【摘要】：近年來,隨著我國農(nóng)村經(jīng)濟(jì)的發(fā)展和改革,在家庭聯(lián)產(chǎn)承包責(zé)任制下的小農(nóng)經(jīng)濟(jì)凸顯出了許多弊端,嚴(yán)重制約了我國農(nóng)村經(jīng)濟(jì)的進(jìn)一步發(fā)展。國家在逐步探索適應(yīng)當(dāng)代農(nóng)村經(jīng)濟(jì)發(fā)展的新模式,提出了家庭農(nóng)場這一新型農(nóng)業(yè)經(jīng)營體系,它延續(xù)了農(nóng)村土地承包經(jīng)營的同時(shí),極大的激發(fā)了農(nóng)民進(jìn)行農(nóng)業(yè)規(guī)模化、集約化經(jīng)營的積極性,對(duì)我國農(nóng)業(yè)的現(xiàn)代化發(fā)展具有現(xiàn)實(shí)的意義。湖北省丹江口市屬于山區(qū)城市,耕地資源和水域資源較為豐富,為丹江口市家庭農(nóng)場的發(fā)展提供了便利。本文根據(jù)家庭農(nóng)場相關(guān)文獻(xiàn)及政策的研讀,有針對(duì)性的選取丹江口市較為典型的30家已注冊(cè)的家庭農(nóng)場進(jìn)行實(shí)地調(diào)研,對(duì)農(nóng)場主進(jìn)行問卷調(diào)查以及對(duì)其家庭成員進(jìn)行走訪調(diào)查,然后對(duì)獲得的數(shù)據(jù)信息進(jìn)行整理分析。了解到丹江口市家庭農(nóng)場的培育發(fā)展已經(jīng)取得了一定的成就,它有效的提高了當(dāng)?shù)亻e置土地的利用率,同時(shí)提高了自身及周邊農(nóng)戶的收入,促進(jìn)了當(dāng)?shù)剞r(nóng)村經(jīng)濟(jì)的繁榮,有助于推動(dòng)新農(nóng)村建設(shè)。在取得良好發(fā)展的同時(shí)也面臨諸多問題,目前丹江口市家庭農(nóng)場的經(jīng)營管理水平較低、土地過于分散、資金投入不足、基礎(chǔ)設(shè)施薄弱、農(nóng)場收益不穩(wěn)定、組織化程度較低等都制約著家庭農(nóng)場的持續(xù)健康發(fā)展�；谀壳暗そ谑屑彝マr(nóng)場整體的發(fā)展?fàn)顩r和所面臨的問題,將制約丹江口市家庭農(nóng)場發(fā)展的影響因素主要分為:家庭因素、土地因素、政策因素、科技因素、金融支持因素、基礎(chǔ)設(shè)施建設(shè)因素、社會(huì)化服務(wù)因素及行業(yè)組織因素等,并對(duì)其分別進(jìn)行詳細(xì)闡述。其中農(nóng)場家庭特別是農(nóng)場主個(gè)人整體素質(zhì)的高低、國家相關(guān)惠農(nóng)政策是否得以落實(shí)以及金融支持是否充分對(duì)家庭農(nóng)場的發(fā)展起著至關(guān)重要的作用。針對(duì)這些制約因素,提出相關(guān)的對(duì)策建議,丹江口市政府必須提高對(duì)家庭農(nóng)場發(fā)展重要性的認(rèn)識(shí),出臺(tái)相關(guān)制度條例明確丹江口市家庭農(nóng)場的整體發(fā)展思路原則。加強(qiáng)對(duì)農(nóng)村青少年的基礎(chǔ)教育,從根本上提高農(nóng)場主的整體素質(zhì)。在加大對(duì)家庭農(nóng)場農(nóng)業(yè)基礎(chǔ)設(shè)施、農(nóng)業(yè)社會(huì)化服務(wù)等投入力度的同時(shí)也要加強(qiáng)政府扶持監(jiān)管力度,使國家惠農(nóng)政策落到實(shí)處,使農(nóng)場主得到最大程度的實(shí)惠。從而,提高丹江口市家庭農(nóng)場的經(jīng)營效益,形成家庭農(nóng)場經(jīng)營規(guī)模繼續(xù)擴(kuò)大的良性循環(huán),為丹江口市家庭農(nóng)場的發(fā)展?fàn)I造良好的經(jīng)營環(huán)境。目前,丹江口市家庭農(nóng)場的發(fā)展尚處于剛起步階段,整體缺乏統(tǒng)一規(guī)劃,對(duì)制約丹江口市家庭農(nóng)場發(fā)展的影響因素的研究較少,本文從家庭農(nóng)場經(jīng)營者的角度出發(fā),通過實(shí)地調(diào)研,詳細(xì)了解家庭農(nóng)場在發(fā)展中所遇到的實(shí)際困難,所得的數(shù)據(jù)比較貼切農(nóng)場主的需求,較有實(shí)踐意義。希望可以為丹江口市家庭農(nóng)場的發(fā)展提供一些幫助,促進(jìn)丹江口市農(nóng)村經(jīng)濟(jì)的發(fā)展和進(jìn)步。
[Abstract]:In recent years, with the development and reform of our country's rural economy, the small-scale peasant economy under the household contract responsibility system has highlighted a lot of disadvantages, which seriously restricted the further development of our country's rural economy. The state gradually explores a new model to adapt to the development of contemporary rural economy, and puts forward a new agricultural management system of family farm, which continues the contracted management of rural land and greatly stimulates farmers to carry out agricultural scale. The enthusiasm of intensive management is of practical significance to the modernization of agriculture in China. Danjiangkou City, Hubei Province is a mountainous city, the cultivated land resources and water resources are relatively rich, which provides convenience for the development of family farms in Danjiangkou City. According to the relevant literature and policies of family farms, this paper selects 30 typical registered family farms in Danjiangkou City to carry on the field investigation, carries on the questionnaire survey to the farmers and carries