that it is necessary to actively promote collaborative innovation among various scientific research institutions, give full play to each other's advantages, and realize complementary advantages, so as to lay a theoretical foundation for China to realize an innovative country. The report of the 18th National Congress of the Communist Party of China (CPC) also pointed out that it is necessary to implement the strategy of innovation-driven development and speed up collaborative innovation. Therefore, it is of great practical significance to carry out collaborative innovation research among scientific research departments and analyze the main reasons and influencing factors that hinder and restrict collaborative innovation at present, which is of great practical significance to the gradual construction of collaborative innovation platform among various scientific research subjects in our country. East China, as an economically developed area in China, has a large number of agricultural science and education units, both agricultural and agricultural science and technology development level is in the leading position in the whole country. It is of great practical and popularizing significance to carry out collaborative innovation research in East China. Therefore, this paper selects East China as the main research object, carries out the following research: the first part: introduction. Mainly introduces the research background, the research significance, the research content and the technical route and so on. The second part: research summary and theoretical basis. Mainly by tracing back to the theory of collaborative innovation and previous research results, this paper lays a theoretical foundation for the full text research. The third part: the research of agricultural science and technology collaborative innovation in East China. This paper analyzes the present situation and hindering factors of agricultural scientific and technological innovation in East China, and then provides the basis for the following typical cases. The fourth part: Jiangsu Academy of Agricultural Sciences collaborative innovation case analysis. Taking Jiangsu Academy of Agricultural Sciences as the representative of East China Scientific Research Unit, this paper focuses on the case of setting up "Agricultural Science and Technology East China (Jiangsu) Innovation Center", and summarizes and analyzes the effectiveness and shortcomings of cooperative innovation of agricultural scientific research units in East China. Part V: policy recommendations. On the basis of basic theory research, mechanism study and case study, this paper puts forward relevant policy suggestions.
