【摘要】：自上世紀(jì)80年代中期,我國(guó)開(kāi)始有計(jì)劃、有組織、大規(guī)模地開(kāi)展扶貧開(kāi)發(fā)以來(lái),我國(guó)的扶貧開(kāi)發(fā)事業(yè)取得了巨大成就,但始終存在農(nóng)村貧困群體規(guī)模不清、扶貧資金投向不精準(zhǔn)等問(wèn)題。2013年11月,習(xí)近平總書記在考察湘西扶貧工作時(shí),明確提出“扶貧工作要實(shí)事求是,因地制宜。要精準(zhǔn)扶貧,切忌喊口號(hào),也不要定好高騖遠(yuǎn)的目標(biāo)”。2014年1月,中共中央辦公廳、國(guó)務(wù)院辦公廳印發(fā)了《關(guān)于創(chuàng)新機(jī)制扎實(shí)推進(jìn)農(nóng)村扶貧開(kāi)發(fā)工作的意見(jiàn)》,并發(fā)出通知,要求全面建立精準(zhǔn)扶貧機(jī)制,逐村逐戶制定幫扶措施,集中力量切實(shí)做到真扶貧、扶真貧。2015年3月,國(guó)務(wù)院總理李克強(qiáng)在《政府工作報(bào)告》中提出“要持續(xù)打好扶貧攻堅(jiān)戰(zhàn),深入推進(jìn)集中連片特困地區(qū)扶貧開(kāi)發(fā),實(shí)施精準(zhǔn)扶貧、精準(zhǔn)脫貧”。2016年河北省委書記趙克志在第十二屆人大四次會(huì)議閉幕式上,提出“要全面落實(shí)精準(zhǔn)扶貧、精準(zhǔn)脫貧基本方略,舉全省之力打好脫貧攻堅(jiān)戰(zhàn)”。目前,河北省脫貧攻堅(jiān)工作已經(jīng)到了關(guān)鍵時(shí)期,如何切實(shí)發(fā)揮河北省銀行系統(tǒng)在脫貧攻堅(jiān)中的作用,金融精準(zhǔn)扶貧至關(guān)重要。本文通過(guò)分析河北省銀行系統(tǒng)支持精準(zhǔn)扶貧工作現(xiàn)狀,指出在河北省精準(zhǔn)扶貧扶持工作中普遍存在銀行系統(tǒng)扶貧積極性不高、力度不夠、農(nóng)村地區(qū)金融服務(wù)供給市場(chǎng)不均衡、農(nóng)村信用體系不完善、信用環(huán)境差等問(wèn)題,通過(guò)借鑒國(guó)外銀行系統(tǒng)支持扶貧工作的先進(jìn)經(jīng)驗(yàn),取其精華,為進(jìn)一步推進(jìn)河北省銀行系統(tǒng)支持精準(zhǔn)扶貧工作提出相關(guān)對(duì)策,建議從地方政府、銀行系統(tǒng)兩個(gè)方面共同努力,最終實(shí)現(xiàn)金融服務(wù)與河北省精準(zhǔn)扶貧的有效對(duì)接。
[Abstract]:Since the mid-1980s, China began to develop poverty alleviation in a planned, organized and large-scale manner. Great achievements have been made in the cause of poverty alleviation and development in China, but the scale of rural poor groups has always been unclear. In November 2013, General Secretary Xi Jinping made it clear that "poverty alleviation work should be realistic and appropriate to local conditions." In January 2014, the General Office of the CPC Central Committee and the General Office of the State Council issued "opinions on innovative mechanisms to promote the work of Poverty Alleviation and Development in Rural areas" and issued a circular. In March 2015, Premier Li Keqiang of the State Council put forward in the "Government work report" that "we must continue to fight well in the fight against poverty," We should further promote the development of poverty alleviation in areas with special difficulties, implement precision poverty alleviation, and accurately eradicate poverty. "at the closing ceremony of the fourth session of the 12th National people's Congress in 2016, Zhao Kezhi, secretary of the Hebei Provincial Party Committee, proposed that" we should comprehensively implement precision poverty alleviation. The basic strategy of accurate poverty eradication, the province's efforts to combat poverty. At present, Hebei Province has reached a critical stage in the work of poverty alleviation, how to give full play to the role of Hebei banking system in poverty alleviation, financial precision poverty alleviation is of great importance. Based on the analysis of the current situation of the banking system supporting precision poverty alleviation in Hebei Province, this paper points out that the banking system is generally lack of enthusiasm and intensity in helping the poor in Hebei Province, and the financial service supply market in rural areas is not balanced. The rural credit system is imperfect and the credit environment is poor. By learning from the advanced experience of foreign banking system in supporting poverty alleviation, and taking the essence of it, the paper puts forward relevant countermeasures for further promoting the banking system of Hebei Province to support precision poverty alleviation. It is suggested that the local government and the banking system should make joint efforts to achieve an effective interface between financial services and precision poverty alleviation in Hebei Province.
