【摘要】：農(nóng)村土地流轉(zhuǎn)對(duì)于新農(nóng)村建設(shè)、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和現(xiàn)代化農(nóng)業(yè)建設(shè)都具有十分重要的意義。為建立系統(tǒng)科學(xué)、成熟有效的土地流轉(zhuǎn)模式提供數(shù)據(jù)依據(jù),以期為政府制定宏觀土地政策提供參考。首先本文對(duì)我國農(nóng)村的土地流轉(zhuǎn)的現(xiàn)狀和意義進(jìn)行了詳細(xì)描述;其次,通過對(duì)我國陜西省楊凌示范區(qū)農(nóng)民以深入訪談的形式進(jìn)行抽樣調(diào)查,得到288個(gè)有效樣本。在統(tǒng)計(jì)描述的基礎(chǔ)上用二項(xiàng)logistic模型分析楊凌示范區(qū)農(nóng)民土地流轉(zhuǎn)意愿的影響因素。研究結(jié)果如下:楊凌示范區(qū)農(nóng)民土地流轉(zhuǎn)意愿普遍受流轉(zhuǎn)程序復(fù)雜度、作物種植收益、土地補(bǔ)貼滿意度、村委服務(wù)監(jiān)督機(jī)構(gòu)規(guī)范度、文化程度5個(gè)方面因素影響。研究結(jié)論:在調(diào)查研究的基礎(chǔ)上全方位分析其在土地流轉(zhuǎn)中形成的影響,可知土地流轉(zhuǎn)程序復(fù)雜度影響最顯著;農(nóng)作物受益與土地補(bǔ)貼滿意度是農(nóng)民較為關(guān)注的問題,直接影響著農(nóng)民的收入。然后從這5方面給出操作性的政策建議。
[Abstract]:Rural land circulation is of great significance to the construction of new countryside, the adjustment of industrial structure and the construction of modern agriculture. It provides data basis for the establishment of systematic, scientific, mature and effective land circulation model, in order to provide reference for the government to formulate macro land policy. First of all, this paper describes in detail the present situation and significance of rural land circulation in China. Secondly, 288 valid samples are obtained through a sample survey of farmers in Yang Ling demonstration area of Shaanxi Province in the form of in-depth interviews. On the basis of statistical description, the influencing factors of farmers' land circulation willingness in Yang Ling demonstration area are analyzed by binomial logistic model. The results are as follows: the willingness of farmers to transfer land in Yang Ling demonstration area is generally affected by five factors: the complexity of circulation procedure, the income of crop planting, the satisfaction of land subsidy, the standardization of village committee service supervision organization and the educational level. Conclusion: on the basis of investigation and research, the influence of land circulation on the formation of land circulation is analyzed in an all-round way, and it can be seen that the complexity of land transfer procedure has the most significant influence. Crop benefit and land subsidy satisfaction are more concerned by farmers, which directly affect farmers' income. Then from these five aspects to give operational policy recommendations.
