【摘要】：糧食問題關系國計民生,是社會穩(wěn)定和經(jīng)濟發(fā)展的基礎。在我們這樣一個人均耕地和水資源不足、農(nóng)業(yè)生產(chǎn)基礎薄弱、擁有13多億人口的大國,建立完善的糧食儲備制度,做好儲備糧管理工作,對保障國家糧食安全、實施糧食宏觀調控、平衡糧食供應、確保社會穩(wěn)定、促進經(jīng)濟持續(xù)發(fā)展具有非常重大的意義。本文選擇承擔廈門市地方儲備糧運營管理職能的廈門市糧食購銷有限責任公司(以下簡稱公司)為研究對象。本文首先概述了公司發(fā)展戰(zhàn)略研究的背景和意義,闡述了企業(yè)戰(zhàn)略管理理論的發(fā)展歷程、企業(yè)戰(zhàn)略主要分析工具以及國內(nèi)外糧食購銷企業(yè)相關研究動態(tài)和成果,提出了論文研究思路及邏輯框架;其次介紹了公司的基本概況、組織架構、業(yè)務構成及主要經(jīng)濟指標,運用PEST法分析了公司所處行業(yè)的政治法律、經(jīng)濟、社會文化和技術等宏觀環(huán)境,闡述了儲備糧管理行業(yè)的行業(yè)狀況和公司所處區(qū)域的市場情況,通過資源分析法分析公司自身具有的倉儲資源、人力資源、技術資源、信譽資源和企業(yè)文化資源等內(nèi)部環(huán)境;再次運用SWOT理論分析公司自身存在的優(yōu)勢和劣勢、外部面臨的機會和威脅,并組合為增長型、扭轉型、多元化和防御型等四種戰(zhàn)略備選方案,通過定量戰(zhàn)略規(guī)劃矩陣QSPM分析法選擇確定符合公司實際、有利于公司長遠發(fā)展的增長型戰(zhàn)略;最后提出了與公司增長型戰(zhàn)略相匹配的公司愿景、公司使命、公司發(fā)展戰(zhàn)略指導思想和發(fā)展目標,并制訂確保公司發(fā)展戰(zhàn)略順利實施的經(jīng)營管理策略和具體保障措施,以確保公司發(fā)展戰(zhàn)略得以落地、實現(xiàn)預期目標。公司的發(fā)展戰(zhàn)略研究,可為眾多銷區(qū)型國有糧食購銷企業(yè)提供一個戰(zhàn)略發(fā)展范例,具有一定的現(xiàn)實意義和指導意義。
[Abstract]:Food issue concerns national economy and people's livelihood, is the foundation of social stability and economic development. In such a big country as China, which has insufficient arable land and water resources per capita, a weak agricultural production base and a population of more than 1.3 billion, the establishment of a sound grain reserve system and the proper management of grain reserves will ensure national food security. It is of great significance to implement macro-control of grain, to balance grain supply, to ensure social stability and to promote sustainable economic development. In this paper, Xiamen Grain purchase and Marketing Co., Ltd (hereinafter referred to as the company), which is responsible for the operation and management of local grain reserves in Xiamen, is chosen as the research object. This paper first summarizes the background and significance of the research on the development strategy of the company, expounds the development course of the enterprise strategic management theory, the main analysis tools of the enterprise strategy, and the related research trends and achievements of the grain purchasing and marketing enterprises at home and abroad. Put forward the research idea and logical frame of the thesis; Secondly, it introduces the basic situation, organization structure, business structure and main economic indicators of the company, and analyzes the macro environment of the company's industry, such as politics, law, economy, social culture and technology by using PEST method. This paper expounds the industry situation of grain reserve management industry and the market situation of the region in which the company is located, and analyzes the internal environment of the company's own storage resources, human resources, technical resources, reputation resources and corporate culture resources through the analysis of resources analysis. Thirdly, we use SWOT theory to analyze the strengths and weaknesses of the company itself, the opportunities and threats that the company faces outside, and combine them into four strategic options: growth, twist, diversification and defense. Through quantitative strategic planning matrix QSPM analysis method to determine the company's actual conditions, conducive to the long-term development of the company's growth strategy; Finally, the paper puts forward the company vision, mission, guiding ideology and development goal of the company development strategy, and formulates the management strategy and specific safeguard measures to ensure the smooth implementation of the company development strategy, and puts forward the company vision, the mission, the development strategy guiding ideology and the development goal of the company that matches the growth strategy of the company. To ensure that the company's development strategy landing, achieve the desired objectives. The research on the development strategy of the company can provide a model of strategic development for many state-owned grain purchasing and marketing enterprises with regional distribution, which has certain practical significance and guiding significance.
