【摘要】：建立土地利用總體規(guī)劃定期評估和適時修改制度是我國土地利用總體規(guī)劃工作的重要環(huán)節(jié),是規(guī)劃實施動態(tài)監(jiān)管的一項重要內容。它不僅是保障土地利用總體規(guī)劃順利實施的客觀需要,也是完善現(xiàn)行規(guī)劃制度,規(guī)范規(guī)劃程序,提高規(guī)劃科學性和適應性,充分發(fā)揮規(guī)劃的控制和引導作用,提高規(guī)劃管理決策水平的必然要求。本文在收集大量基礎地理、經濟、社會統(tǒng)計資料及調研大量文獻的基礎上,論述了土地利用總體規(guī)劃評價的相關理論和基本內涵。文章參照土地利用總體規(guī)劃本身的特性,提出了全新的土地利用總體規(guī)劃評價指標體系的建立方法,并在科學設置評價指標、合理界定指標權重的基礎上,針對土地利用系統(tǒng)本身的綜合性、復雜性,建立了一套可以量化評價的指標體系及其評價模型。以土地利用總體規(guī)劃實施的規(guī)劃指標、用地結構、用地布局、用地節(jié)約集約程度、中心城區(qū)規(guī)劃執(zhí)行、重大項目實施、規(guī)劃效益、規(guī)劃實施八方面構建指標評價體系來綜合評價土地利用總體規(guī)劃的實施效果。并且以《湖州市南潯區(qū)土地利用總體規(guī)劃(2006-2020年)》為例,結合南潯區(qū)具體資料數(shù)據(jù),進行南潯區(qū)土地利用總體規(guī)劃的效果評價及分析。論文最后對前、后兩輪規(guī)劃的評價體系、評價指標等進行比較,完善土地利用總體規(guī)劃的評價體系,并對評價體系的進一步應用提出了意見和建議。
[Abstract]:The establishment of periodic evaluation and timely modification of the overall land use planning system is an important link in the overall land use planning of our country and an important content of the dynamic supervision of the planning implementation. It is not only the objective need to ensure the smooth implementation of the overall land use planning, but also the improvement of the current planning system, the standardization of the planning procedures, the improvement of the scientific and adaptive planning, and the full play of the control and guidance role of the planning. It is necessary to improve the level of decision-making in planning management. On the basis of collecting a large number of basic geography, economic and social statistics and researching a large number of documents, this paper discusses the relevant theories and basic connotations of the overall land use planning evaluation. According to the characteristics of the overall land use planning, this paper puts forward a new method to establish the evaluation index system of the overall land use planning, and on the basis of setting up the evaluation index scientifically and defining the index weight reasonably, In view of the complexity and comprehensiveness of land use system, a set of quantitative evaluation index system and its evaluation model are established. According to the planning index, structure, layout, intensive degree of land saving, planning and implementation of central urban areas, implementation of major projects and planning benefits, the overall land use planning, the structure of land use, the distribution of land use, the extent of land saving and intensive use, Eight aspects of planning and implementation to establish an index evaluation system to comprehensively evaluate the implementation of the overall land use planning effect. Taking the overall plan of land use in Nanxun District of Huzhou City (2006-2020) as an example, and combining the data of Nanxun District, the effect evaluation and analysis of the overall plan of land use in Nanxun District are carried out. At the end of the paper, the evaluation system and index of the former and the latter two rounds of planning are compared to perfect the evaluation system of the overall land use planning, and the suggestions and suggestions for the further application of the evaluation system are put forward.
