【摘要】：從2003年開(kāi)始,河南省為積極響應(yīng)國(guó)家號(hào)召,進(jìn)一步發(fā)展統(tǒng)籌城鄉(xiāng),提高農(nóng)民群眾的基本醫(yī)療水平和健康意識(shí),在省內(nèi)部分地開(kāi)始了新型農(nóng)村合作醫(yī)療制度的試點(diǎn)工作,截至2008年新型農(nóng)村合作基本醫(yī)療制度在河南省已實(shí)現(xiàn)了全省覆蓋。新型農(nóng)村合作醫(yī)療制度為農(nóng)民帶來(lái)了巨大的利益,目的在于解決農(nóng)民在社會(huì)生活中出現(xiàn)的實(shí)際問(wèn)題,比如,“因病返貧及因病致貧”的困境。到今天為止,河南省在省政府的統(tǒng)一組織之下,各相關(guān)部門共同努力,新型農(nóng)村合作醫(yī)療政策取得的成效是顯而易見(jiàn)的。但隨著時(shí)間的逐漸推進(jìn),新型農(nóng)村合作醫(yī)療制度的實(shí)施推廣在我省不同城市的具體實(shí)施中凸顯出一些不足之處。針對(duì)這些已經(jīng)出現(xiàn)的相關(guān)問(wèn)題,必須在以實(shí)際情況為基礎(chǔ)的前提下,積極的探索研究,制定出適合當(dāng)?shù)匕l(fā)展的相關(guān)制度,從而有推進(jìn)新型農(nóng)村合作醫(yī)療制度在我省順利、高效的運(yùn)行,使該醫(yī)療制度充分發(fā)揮其真正的作用,為參合農(nóng)戶帶來(lái)福利,減輕生活負(fù)擔(dān)。本文通過(guò)對(duì)河南省新型農(nóng)村合作醫(yī)療制度實(shí)施推廣現(xiàn)狀的調(diào)查研究,包括廣大農(nóng)戶對(duì)新農(nóng)合醫(yī)療政策的認(rèn)知情況,政府對(duì)基層醫(yī)療設(shè)施的投入情況,以及醫(yī)療基金的使用與管理等方面的研究,并對(duì)其存在的問(wèn)題與不足進(jìn)行整理與分析,以便有效的制定相關(guān)的解決辦法,進(jìn)一步促進(jìn)新農(nóng)合制度在我省的發(fā)展與實(shí)施。本文內(nèi)容一共分為以下幾個(gè)部分,第一部分是研究背景與意義、研究思路、研究?jī)?nèi)容及研究方法,并對(duì)國(guó)內(nèi)的新型農(nóng)村合作醫(yī)療現(xiàn)有的研究進(jìn)行了總結(jié);第二部分是針對(duì)新農(nóng)合在實(shí)施過(guò)程中廣大農(nóng)民的參合情況、收益情況、認(rèn)知情況、醫(yī)療機(jī)制以及補(bǔ)償制度等現(xiàn)狀進(jìn)行分析。以新型農(nóng)村合作醫(yī)療制度在河南省實(shí)施推廣現(xiàn)狀作為分析點(diǎn)進(jìn)行研究;第三部分主要是通過(guò)政府宣傳力度,醫(yī)療設(shè)施的供給,新型農(nóng)村合作醫(yī)療的籌集及補(bǔ)償金額等方面,詳細(xì)分析了制度中存在的具體問(wèn)題及不足;第四部分是從政府對(duì)所實(shí)施的醫(yī)療制度的宣傳情況,對(duì)醫(yī)療機(jī)構(gòu)設(shè)施及人員的供給情況,醫(yī)療機(jī)構(gòu)的各項(xiàng)監(jiān)督管理工作方面提出改善建議;第五部分通過(guò)前四章的闡述對(duì)本文進(jìn)行最后的總結(jié)與分析。
[Abstract]:Since 2003, Henan Province has started the pilot work of a new rural cooperative medical system in part in order to respond positively to the call of the state, further develop urban and rural areas as a whole, and improve the basic medical level and health awareness of the peasants. By 2008, the new rural cooperative basic medical system in Henan Province has achieved provincial coverage. The new rural cooperative medical system has brought great benefits to farmers, in order to solve the practical problems of farmers in social life, such as the dilemma of "returning to poverty due to illness and poverty caused by illness". So far, under the unified organization of the provincial government in Henan Province, all relevant departments have made joint efforts, and the results of the new rural cooperative medical policy are obvious. However, with the gradual progress of time, the implementation and promotion of the new rural cooperative medical system has highlighted some shortcomings in the specific implementation of different cities in our province. In view of these relevant problems, we must actively explore and study on the premise of taking the actual situation as the basis, and formulate the relevant system suitable for the local development, so as to promote the new rural cooperative medical system smoothly in our province. Efficient operation makes the medical system give full play to its real role, bring welfare to participating farmers and lighten the burden of life. Based on the investigation and study on the present situation of the implementation and popularization of the new rural cooperative medical system in Henan Province, this paper includes the cognition of farmers to the new rural cooperative medical policy and the government's investment in primary medical facilities. And the use and management of medical funds, and the existing problems and shortcomings are sorted out and analyzed in order to effectively formulate relevant solutions and further promote the development and implementation of the new rural cooperative system in our province. The content of this paper is divided into the following parts: the first part is the research background and significance, research ideas, research content and research methods, and summarizes the existing research of the new rural cooperative medical system in China. The second part is to analyze the current situation of farmers' participation, income, cognition, medical mechanism and compensation system in the implementation of NCMS. This paper takes the present situation of the implementation and popularization of the new rural cooperative medical system in Henan Province as the analysis point to carry on the research. The third part analyzes the specific problems and shortcomings in the system in detail through the government propaganda, the supply of medical facilities, the collection of new rural cooperative medical system and the amount of compensation. The fourth part is from the government to the implementation of the medical system publicity, the supply of facilities and personnel in medical institutions, the supervision and management of medical institutions put forward suggestions for improvement; The fifth part makes the final summary and analysis of this paper through the first four chapters.
