【摘要】：信息化的社會發(fā)展趨勢,需要農村這個大環(huán)境能及時融入到大的信息潮流中,只有充分掌握信息資源,才能獲得更大更有效地發(fā)展。農村信息服務體系建設是指通過采用互聯網絡技術、現代通訊技術等其他先進信息技術手段,充分有效地開發(fā)利用農業(yè)信息資源,獲取生產和實踐所需的農業(yè)信息,并將農業(yè)信息應用于生活、生產,進而推動農村社會全面進步的過程。農村信息服務體系建設是一個包含信息服務主體、信息服務客體、信息服務渠道、信息服務內容,以保證農業(yè)信息通暢為目標的,各組成部分相互影響、相互聯系、相互作用的一個有機整體。加強農村信息服務體系建設是新時期社會主義新農村建設的必然要求,也是安徽省實現產業(yè)結構升級、優(yōu)化資源配置、實現戰(zhàn)略崛起的必經之路。本文首先梳理了關于農村信息化建設的相關理論概念,理清農村建設、農村信息化、農村信息服務體系之間的內涵聯系；其次,在理論闡述的基礎上,結合安徽省農村信息服務體系建設現狀,選取適當指標,構建安徽省信息服務評價模型；最后,根據評價模型得出的結果,分析制約安徽省信息服務體系建設的影響因素,并提出切合實際的政策意見。全文共分5部分內容。第一部分是導論。主要介紹本文的研究背景、研究意義和國內外的主要研究現狀,簡單列舉了行文的研究方法和技術路線,為全文做鋪墊。第二部分是理論基礎。概括了新時期農村建設的概念,并通過參考其他文獻,給出了農村信息化和農村信息服務體系的定義。同時,簡單介紹了農村信息貧困的概念,梳理了農村信息化建設的內容和意義。此部分主要為文章的后續(xù)行文提供扎實的理論支撐。第三部分是對安徽省農村信息服務體系建設現狀進行客觀評價。主要選取農村信息資源的利用情況、農村信息的投入情況、農村信息實施成果情況3個指標,利用計量統(tǒng)計學的基本理論和方法構建評價體系,結合評價結果,闡述安徽省農村信息服務體系建設的影響因素。第四部分是安徽省農村信息服務體系建設發(fā)展對策。根據上文對農村信息服務體系建設現狀的研究,提出適合安徽省農村信息服務體系建設的可行性對策,主要從信息服務的主體、客體、載體“三位一體”的角度出發(fā),提出政策意見。第五部分是結論。通過以上的論述,對安徽省農村信息服務體系建設做出理論歸納。
[Abstract]:The trend of information society development needs the rural environment to be integrated into the information tide in time. Only by fully grasping the information resources can we obtain greater and more effective development. The construction of rural information service system refers to the use of other advanced information technology means, such as Internet technology, modern communication technology, etc., to fully and effectively develop and utilize agricultural information resources, and to obtain agricultural information needed for production and practice. And apply agricultural information to life, production, and then promote the overall progress of rural society process. The construction of rural information service system includes information service subject, information service object, information service channel and information service content. An organic whole of interaction. Strengthening the construction of rural information service system is the inevitable requirement of the construction of new socialist countryside in the new period. It is also the only way for Anhui Province to realize the upgrading of industrial structure, optimizing the allocation of resources and realizing the strategic rise. This paper firstly combs the related theoretical concepts of rural informatization construction, clarifies the connotation of rural construction, rural informatization and rural information service system. Secondly, on the basis of theoretical elaboration, combined with the current situation of rural information service system construction in Anhui Province, select appropriate indicators to build the evaluation model of information service in Anhui Province; Finally, according to the results of the evaluation model, this paper analyzes the factors restricting the construction of information service system in Anhui Province, and puts forward some practical policy suggestions. The full text is divided into five parts. The first part is an introduction. This paper mainly introduces the research background, research significance and the main research status at home and abroad, and simply enumerates the research methods and technical routes in order to pave the way for the full text. The second part is the theoretical basis. This paper summarizes the concept of rural construction in the new period, and gives the definition of rural informatization and rural information service system by referring to other documents. At the same time, it briefly introduces the concept of rural information poverty, combing the content and significance of rural information construction. This part mainly provides the solid theory support for the article follow-up. The third part is to carry on the objective appraisal to the Anhui Province countryside information service system construction present situation. This paper mainly selects three indexes: the utilization of rural information resources, the input of rural information and the results of rural information implementation. The evaluation system is constructed by using the basic theory and method of econometric statistics, and the evaluation results are combined with the evaluation results. This paper expounds the factors influencing the construction of rural information service system in Anhui Province. The fourth part is Anhui Province rural information service system construction development countermeasure. According to the above research on the present situation of rural information service system construction, this paper puts forward the feasible countermeasures suitable for the construction of rural information service system in Anhui Province, mainly from the perspective of the subject, object and carrier of information service "trinity". Put forward policy advice. The fifth part is the conclusion. Through the above discussion, to Anhui Province rural information service system construction makes the theory induction.
