廣東海水養(yǎng)殖產(chǎn)業(yè)化經(jīng)營(yíng)研究

【摘要】：21世紀(jì)被稱為行業(yè)經(jīng)濟(jì)的世紀(jì),人們加快開發(fā)利用海洋以應(yīng)對(duì)環(huán)境惡化、陸地資源短缺等問題。中國(guó)海洋水產(chǎn)資源豐富,海水類產(chǎn)業(yè)產(chǎn)值大約占全國(guó)海水類經(jīng)濟(jì)總產(chǎn)值的三分之一。按照馬克思主義認(rèn)識(shí)論,在海洋經(jīng)濟(jì)實(shí)踐活動(dòng)過程中,人們積累的理性認(rèn)識(shí)成果達(dá)到了可以揭示并利用海洋經(jīng)濟(jì)規(guī)律,并使其造福人類的程度。廣東漁業(yè)經(jīng)濟(jì)總量一直居全國(guó)前列,由于地理環(huán)境和市場(chǎng)環(huán)境相對(duì)優(yōu)越,水產(chǎn)養(yǎng)殖已成為主導(dǎo)產(chǎn)業(yè),并形成了良種繁育,養(yǎng)殖,飼料生產(chǎn),加工和銷售的產(chǎn)業(yè)支持體系。結(jié)合這個(gè)大環(huán)境以及廣東漁業(yè)尤其是廣東海水養(yǎng)殖的重要地位,本文提出廣東海水養(yǎng)殖產(chǎn)業(yè)化經(jīng)營(yíng)研究。首先描述廣東海水養(yǎng)殖產(chǎn)業(yè)化經(jīng)營(yíng)研究的背景及意義,并結(jié)合文獻(xiàn)列舉了產(chǎn)業(yè)化經(jīng)營(yíng)的相關(guān)理論、概念。隨后通過分析描述、定性研究結(jié)合定量研究、靜態(tài)分析時(shí),綜合過程演變、加上類比和宏微觀相結(jié)合等方法分析了廣東省海水養(yǎng)殖產(chǎn)業(yè)化經(jīng)營(yíng)的現(xiàn)狀、現(xiàn)存模式及存在的問題。根據(jù)分析廣東海水養(yǎng)殖產(chǎn)業(yè)化經(jīng)營(yíng)現(xiàn)狀,主要在從業(yè)人員、組織和資本、經(jīng)營(yíng)方式、產(chǎn)業(yè)結(jié)構(gòu)和規(guī)模、聯(lián)結(jié)和協(xié)調(diào)機(jī)制及產(chǎn)業(yè)化經(jīng)營(yíng)推動(dòng)力與凝聚力方面存在問題。接著又對(duì)國(guó)內(nèi)外案例進(jìn)行描述分析并得出相關(guān)啟示。根據(jù)廣東海水養(yǎng)殖現(xiàn)有的問題及國(guó)內(nèi)外經(jīng)驗(yàn)啟示,列舉加快推進(jìn)廣東海水類養(yǎng)殖產(chǎn)業(yè)化經(jīng)營(yíng)進(jìn)程的系列對(duì)策和建議。為適應(yīng)市場(chǎng)漁業(yè)的新形勢(shì)和現(xiàn)代漁業(yè)的新要求,海水養(yǎng)殖產(chǎn)業(yè)化經(jīng)營(yíng)必須進(jìn)行積極有效的探索。產(chǎn)業(yè)化作為一個(gè)相對(duì)全面的項(xiàng)目,不確定因素很多,產(chǎn)業(yè)每個(gè)環(huán)節(jié)需要實(shí)現(xiàn)完美協(xié)調(diào)及聯(lián)結(jié),使得外部環(huán)境有利于產(chǎn)業(yè)化,才能取得最佳的效益。海水養(yǎng)殖產(chǎn)業(yè)化經(jīng)營(yíng)涉及多個(gè)主體如政府、企業(yè)、行業(yè)協(xié)會(huì)、科研單位及養(yǎng)殖戶等,建立聯(lián)結(jié)機(jī)制,若想提高產(chǎn)業(yè)化經(jīng)營(yíng)水平,必須從這些主體著手。最后做出總結(jié):海水養(yǎng)殖產(chǎn)業(yè)化的經(jīng)營(yíng)最重要的是建立相關(guān)聯(lián)結(jié)機(jī)制,即“風(fēng)險(xiǎn)共擔(dān),利益共享”,保證參與主體合理分工及各環(huán)節(jié)增值利益分配更加組織化,以利益為導(dǎo)向進(jìn)行多重博弈,確立比較穩(wěn)定而且相對(duì)合理的相關(guān)聯(lián)結(jié)機(jī)制,關(guān)于廣東省海水養(yǎng)殖產(chǎn)業(yè)化經(jīng)營(yíng)提出期望與構(gòu)想,廣東省海水類養(yǎng)殖業(yè)將更加適應(yīng)市場(chǎng)經(jīng)濟(jì)的發(fā)展,國(guó)際競(jìng)爭(zhēng)力也真正能得以增強(qiáng)。
[Abstract]:The 21st century is called the century of industry economy, people speed up the exploitation and utilization of the ocean to deal with the environmental deterioration, land resources shortage and so on. China is rich in marine aquatic resources, and the output value of the sea water industry accounts for about 1/3 of the total economic output value of sea water in China. According to Marxist epistemology, in the process of practice of marine economy, people have accumulated rational knowledge to the extent that they can reveal and utilize the laws of marine economy and make them benefit mankind. The total fishery economy of Guangdong has always been in the forefront of the whole country. Because of the relative superiority of geographical environment and market environment, aquaculture has become the leading industry, and has formed the industrial support system of breeding, feed production, processing and