【摘要】：在包括新疆在內(nèi)的我國(guó)廣大草原牧區(qū),草原畜牧業(yè)已成為增加農(nóng)牧民收入,實(shí)現(xiàn)農(nóng)業(yè)可持續(xù)發(fā)展的重點(diǎn)支柱產(chǎn)業(yè)。但在其發(fā)展過(guò)程中,草原牧區(qū)的生態(tài)保護(hù)和牧區(qū)農(nóng)牧民的增收之間的矛盾也越來(lái)越突出,并隨之暴露出了許多新問(wèn)題。由此,如何使其實(shí)現(xiàn)可持續(xù)發(fā)展也越來(lái)越受到人們的重視,并不斷嘗試各種創(chuàng)新解決途徑。其中,牧區(qū)農(nóng)牧民自主建立的形式多樣化的合作社已經(jīng)成為一種重要形式。在此背景下,農(nóng)牧結(jié)合特點(diǎn)突出的新疆昌吉州于2012年率先成立了草畜聯(lián)營(yíng)合作社,并取得了初步成效。隨著這一新型組織模式的發(fā)展壯大,如何全面、客觀地評(píng)價(jià)其運(yùn)營(yíng)管理狀況也就顯得尤為重要,擁有一套科學(xué)的績(jī)效評(píng)價(jià)體系將具有重要的現(xiàn)實(shí)意義。本文首先以馬克思主義合作經(jīng)濟(jì)理論、交易費(fèi)用理論、產(chǎn)權(quán)理論、產(chǎn)業(yè)組織理論及制度創(chuàng)新理論等作為主要理論分析工具,探討了合作社制度的特性,分析了研究主體的形成動(dòng)因。其次,從產(chǎn)生背景、組織管理模式、創(chuàng)建類型及取得的初步成效等幾個(gè)方面論述昌吉州草畜聯(lián)營(yíng)合作社的發(fā)展現(xiàn)狀。在此基礎(chǔ)之上,結(jié)合草畜聯(lián)營(yíng)合作社的實(shí)際運(yùn)營(yíng)狀況,在“三重績(jī)效”理論的基礎(chǔ)之上,初步構(gòu)造了針對(duì)其組織績(jī)效評(píng)價(jià)的體系框架,并利用因子分析法,根據(jù)實(shí)地調(diào)研數(shù)據(jù)對(duì)該評(píng)價(jià)體系進(jìn)行了驗(yàn)證,結(jié)果表明:該體系是較合理的。然后,通過(guò)抽取14家草畜聯(lián)營(yíng)合作社作為樣本對(duì)象開展實(shí)證探討,研究結(jié)論證實(shí):大部分合作社的績(jī)效水平都可以達(dá)到及格,但組織建設(shè)還有許多亟需完善之處,有較大的提升空間,并且其運(yùn)營(yíng)績(jī)效水平也呈現(xiàn)出一定的發(fā)展特征。根據(jù)績(jī)效評(píng)價(jià)結(jié)果,本文對(duì)影響合作社績(jī)效水平的各因素進(jìn)行了分析,并總結(jié)出合作社目前發(fā)展所面臨的主要問(wèn)題。最后,就加快草畜聯(lián)營(yíng)合作社健康發(fā)展提出了幾點(diǎn)切實(shí)可行的對(duì)策建議:加強(qiáng)金融支持,增加科技投入,發(fā)揮規(guī)模優(yōu)勢(shì),強(qiáng)化組織管理,完善利益分配,推動(dòng)產(chǎn)業(yè)融合。
[Abstract]:In the vast grassland pastoral areas including Xinjiang grassland animal husbandry has become the key pillar industry to increase the income of farmers and herdsmen and to realize the sustainable development of agriculture. However, in the process of its development, the contradiction between the ecological protection of grassland and pastoral areas and the increase of income of farmers and herdsmen in pastoral areas is becoming more and more prominent, and many new problems have been exposed. Therefore, people pay more and more attention to how to realize sustainable development and try various innovative solutions. Among them, the farmers and herdsmen in pastoral areas established a diversified form of cooperatives has become an important form. Under this background, Xinjiang Changji Prefecture, which has outstanding characteristics of combining agriculture and animal husbandry, took the lead in setting up the grass and livestock joint cooperative in 2012, and achieved preliminary results. With the development of this new organizational model, it is very important to evaluate the operation and management situation objectively and comprehensively. It is very important to have a set of scientific performance evaluation system. Firstly, this paper discusses the characteristics of cooperative system with Marxist cooperative economic theory, transaction cost theory, property right theory, industrial organization theory and institutional innovation theory as the main theoretical analysis tools. The formation motivation of the research subject is analyzed. Secondly, this paper discusses the current situation of the development of the livestock joint cooperative in Changji from the following aspects: the background, the organization and management model, the types of establishment and the initial results achieved. On this basis, combined with the actual operation of the grass and livestock cooperatives, and on the basis of the theory of "triple performance", this paper constructs a preliminary system framework for the evaluation of its organizational performance, and makes use of the factor analysis method. According to the field investigation data, the evaluation system is verified and the results show that the system is reasonable. Then, through taking 14 grass and livestock cooperatives as sample objects to carry out empirical study, the conclusion of the study proves that most cooperatives' performance level can reach a pass level, but there are still many areas that need to be improved in organizational construction. There is a large room for improvement, and its operational performance level also presents certain development characteristics. According to the results of performance evaluation, this paper analyzes the factors that affect the performance level of cooperatives, and summarizes the main problems facing the development of cooperatives at present. Finally, some feasible countermeasures are put forward to speed up the healthy development of grass and livestock cooperatives: strengthening financial support, increasing investment in science and technology, giving full play to the advantages of scale, strengthening organization and management, perfecting the distribution of benefits, and promoting the integration of industries.
