【摘要】：西部少數(shù)民族扶貧措施從特殊政策救濟發(fā)展到開發(fā)式扶貧、參與式扶貧、精準扶貧。傳統(tǒng)的扶貧方式在少數(shù)民族地區(qū)難以奏效,精準扶貧法律體系缺失,精準扶貧方式落后和識別機制滯后,政策落實監(jiān)督體制失靈等因素對西部少數(shù)民族地區(qū)精準扶貧工作提出了新的挑戰(zhàn)。因此,亟需完善少數(shù)民族精準扶貧的相關(guān)法律體系,創(chuàng)新對少數(shù)民族貧困人口精準扶貧的方式,科學制定少數(shù)民族地區(qū)精準扶貧對象識別機制,落實好少數(shù)民族精準扶貧政策與監(jiān)督工作,在西部少數(shù)民族地區(qū)打好脫貧的攻堅戰(zhàn)。
[Abstract]:Western minority poverty alleviation measures developed from special policy relief to development-oriented poverty alleviation, participatory poverty alleviation, accurate poverty alleviation. The traditional way of helping the poor is difficult to work in minority areas, the legal system of precision poverty alleviation is missing, the way of precision poverty alleviation is lagging behind and the identification mechanism is lagging behind. The failure of policy implementation and supervision system puts forward a new challenge to the work of precision poverty alleviation in western minority areas. Therefore, there is an urgent need to improve the relevant legal system of precision poverty alleviation among ethnic minorities, to innovate the way of accurate poverty alleviation for the poor ethnic minorities, and to scientifically formulate the identification mechanism of precision poverty relief objects in ethnic minority areas. We will carry out the policy and supervision of poverty alleviation for ethnic minorities and fight against poverty in the western minority areas.
