【摘要】：精準(zhǔn)識(shí)貧是精準(zhǔn)扶貧的前提。精準(zhǔn)識(shí)貧過程包含一系列環(huán)節(jié),精準(zhǔn)識(shí)貧制度應(yīng)為一個(gè)完整體系。2014年《湖北省農(nóng)村扶貧開發(fā)建檔立卡工作方案》等文件規(guī)定建構(gòu)了精準(zhǔn)識(shí)貧制度的大致框架,省內(nèi)各地還對(duì)其進(jìn)行了一系列創(chuàng)新,但識(shí)貧過程中缺少結(jié)果責(zé)任制度、大數(shù)據(jù)信息檢索制度等關(guān)鍵子制度的配合,形成了機(jī)會(huì)空間,被一些參與主體利用,最終結(jié)果只是"比較精準(zhǔn)"。在實(shí)踐基礎(chǔ)上,湖北推進(jìn)了精準(zhǔn)識(shí)貧的關(guān)鍵子制度建設(shè),劃定各級(jí)權(quán)限,壓實(shí)各級(jí)責(zé)任,杜絕各地違規(guī)識(shí)別、監(jiān)管缺位、數(shù)據(jù)造假的機(jī)會(huì)空間,使識(shí)貧工作走向"更加精準(zhǔn)"。
[Abstract]:Accurate recognition of poverty is the premise of accurate poverty alleviation. The process of accurate poverty recognition consists of a series of links, and the accurate poverty recognition system should be a complete system. The 2014 Hubei Rural Poverty Alleviation and Development document Establishment Card work Plan and other documents stipulate that the general framework of the accurate poverty recognition system is constructed. A series of innovations have also been carried out in various parts of the province, but the lack of the system of responsibility for results and the cooperation of key sub-systems such as big data's information retrieval system in the process of recognizing poverty has formed an opportunity space and has been utilized by some participants. The end result is only "more accurate". On the basis of practice, Hubei has promoted the construction of the key sub-system of accurate poverty recognition, delineated the authority at all levels, compacted the responsibilities at all levels, put an end to the opportunity space for local illegal identification, lack of supervision and data fraud, and made the work of poverty recognition "more accurate."
