【摘要】：農(nóng)業(yè)是國之根本,發(fā)展有機農(nóng)業(yè)是推進農(nóng)業(yè)現(xiàn)代化的重要突破口,符合科學發(fā)展觀的理念,順應(yīng)了后工業(yè)化、后城鎮(zhèn)化時期人們對綠色食品的需求。我國有機農(nóng)業(yè)在江浙地區(qū)、臺灣地區(qū)、長江三角洲等地區(qū)發(fā)展突出,而在西部丘陵地區(qū)還處于初級階段,發(fā)展緩慢。為搶占現(xiàn)代農(nóng)業(yè)發(fā)展制高點,作為貧困地區(qū)的西充縣,立足特色資源,發(fā)揮比較優(yōu)勢,確立了建設(shè)“中國西部有機食品基地縣”的戰(zhàn)略目標,經(jīng)過近幾年的努力,該縣以第一名的身份獲得首批“國家有機產(chǎn)品認證示范創(chuàng)建縣”稱號,成為唯一納入成渝經(jīng)濟區(qū)發(fā)展規(guī)劃的有機食品基地縣,先后榮膺全國生態(tài)文明示范工程試點縣、國家農(nóng)業(yè)改革與建設(shè)試點示范區(qū)、首批全國清潔能源生產(chǎn)示范縣、全國綠化模范縣、國家電子商務(wù)進農(nóng)村綜合示范縣等殊榮。在有機農(nóng)業(yè)發(fā)展過程中各級政府成為了有機農(nóng)業(yè)發(fā)展的主導力量,為促進有機農(nóng)業(yè)發(fā)展發(fā)揮了不可替代的作用。本文就是在這一背景下,試圖對西充縣有機農(nóng)業(yè)發(fā)展中的政府行為開展實證研究,探索政府在有機農(nóng)業(yè)發(fā)展中的作用機理,總結(jié)出有機農(nóng)業(yè)發(fā)展中的政府行為的經(jīng)驗和啟示。本文通過對西充縣有機農(nóng)業(yè)參與者的調(diào)查研究,按照“提出問題—分析問題—解決問題”的研究路線展開。第一部分闡述了本文選題的背景、意義、文獻回顧及理論依據(jù),并提出研究思路與研究方法;第二部分闡述了本文的調(diào)查設(shè)計、調(diào)查過程和實證數(shù)據(jù)來源等方面內(nèi)容;第三部分是對文獻資料和問卷資料進行數(shù)據(jù)提煉,得出調(diào)查的結(jié)果;第四部分是對調(diào)查結(jié)果進行詳細分析;第五部分是從公共管理學理論提出的對策建議;第六部分是總結(jié)出本次調(diào)查研究的結(jié)論和啟示。本論文將采用文獻法和調(diào)查問卷法,了解西充縣有機農(nóng)業(yè)發(fā)展的現(xiàn)狀,分析西充縣政府推動有機農(nóng)業(yè)發(fā)展的具體做法及主要成效,試圖從多角度分析該縣有機農(nóng)業(yè)發(fā)展中政府行為存在的主要問題,進一步提出優(yōu)化政府行為的相關(guān)建議。
[Abstract]:Agriculture is the foundation of the country, and the development of organic agriculture is an important breakthrough to promote the modernization of agriculture. It accords with the concept of scientific development, and conforms to the demand for green food in the period of post-industrialization and post-urbanization. The development of organic agriculture in Jiangsu and Zhejiang, Taiwan and Yangtze River Delta is prominent, but in the western hilly area, it is still in the primary stage, and the development is slow. In order to seize the commanding point of the development of modern agriculture, Xichong County, as a poverty-stricken area, has established the strategic goal of building "organic food base county in western China" based on characteristic resources and comparative advantages, and has made efforts in recent years. The county won the first title of "National Organic Product Certification demonstration and Establishment County" as the first place, and became the only organic food base county to be included in the development plan of Chengdu-Chongqing Economic Zone. It was successively awarded the pilot county of the National demonstration Project of Ecological Civilization. The national agricultural reform and construction pilot demonstration area, the first batch of national clean energy production demonstration county, the national green model county, the country electronic commerce enters the countryside comprehensive demonstration county and so on special honor. In the development of organic agriculture, governments at all levels have become the leading force in the development of organic agriculture and played an irreplaceable role in promoting the development of organic agriculture. In this context, this paper attempts to carry out an empirical study on the government behavior in the development of organic agriculture in Xichong County, explore the mechanism of the government's role in the development of organic agriculture, and summarize the experience and enlightenment of the government behavior in the development of organic agriculture. Based on the investigation and research of the participants in Xichong County organic agriculture, the research route of "posing problem-analyzing problem-solving problem" is carried out in this paper. The first part describes the background, significance, literature review and theoretical basis of this topic, and puts forward the research ideas and methods, the second part describes the design of the investigation, the investigation process and the source of empirical data. The third part is the data extraction of the literature and questionnaire data, the results of the investigation; the fourth part is the detailed analysis of the survey results; the fifth part is from the theory of public management put forward countermeasures and suggestions; The sixth part is the conclusion and enlightenment of this investigation. This paper will use the method of literature and questionnaire to understand the current situation of the development of organic agriculture in Xichong County, and analyze the concrete methods and main achievements of the government of Xichong County to promote the development of organic agriculture. This paper attempts to analyze the main problems of government behavior in the development of organic agriculture in this county from various angles, and puts forward some suggestions on how to optimize the government behavior.