marketing. Combined with this big environment and the important position of Guangdong fishery, especially Guangdong mariculture, this paper puts forward the research of Guangdong mariculture industrialization management. This paper first describes the background and significance of the research on industrial management of marine aquaculture in Guangdong Province, and lists the relevant theories and concepts of industrial management in combination with the literature. Then, through analysis and description, qualitative research combined with quantitative research, static analysis, comprehensive process evolution, coupled with analogy and macro and micro combination of methods to analyze the current situation, existing models and existing problems of Guangdong Province mariculture industrialization management. According to the analysis of the present situation of Guangdong mariculture industrialization, there are some problems in the aspects of employees, organization and capital, management mode, industrial structure and scale, connection and coordination mechanism, driving force and cohesion of industrialization management. Then the domestic and foreign cases are described and analyzed and the relevant enlightenment is obtained. According to the existing problems of Guangdong mariculture and the experience and enlightenment at home and abroad, this paper enumerates a series of countermeasures and suggestions for speeding up the industrialization of Guangdong mariculture. In order to adapt to the new situation of market fishery and the new requirement of modern fishery, the industrialized management of mariculture must be actively and effectively explored. Industrialization as a relatively comprehensive project, there are many uncertain factors, every link of the industry needs to achieve perfect coordination and connection, so that the external environment is conducive to industrialization, in order to obtain the best benefit. The industrialized management of mariculture involves many main bodies such as government, enterprises, trade associations, scientific research units and farmers, and so on. If we want to improve the level of industrialization management, we must start from these main bodies. Finally, the conclusion is made: the most important thing in the management of mariculture industrialization is to establish the related linkage mechanism, that is, "risk sharing, benefit sharing", to ensure the reasonable division of labor among the participants and the more organized distribution of value-added benefits in various links. Taking the benefit as the direction to carry on the multifold game, establishes the relatively stable and the relatively reasonable correlation connection mechanism, puts forward the expectation and the idea about the Guangdong Province mariculture industrialization management, the Guangdong Province mariculture industry will adapt to the market economy development more. International competitiveness can also be truly enhanced.
