【摘要】：精準(zhǔn)幫扶是實(shí)現(xiàn)精準(zhǔn)扶貧、精準(zhǔn)脫貧的關(guān)鍵環(huán)節(jié)。當(dāng)前我國(guó)基層扶貧措施供給簡(jiǎn)單且不協(xié)調(diào),嚴(yán)重影響精準(zhǔn)脫貧成效。通過(guò)對(duì)國(guó)家扶貧改革試驗(yàn)區(qū)精準(zhǔn)扶貧措施創(chuàng)新進(jìn)行比較與分析后發(fā)現(xiàn),由于致貧原因和貧困人口的區(qū)位以及社會(huì)經(jīng)濟(jì)條件的多樣性,只有多樣化的扶貧措施供給才能有效地保障扶貧的精準(zhǔn)性和穩(wěn)定長(zhǎng)效性。多樣化的扶貧措施供給不僅要求扶貧措施供給內(nèi)容的多樣化和扶貧措施供給形式的多元化,更重要的是要求多樣化的措施能在匹配比重和時(shí)空順序上相互協(xié)調(diào)共同作用于貧困戶群體,使貧困戶形成穩(wěn)固的生計(jì)系統(tǒng),從而精準(zhǔn)長(zhǎng)效脫貧。
[Abstract]:Precision help is the key link to achieve accurate poverty alleviation and accurate poverty relief. At present, the supply of poverty alleviation measures at the grassroots level in China is simple and uncoordinated, which seriously affects the effect of accurate poverty relief. Through the comparison and analysis of the innovation of precision poverty alleviation measures in the national poverty alleviation reform pilot area, it is found that because of the causes of poverty and the diversity of the location and socio-economic conditions of the poor population, Only the supply of diversified measures can effectively guarantee the accuracy and stability of poverty alleviation. Diversification of the supply of poverty alleviation measures requires not only the diversification of the contents of the supply of poverty alleviation measures and the diversification of the forms of supply of poverty alleviation measures, What is more important is that the diversified measures can work in coordination with each other in matching proportion and space-time sequence in order to form a stable livelihood system for the poor households so as to get out of poverty accurately and effectively.
