【摘要】：農(nóng)產(chǎn)品是與百姓日常生活最為密切的產(chǎn)品,從90年代開(kāi)始國(guó)外就已經(jīng)開(kāi)始對(duì)農(nóng)產(chǎn)品的質(zhì)量進(jìn)行追溯管理,特別是肉禽類(lèi)的質(zhì)量安全,發(fā)展至今已經(jīng)形成成熟的政府監(jiān)管追溯體系。隨著我國(guó)農(nóng)產(chǎn)品質(zhì)量安全問(wèn)題日益突出,國(guó)家農(nóng)產(chǎn)品安全工作要求建立可追溯體系以保證農(nóng)產(chǎn)品的安全性。在此背景下,國(guó)家陸續(xù)出臺(tái)制度和政策推動(dòng)農(nóng)產(chǎn)品質(zhì)量安全可追溯體系,在技術(shù)和管理上借鑒國(guó)外先進(jìn)經(jīng)驗(yàn)形成自身全過(guò)程的追溯體系,隨著市場(chǎng)經(jīng)濟(jì)的不斷發(fā)展,作為市場(chǎng)經(jīng)濟(jì)主體的企業(yè)在追溯過(guò)程中扮演最重要的角色,企業(yè)自身對(duì)質(zhì)量安全的追溯建設(shè)也迫在眉睫,通過(guò)政府引導(dǎo)和政策支持,鼓勵(lì)推動(dòng)企業(yè)自身建立質(zhì)量安全追溯體系從而加強(qiáng)農(nóng)產(chǎn)品質(zhì)量安全,不僅有利于降低企業(yè)經(jīng)營(yíng)風(fēng)險(xiǎn)和提高經(jīng)濟(jì)效益,為企業(yè)提供決策支持,進(jìn)而增強(qiáng)企業(yè)競(jìng)爭(zhēng)力,而且能激發(fā)市場(chǎng)活力,加快推動(dòng)整體市場(chǎng)流通追溯體系建立。本文以浙江長(zhǎng)興C農(nóng)產(chǎn)品貿(mào)易公司為例,對(duì)公司質(zhì)量安全追溯體系從建設(shè)內(nèi)容、總體架構(gòu)以及功能設(shè)計(jì)等方面進(jìn)行剖析,明確公司農(nóng)產(chǎn)品質(zhì)量安全追溯體系的主要環(huán)節(jié)和各子系統(tǒng)之間的關(guān)系;根據(jù)市場(chǎng)的發(fā)展和技術(shù)的進(jìn)步,對(duì)公司農(nóng)田、批發(fā)市場(chǎng)、零售市場(chǎng)、配送中心等各個(gè)信息追溯子系統(tǒng)存在的問(wèn)題進(jìn)行詳細(xì)的研究分析。結(jié)合農(nóng)產(chǎn)品質(zhì)量安全追溯體系的建設(shè)理論和公司自身追溯系統(tǒng)的實(shí)施情況,對(duì)原有的系統(tǒng)追溯流程管理進(jìn)行了優(yōu)化改進(jìn),提出將二維追溯碼應(yīng)用于公司日常農(nóng)產(chǎn)品的貿(mào)易中,以合作雙贏(yíng)的模式強(qiáng)化上下游的誠(chéng)信體制,提出分批次的采購(gòu)管理,并將系統(tǒng)與供應(yīng)商、客戶(hù)之間的不同平臺(tái)進(jìn)行銜接融合,強(qiáng)化資金政策平臺(tái)支撐,從而降低公司追溯成本,提高企業(yè)的經(jīng)濟(jì)效益,為客戶(hù)對(duì)于公司農(nóng)產(chǎn)品的追溯提供完整便捷的追溯信息。本研究有利于構(gòu)建和完善長(zhǎng)興C農(nóng)產(chǎn)品貿(mào)易公司質(zhì)量安全追溯體系,對(duì)同類(lèi)企業(yè)具有一定的借鑒推廣作用。通過(guò)對(duì)其采購(gòu)、配送等流通環(huán)節(jié)追溯機(jī)制的優(yōu)化,豐富農(nóng)產(chǎn)品貿(mào)易類(lèi)公司質(zhì)量安全追溯體系建設(shè)的經(jīng)驗(yàn)理論,一是有利于增強(qiáng)企業(yè)主動(dòng)參與農(nóng)產(chǎn)品質(zhì)量安全監(jiān)管的主動(dòng)性,實(shí)現(xiàn)企業(yè)自我監(jiān)督以及對(duì)上游采購(gòu)渠道中企業(yè)、農(nóng)戶(hù)的監(jiān)督,形成流通主體相互監(jiān)督的良好運(yùn)行模式和有效的流通信息鏈;二是有利于給市場(chǎng)監(jiān)管部門(mén)提供完整的責(zé)任追溯鏈,及時(shí)采取有效措施,減少管理成本,對(duì)整個(gè)社會(huì)發(fā)展有益無(wú)害;三是有利于客戶(hù)快速查詢(xún)追溯問(wèn)題農(nóng)產(chǎn)品的所有信息,不僅可以直達(dá)原產(chǎn)地,而且可以找出流通過(guò)程中的問(wèn)題,為客戶(hù)提供豐富可靠有效的追溯方式。
[Abstract]:Agricultural products are the products most closely related to people's daily life. Since the 1990s, the quality of agricultural products has been managed retroactively abroad, especially the quality safety of meat and poultry. The development has already formed the mature government supervision traceability system so far. As the quality and safety of agricultural products in China become more and more prominent, the national agricultural product safety work requires the establishment of traceability system to ensure the safety of agricultural products. In this context, the state has successively introduced systems and policies to promote the traceability system of the quality and safety of agricultural products, drawing lessons from foreign advanced experience in technology and management to form its own traceability system throughout the process. With the continuous development of the market economy, As the main body of the market economy, enterprises play the most important role in the process of tracing back, the enterprises themselves to the quality and safety of traceability construction is also urgent, through government guidance and policy support, Encouraging enterprises to establish