【摘要】：[目的]建立一套適用于全國不同地區(qū)、具有可操作性的評價指標體系,將農業(yè)供給側結構性改革背景下農業(yè)可持續(xù)發(fā)展的目標、內容和重點任務逐一體現,指導各地農業(yè)可持續(xù)發(fā)展。[方法]通過對國內外相關研究的梳理分析,對農業(yè)供給側結構性改革視角下的我國農業(yè)可持續(xù)發(fā)展的內涵進行了討論和界定,明確農業(yè)可持續(xù)發(fā)展的評價思路。[結果]在上述研究基礎上,構建包括5個一級指標、26個二級指標的農業(yè)可持續(xù)發(fā)展評價指標體系,并給出了兩種評價方法。[結論]該評價指標體系適應農業(yè)供給側結構性改革對農業(yè)可持續(xù)發(fā)展提出的新要求,堅持方向引領和底線把控的思想,體現了地區(qū)差異、生態(tài)類型差異和不同區(qū)域在國家主體功能區(qū)中的功能定位,具有地區(qū)可比性和可操作性,適用于全國不同省份或者同一省份不同地區(qū)的評價。
[Abstract]:[objective] to establish an operable evaluation index system suitable for different regions of the country, and to embody the objectives, contents and key tasks of agricultural sustainable development in the context of supply-side structural reform of agriculture one by one. To guide the sustainable development of agriculture in various localities. [methods] the connotation of agricultural sustainable development in China was discussed and defined from the perspective of supply-side structural reform of agriculture through combing and analyzing related studies at home and abroad, and the evaluation thought of agricultural sustainable development was clarified. [results] on the basis of the above research, the evaluation index system of agricultural sustainable development including 5 primary indexes and 26 secondary indexes was constructed, and two evaluation methods were given. [conclusion] the evaluation index system adapts to the new demands of agricultural supply-side structural reform on the sustainable development of agriculture, adheres to the idea of leading the direction and controlling the bottom line, and reflects the regional differences. The differences of ecological types and the functional orientation of different regions in the main functional areas of the country have regional comparability and maneuverability, which can be applied to the evaluation of different provinces in the whole country or different regions in the same province.
