【摘要】：中國是農(nóng)業(yè)大國。自古以來,中國的農(nóng)業(yè)問題就是中國問題,農(nóng)業(yè)的發(fā)展,在一定程度上決定了中國的發(fā)展。中共中央領導對農(nóng)業(yè)的重視也在逐步的加強。中央一號文件就已然成為了中共中央重視農(nóng)村問題的專有名詞。中國同樣也是漁業(yè)大國,無論是農(nóng)民還是漁民數(shù)量,中國都位居世界第一。其中,舟山的舟山漁場,不僅是中國最大的漁場,也是世界四大漁場之一。舟山漁業(yè)是整個舟山經(jīng)濟的主要部分,可以說,舟山漁業(yè)的發(fā)展實則也代表著舟山的發(fā)展。21世紀是海洋世紀,為了更好的發(fā)展海洋戰(zhàn)略。2011年國家成立浙江舟山群島新區(qū),作為海洋戰(zhàn)略實施的先行者,發(fā)展舟山新區(qū),對整個國家的發(fā)展都有著不可忽視的作用。發(fā)展新區(qū)漁民素質(zhì),就是這其中的關(guān)鍵。改革開放以來,我國漁民素質(zhì)整體得到提高,但與發(fā)達國家相比,還存在著一些不足,本文通過對舟山新區(qū)漁民素質(zhì)研究,總結(jié)了舟山新區(qū)轉(zhuǎn)產(chǎn)轉(zhuǎn)業(yè)以來,漁民素質(zhì)得到普遍提高,但也同時將其與發(fā)達國家素質(zhì)進行了對比,發(fā)現(xiàn)還存在的一些問題,并提出了自己的一些建議和看法。本文一共分為5個章節(jié),第一章是緒論,主要介紹了本次論文的選題來源以及研究意義。第二章是本次研究所涉及到的概念以及相應的一些理論。第三章介紹了目前浙江舟山群島新區(qū)漁民素質(zhì)的一些現(xiàn)狀,總結(jié)了舟山新區(qū)漁民整體素質(zhì)的提高,但也指出了目前還存在的一些問題。第四章是一個針對舟山新區(qū)漁民素質(zhì)存在的問題進行了一個分析,主要從政府、傳統(tǒng)文化、漁民自身因素等方面進行總結(jié)。第五章是文章的核心,也是本文的創(chuàng)新之處,主要是針對問題分析,從政府、社會和個人方面提出提升漁民素質(zhì)建議。第六章從構(gòu)成、創(chuàng)新、不足等方面對文章進行一個總結(jié)分析。對國外發(fā)達國家提高農(nóng)民素質(zhì)的經(jīng)驗總結(jié)。整篇文章通過對浙江舟山新區(qū)漁民素質(zhì)問題研究,根據(jù)舟山新區(qū)實地研究,探討舟山新區(qū)漁民素質(zhì)問題。文章查閱了很多統(tǒng)計數(shù)據(jù),對舟山新區(qū)漁民的整體情況做了一個整理,并對國內(nèi)外研究進行分析,就漁民素質(zhì)提出自己觀點,建議。