on the interview survey to their family members. Then the obtained data information is sorted out and analyzed. It is understood that some achievements have been made in the cultivation and development of family farms in Danjiangkou City, which has effectively improved the utilization rate of local idle land, increased the income of their own and surrounding farmers, and promoted the prosperity of the local rural economy. It will help to promote the construction of a new countryside. At the same time, it also faces many problems. At present, the management level of family farms in Danjiangkou City is relatively low, the land is too scattered, the investment of funds is insufficient, the infrastructure is weak, and the income of farms is unstable. The low degree of organization restricts the sustainable and healthy development of family farms. Based on the overall development situation and problems faced by family farms in Danjiangkou City, the influencing factors restricting the development of family farms in Danjiangkou City are mainly divided into family factors, land factors, policy factors, scientific and technological factors, financial support factors. The factors of infrastructure construction, socialized service and industry organization are described in detail. Among them, the overall quality of farm families, especially farmers' individual quality, the implementation of the national policy on the benefit of agriculture and whether financial support is adequate play a vital role in the development of family farms. In view of these constraints, this paper puts forward the relevant countermeasures and suggestions, Danjiangkou Municipal Government must improve the understanding of the importance of the development of family farms, and issue relevant regulations to clarify the overall development ideas and principles of family farms in Danjiangkou City. Strengthen the rural youth basic education, fundamentally improve the overall quality of farmers. While increasing investment in agricultural infrastructure and socialized agricultural services on family farms, we should also strengthen government support and supervision, so that the national policy of benefiting farmers can be implemented and farmers can get the greatest benefits. In order to improve the operating efficiency of the family farm in Danjiangkou and form a virtuous circle in which the operation scale of the family farm continues to expand, it will create a good management environment for the development of the family farm in Danjiangkou City. At present, the development of family farms in Danjiangkou City is still in its infancy, and there is a lack of unified planning as a whole. There are few studies on the influencing factors restricting the development of family farms in Danjiangkou City. Through on-the-spot investigation, the practical difficulties encountered in the development of family farms are understood in detail, and the data obtained are more appropriate to the needs of farmers and are of practical significance. It is hoped that it can provide some help for the development of family farms in Danjiangkou City and promote the development and progress of rural economy in Danjiangkou City.
