【摘要】：由AlkireFoster(2011)開(kāi)發(fā)的A-F多維貧困分析方法得到廣泛的應(yīng)用,本文針對(duì)該方法在識(shí)別中可能出現(xiàn)的"虛假貧困"現(xiàn)象,以及多維測(cè)度導(dǎo)致減貧政策精準(zhǔn)實(shí)施難度加大等問(wèn)題,提出了收入導(dǎo)向型多維貧困測(cè)度方法。相比而言,新的方法既考慮了收入維度評(píng)價(jià)貧困的主導(dǎo)地位,也兼顧了多維視角下的福利評(píng)價(jià)。文章結(jié)合中國(guó)家庭追蹤調(diào)查(CFPS)2014年的調(diào)查數(shù)據(jù),測(cè)度了農(nóng)村地區(qū)的收入導(dǎo)向型多維貧困,并通過(guò)非參數(shù)Bootstrap方法,檢驗(yàn)了收入導(dǎo)向型多維貧困的穩(wěn)健性。結(jié)果表明,無(wú)論是否考慮收入維度的不確定性,指數(shù)均表現(xiàn)出較強(qiáng)的穩(wěn)健性。此外,敏感性檢驗(yàn)表明,收入導(dǎo)向型多維貧困指數(shù)對(duì)收入維度剝奪臨界值(收入貧困線)的變化相對(duì)于A-F多維貧困指數(shù),表現(xiàn)出較強(qiáng)的敏感性,有利于比較分析處于不同收入貧困程度下的群體在多維視角下的特征。
[Abstract]:The A-F multidimensional poverty analysis method developed by AlkireFoster (2011) has been widely used. This paper aims at the problem of "false poverty" that may appear in the identification of this method, and the difficulty of precise implementation of poverty reduction policy caused by multidimensional measurement. An income-oriented multi-dimensional poverty measurement method is proposed. In contrast, the new method not only considers the dominant position of income dimension evaluation of poverty, but also takes into account the multidimensional perspective of welfare evaluation. Based on the survey data of (CFPS) in 2014, this paper measures the income oriented multidimensional poverty in rural areas, and tests the robustness of income oriented multidimensional poverty by non-parametric Bootstrap method. The results show that whether or not the uncertainty of income dimension is taken into account, the index shows strong robustness. In addition, sensitivity tests show that the income oriented multidimensional poverty index is more sensitive to the income dimension deprivation threshold (income poverty line) than the A-F multidimensional poverty index. It is helpful to compare and analyze the characteristics of different income poverty groups in multi-dimensional perspective.