their own quality and safety traceability systems to enhance the quality and safety of agricultural products, which is not only conducive to reducing business risks and increasing economic benefits, but also provides decision support for enterprises, thereby enhancing their competitiveness. And can stimulate market vitality, speed up the establishment of the overall market circulation traceability system. Taking Zhejiang Changxing C Agricultural products Trading Company as an example, this paper analyzes the quality and safety traceability system of the company from the aspects of construction content, overall structure and function design, etc. Clarify the main links of the quality and safety traceability system of the company's agricultural products and the relationship between the subsystems; According to the development of the market and the progress of technology, this paper makes a detailed research and analysis on the problems existing in the information traceability subsystem of the company's farmland, wholesale market, retail market, distribution center and so on. Combined with the construction theory of agricultural product quality and safety traceability system and the implementation of the company's own traceability system, this paper optimizes and improves the original system traceability process management, and puts forward the application of two-dimensional traceability code in the daily agricultural products trade of the company. Strengthen the credit system of upstream and downstream by cooperation win-win mode, put forward the purchase management in batches, connect the system with different platforms between supplier and customer, strengthen the support of fund policy platform, so as to reduce the traceability cost of the company. Improve the economic benefits of enterprises, for customers to the company's agricultural products traceability to provide complete and convenient traceability information. This study is helpful to construct and perfect the quality and safety traceability system of Changxing C agricultural products trading company, and has certain reference and popularization function to the similar enterprises. By optimizing the traceability mechanism of the circulation links such as procurement and distribution, we can enrich the empirical theory of the construction of the quality and safety traceability system of agricultural products trading companies. First, it is helpful to strengthen the initiative of enterprises to participate actively in the supervision of agricultural products quality and safety. To realize the self-supervision of enterprises and the supervision of enterprises and farmers in upstream purchasing channels, and to form a good operation mode and effective circulation information chain of mutual supervision of circulation subjects; Second, it is beneficial to provide a complete chain of responsibility traceability to the market supervision department, to take effective measures in time, to reduce the management cost, and to be beneficial to the development of the whole society. Third, it is helpful for customers to quickly query all the information of agricultural products, not only to the origin, but also to find out the problems in the circulation process, to provide customers with rich, reliable and effective traceability.
