【摘要】：中藥材種植業(yè)是最具中國特色的傳統(tǒng)產(chǎn)業(yè)之一。近年來,隨著中醫(yī)藥的發(fā)展,中藥材的種植產(chǎn)業(yè)逐漸壯大。淶源縣是河北省主要的中藥材產(chǎn)區(qū)之一,在河北省淶源縣,中藥材種類多,質(zhì)量上乘,產(chǎn)量居河北省首位。最近數(shù)年內(nèi),由于受到國家政策引導(dǎo),淶源縣加速中藥材種植業(yè)發(fā)展,在經(jīng)濟(jì)效益和社會(huì)效益方面呈現(xiàn)出了較強(qiáng)的上升趨勢。然而,仍有許多制約淶源縣中藥材種植業(yè)發(fā)展的因素,全方位、立體化地分析這些制約因素,提出具有可操作性、有針對性的措施將可以更有利促進(jìn)淶源縣中藥材種植業(yè)在很長一段時(shí)期內(nèi)綠色化、科學(xué)化、可持續(xù)地發(fā)展。本文從當(dāng)?shù)刂兴幉牡奶赜匈Y源狀況,整體種植總量增多,各區(qū)域內(nèi)種植實(shí)踐模式,行業(yè)發(fā)展?fàn)顩r、行業(yè)政策等方面切入闡述,概述這一行業(yè)的整體狀況。舉例介紹當(dāng)?shù)刂兴幉姆N植業(yè)典型發(fā)展模式,詳細(xì)分析了淶源縣中藥材的種植、采收、加工、流通和國內(nèi)外市場情況;通過分析淶源縣在種植方法、種植資源和質(zhì)量標(biāo)準(zhǔn)、整體規(guī)劃、中藥材品牌和龍頭企業(yè)、產(chǎn)業(yè)布局和合作情況以及深加工能力等方面存在的問題,找出這些問題存在的原因,主要是由于土地集中程度低,政府引導(dǎo)推動(dòng)力不強(qiáng),科技支撐力不足,農(nóng)村生產(chǎn)者水平低,種植投入少,流通環(huán)節(jié)等原因造成的。最后在經(jīng)濟(jì)、社會(huì)、環(huán)境可持續(xù)發(fā)展的思路指導(dǎo)下,從政府、企業(yè)、藥農(nóng)三方出發(fā),提出了促進(jìn)淶源縣中藥材種植業(yè)健康發(fā)展的整體思路。進(jìn)一步從統(tǒng)籌布局,資金、科技、人才投入、市場升級等方面進(jìn)行了闡述,提出集中土地資源,建立優(yōu)質(zhì)中藥材種植基地,嚴(yán)控質(zhì)量標(biāo)準(zhǔn);統(tǒng)籌規(guī)劃,科學(xué)布局,加大引導(dǎo)扶持力度;加大科技創(chuàng)新,建立高產(chǎn)優(yōu)質(zhì)高效的生產(chǎn)模式;提高藥農(nóng)文化水平,打造專業(yè)隊(duì)伍;增加投入,推動(dòng)中藥材產(chǎn)業(yè)化,提升加工效益;拓展銷售市場,升級市場等級的發(fā)展建議。
[Abstract]:The planting of Chinese medicinal materials is one of the most traditional industries with Chinese characteristics. In recent years, with the development of traditional Chinese medicine, the planting industry of traditional Chinese medicine is gradually growing. Laiyuan County is one of the main producing areas of Chinese medicinal materials in Hebei Province. In Laiyuan County, Hebei Province, there are many kinds of Chinese medicinal materials, the quality is excellent, and the output ranks first in Hebei Province. In recent years, due to the guidance of national policy, Laiyuan County has accelerated the development of Chinese medicinal materials planting industry, showing a strong upward trend in economic and social benefits. However, there are still many factors restricting the development of traditional Chinese medicine planting in Laiyuan County, which are analyzed in an omni-directional and three-dimensional way, and put forward that they are operable. Targeted measures will be more beneficial to promote the green, scientific and sustainable development of traditional Chinese medicine planting in Laiyuan County for a long time. This paper expounds the unique resources of local Chinese medicinal materials, the increase of the total amount of planting, the mode of planting practice in each region, the development of the industry, the policy of the industry and so on, and summarizes the overall situation of the industry. This paper introduces the typical development mode of local Chinese medicinal materials planting industry, and analyzes in detail the planting, harvesting, processing, circulation and domestic and foreign market situation of Chinese medicinal materials in Laiyuan County. Based on the analysis of the problems existing in planting methods, planting resources and quality standards, overall planning, brand and leading enterprises of Chinese medicinal materials, industrial layout and cooperation, as well as the ability of deep processing in Laiyuan County, the causes of these problems are found out. It is mainly caused by the low degree of land concentration, the weak driving force of government guidance, the lack of scientific and technological support, the low level of rural producers, the low investment in planting, the circulation link and so on. Finally, under the guidance of the sustainable development of economy, society and environment, the whole idea of promoting the healthy development of traditional Chinese medicine planting industry in Laiyuan County was put forward from the point of view of the government, enterprises and drug farmers. Further elaborated from the overall layout, funds, science and technology, talent investment, market upgrading and other aspects, put forward the concentration of land resources, the establishment of high-quality Chinese medicinal materials planting base, strict control of quality standards; Overall planning, scientific layout, increase guidance and support; increase scientific and technological innovation, establish a high-yield, high-quality and efficient production model; improve the cultural level of drug farmers, build a professional team; increase investment, promote the industrialization of Chinese medicinal materials, improve processing efficiency; Expand the sales market, upgrade the market level of the development of suggestions.
