廣西邊境地區(qū)土地安全評(píng)價(jià)

【摘要】:土地安全問(wèn)題既是國(guó)家安全體系中重要的組成部分,更是實(shí)現(xiàn)國(guó)家安全的根本保證[1]。近年來(lái),由于全球人口總數(shù)的大幅度增加,城鎮(zhèn)化水平的不斷提高,工業(yè)化進(jìn)程的加速,使得人類(lèi)對(duì)土地的開(kāi)發(fā)利用強(qiáng)度加大,隨之而來(lái)的土地安全問(wèn)題逐漸凸顯。邊境地區(qū)作為保衛(wèi)國(guó)家安全的前沿陣地,保障邊境地區(qū)土地安全對(duì)維護(hù)國(guó)家安全具有重大意義。在當(dāng)前黨中央高度強(qiáng)調(diào)加強(qiáng)國(guó)家安全工作的背景下,邊境地區(qū)土地安全已經(jīng)引起政府和學(xué)術(shù)界的廣泛關(guān)注。本文選擇廣西邊境地區(qū)作為研究區(qū)域,重點(diǎn)參考譚榮所著《中國(guó)土地安全評(píng)論》,從經(jīng)濟(jì)、社會(huì)、生態(tài)3個(gè)層次出發(fā),結(jié)合研究區(qū)土地安全特點(diǎn),全面考慮對(duì)土地安全有潛在影響的人類(lèi)活動(dòng)及重要因素,選取17個(gè)評(píng)價(jià)指標(biāo)構(gòu)建土地安全評(píng)價(jià)指標(biāo)體系,運(yùn)用改進(jìn)后的熵權(quán)法計(jì)算各項(xiàng)指標(biāo)權(quán)重,基于物元理論構(gòu)建廣西邊境地區(qū)土地安全評(píng)價(jià)模型,對(duì)廣西邊境地區(qū)2000~2014年土地安全狀況進(jìn)行評(píng)價(jià),深入分析其土地安全動(dòng)態(tài)變化規(guī)律。并進(jìn)一步以縣級(jí)行政區(qū)作為評(píng)價(jià)單元,對(duì)廣西邊境地區(qū)8個(gè)縣(市、區(qū))2000年、2005年、2010年、2014年土地安全進(jìn)行評(píng)價(jià),剖析廣西邊境地區(qū)土地安全空間差異規(guī)律,為實(shí)現(xiàn)土地可持續(xù)利用、開(kāi)展區(qū)域生態(tài)環(huán)境保護(hù)、推進(jìn)邊境土地安全、完善國(guó)家安全體系提供借鑒和科學(xué)依據(jù)。本研究的主要結(jié)論如下:(1)廣西邊境地區(qū)土地安全水平呈上升趨勢(shì)。2000~2014年,廣西邊境地區(qū)土地安全狀態(tài)由“不安全”轉(zhuǎn)為“臨界安全”,安全等級(jí)隸屬度值均在(-1,0)之間,表明安全狀況并不完全符合“不安全”或“臨界安全”的要求。和2000年相比較,2014年廣西邊境地區(qū)土地安全整體水平相對(duì)于、、級(jí)別的隸屬度逐漸減弱,而相對(duì)于、的隸屬度在增強(qiáng)。由此可見(jiàn),廣西邊境地區(qū)在國(guó)家西部大開(kāi)發(fā)和邊境扶持政策的支持下,通過(guò)退耕還林、土地整治,著重加大環(huán)境保護(hù)力度,使得該區(qū)域土地安全系統(tǒng)的改善已初見(jiàn)成效。(2)廣西邊境地區(qū)土地安全水平呈區(qū)域差異。廣西邊境8個(gè)縣(市、區(qū))土地安全水平總體呈上升趨勢(shì)。2000年、2005年,8個(gè)縣(市、區(qū))土地安全狀況均處于“不安全”狀態(tài);2010年,那坡縣、龍州縣、憑祥縣、寧明縣土地安全狀況有所改善,土地安全等級(jí)均提升至“較不安全”狀態(tài);2014年,除防城港市市轄區(qū)的土地安全狀況為“臨界安全”之外,其余7個(gè)縣(市、區(qū))土地安全等級(jí)均達(dá)到了“較安全”水平。(3)廣西邊境地區(qū)土地安全水平受多因素共同制約。影響廣西邊境地區(qū)土地安全水平的主要制約因素包括人均耕地面積、單位耕地面積糧食產(chǎn)量、單位耕地面積化肥施用量、土地后備資源率、經(jīng)濟(jì)密度、邊境貿(mào)易建設(shè)用地彈性、城鎮(zhèn)化率等。建議通過(guò)制定《廣西邊境地區(qū)國(guó)土規(guī)劃》,全面劃定永久基本農(nóng)田,實(shí)行集約用地考核制度,推進(jìn)邊境貿(mào)易和邊境生態(tài)旅游發(fā)展,走綠色發(fā)展道路等措施來(lái)提升廣西邊境地區(qū)土地安全水平。
[Abstract]:Land security is not only an important part of national security system, but also a fundamental guarantee to realize national security. In recent years, due to the large increase of global population, the continuous improvement of urbanization level, and the acceleration of industrialization process, the intensity of land exploitation and utilization has been increased, and the land security problems have been gradually highlighted. As the frontier position to protect national security, it is of great significance to safeguard the land security in border areas. Under the background that the CPC Central Committee highly emphasizes the strengthening of national security, the land security in the border area has attracted extensive attention of the government and academic circles. This paper chooses the border area of Guangxi as the research area, and mainly refers to Tan Rong's Land Security Review of China, starting from the three levels of economy, society and ecology, combining the characteristics of land security in the study area. Considering the human activities and important factors that have potential influence on land security, 17 evaluation indexes are selected to construct land security evaluation index system, and the weight of each index is calculated by using the improved