【摘要】：循環(huán)經(jīng)濟(jì)理念下的農(nóng)業(yè)生態(tài)補(bǔ)償與生態(tài)循環(huán)農(nóng)業(yè)相互影響,在循環(huán)農(nóng)業(yè)生態(tài)補(bǔ)償政策扶持下,蘇北的生態(tài)循環(huán)農(nóng)業(yè)發(fā)展取得一定成效,但該區(qū)域循環(huán)農(nóng)業(yè)生態(tài)補(bǔ)償機(jī)制存在的問(wèn)題使得其在推動(dòng)生態(tài)循環(huán)農(nóng)業(yè)發(fā)展、改善農(nóng)村環(huán)境、解決地區(qū)民生等問(wèn)題上作用有限。為此,建議充實(shí)生態(tài)循環(huán)農(nóng)業(yè)補(bǔ)償主客體,努力爭(zhēng)取循環(huán)農(nóng)業(yè)補(bǔ)償項(xiàng)目;借鑒歐盟經(jīng)驗(yàn)拓寬農(nóng)業(yè)生態(tài)補(bǔ)償范圍,加大生態(tài)循環(huán)農(nóng)業(yè)推進(jìn)力度;恰當(dāng)選擇農(nóng)業(yè)生態(tài)補(bǔ)償方式,重視生態(tài)循環(huán)農(nóng)業(yè)科技投入;合理測(cè)算農(nóng)業(yè)生態(tài)補(bǔ)償標(biāo)準(zhǔn),有序推進(jìn)生態(tài)循環(huán)農(nóng)業(yè)示范推廣。
[Abstract]:Under the concept of circular economy, agricultural ecological compensation and eco-circular agriculture interact with each other. With the support of circular agricultural ecological compensation policy, the development of ecological circular agriculture in northern Jiangsu has achieved certain results. However, the problems of ecological compensation mechanism of circular agriculture in this region make it play a limited role in promoting the development of eco-circular agriculture, improving the rural environment and solving the problems of local people's livelihood. Therefore, it is suggested to enrich the subject and object of ecological circular agriculture compensation and strive for the circular agriculture compensation project, to broaden the range of agricultural ecological compensation for reference from the experience of the European Union, and to increase the promotion of ecological circular agriculture. Proper selection of agricultural ecological compensation mode, attention to ecological recycling agricultural science and technology input, reasonable calculation of agricultural ecological compensation standards, orderly promotion of eco-circular agriculture demonstration and extension.
