【摘要】：中國(guó)是世界人口第一大國(guó),人口超過(guò)13億。印度尼西亞是世界上第四人口大國(guó),2014年底人口約為2.37億。雖然中國(guó)和印尼之間有許多差異(例如,社會(huì),政治,經(jīng)濟(jì)制度,自然環(huán)境,以及他們的文化和傳統(tǒng)),但也有很多相似之處。雙方都是發(fā)展中大國(guó),維護(hù)國(guó)家糧食安全任務(wù)艱巨,兩個(gè)國(guó)家糧食市場(chǎng)體系建設(shè)問(wèn)題不僅對(duì)本國(guó),而且對(duì)世界糧食市場(chǎng)都極其重要。如果中國(guó)和印尼能夠充分和有效地利用本國(guó)資源解決糧食安全問(wèn)題,是對(duì)世界糧食安全問(wèn)題的重大貢獻(xiàn)。國(guó)內(nèi)外研究人員在中國(guó)和印尼的國(guó)家糧食安全問(wèn)題,表現(xiàn)出了極大的興趣。然而,國(guó)內(nèi)外學(xué)者對(duì)這兩個(gè)國(guó)家糧食問(wèn)題進(jìn)行比較研究的成果比較少,本文期望通過(guò)對(duì)兩國(guó)糧食市場(chǎng)體系建設(shè)的比較研究,特別是對(duì)中國(guó)糧食市場(chǎng)體系建設(shè)的經(jīng)驗(yàn)總結(jié),為印尼建設(shè)較為完善的糧食市場(chǎng)體系和制定國(guó)家糧食安全政策提供借鑒。本文在借鑒國(guó)內(nèi)外相關(guān)研究成果的基礎(chǔ)上,首先對(duì)糧食市場(chǎng)體系結(jié)構(gòu)和相關(guān)概念進(jìn)行了界定;再次分析了中國(guó)糧食市場(chǎng)體系建設(shè)現(xiàn)狀及取得的成效和印尼糧食市場(chǎng)體系建設(shè)現(xiàn)狀及存在的問(wèn)題;第三比較分析了中國(guó)和印尼兩國(guó)在糧食市場(chǎng)政策、流通渠道、價(jià)格水平和調(diào)控手段、糧食生產(chǎn)受益者采取的政策。在借鑒中國(guó)糧食市場(chǎng)安全政策經(jīng)驗(yàn)的基礎(chǔ)上,提出了有利于印尼糧食市場(chǎng)體系建設(shè)的策略和措施。
[Abstract]:China has the largest population in the world, with a population of more than 1.3 billion. Indonesia is the fourth most populous country in the world, with a population of about 237 million at the end of 2014. Although there are many differences between China and Indonesia (for example, social, political, economic systems, natural environment, and their cultures and traditions), there are also many similarities. Both sides are big developing countries and the task of maintaining national food security is arduous. The construction of grain market system in both countries is extremely important not only to their own country but also to the world grain market. If China and Indonesia can make full and effective use of their own resources to solve the food security problem, it will be a major contribution to the world food security problem. Researchers at home and abroad have shown great interest in national food security in China and Indonesia. However, scholars at home and abroad have done relatively little research on food problems in these two countries. This paper looks forward to a comparative study on the construction of grain market system between the two countries, especially a summary of the experience of the construction of the grain market system in China. For Indonesia to build a more perfect grain market system and formulate national food security policy to provide reference. Based on the domestic and foreign research results, this paper firstly defines the structure of grain market system and related concepts. Thirdly, it analyzes the current situation and achievements of the construction of the grain market system in China and the current situation and problems in the construction of the grain market system in Indonesia. Third, it compares and analyzes the grain market policies and circulation channels between China and Indonesia. Price level and means of regulation and control of grain production beneficiaries adopted by the policy. Based on the experience of China's grain market security policy, this paper puts forward some strategies and measures conducive to the construction of Indonesia's grain market system.