entropy weight method. Based on matter-element theory, the evaluation model of land security in Guangxi border area is constructed, and the land security situation in Guangxi border area from 2000 to 2014 is evaluated, and the law of dynamic change of land security is deeply analyzed. Taking the county level administrative region as the evaluation unit, the paper evaluates the land security of 8 counties (cities and districts) in Guangxi border area in 2000, 2005, 2010 and 2014, and analyzes the law of spatial difference of land security in Guangxi border area. In order to realize the sustainable use of land, develop the regional ecological environment protection, promote the border land security, improve the national security system to provide reference and scientific basis. The main conclusions of this study are as follows: (1) the level of land security in the border areas of Guangxi is on the rise. From 2000 to 2014, the state of land security in the border areas of Guangxi changed from "unsafe" to "critical safety". The membership values of the safety grade are between (-1 ~ 0), indicating that the safety condition does not fully meet the requirements of "unsafe" or "critical safety". Compared with the year 2000, the overall level of land security in the border area of Guangxi in 2014 was gradually weakened in terms of the level of membership, while the degree of membership relative to the degree of membership was strengthened. It can be seen from this that the Guangxi border areas, supported by the state's large-scale development of the western region and the border support policy, put emphasis on increasing environmental protection through returning farmland to forests and land renovation. The improvement of the land security system in this region has already achieved initial results. (2) the level of land security in the border areas of Guangxi shows regional differences. The land security level of 8 counties (cities and districts) in Guangxi is on the whole rising. In 2000 and 2005, the land security status of 8 counties (cities and districts) is in the state of "insecurity". In 2010, Napo County, Longzhou County, Pingxiang County, Ningming County land security situation has improved, the land security level has been upgraded to "less safe" state; In 2014, in addition to the "critical safety" of the Fangchenggang municipal district, the remaining 7 counties (cities), (3) the land security level in the border area of Guangxi is restricted by many factors. The main factors influencing the land security level in the border areas of Guangxi include the per capita cultivated land area, the grain yield per unit cultivated land area, the amount of fertilizer applied per unit cultivated land area, the rate of land reserve resources, the economic density, the elasticity of land for construction purposes of border trade. Urbanization rate, etc. It is suggested that, through the formulation of the "Land Planning for the Border region of Guangxi", the permanent basic farmland should be comprehensively delineated, the system of assessment of intensive land use should be implemented, and the development of border trade and border ecotourism should be promoted. Take green development road and other measures to improve the level of land security in Guangxi border area.
