【摘要】：產(chǎn)業(yè)扶貧是連片特困地區(qū)精準扶貧的重要措施,國家和地方政府投入了大量項目資源。村莊調(diào)研發(fā)現(xiàn),村莊精英主動侵占扶貧資源和被動承接扶貧項目是精英俘獲的兩種路徑,精英俘獲造成了扶貧項目內(nèi)卷化,成為影響農(nóng)戶脫貧的重要原因。在鄉(xiāng)村變遷背景下,階層分化的村莊社會結(jié)構(gòu)、精英壟斷的村莊權(quán)力結(jié)構(gòu)以及懸浮型的村莊治理結(jié)構(gòu),是精英俘獲扶貧資源的社會基礎(chǔ)。在脫貧攻堅工作中,需要更多地關(guān)注扶貧工作與鄉(xiāng)村社會的互動,把村莊社會結(jié)構(gòu)變遷的客觀事實納入扶貧和研究工作中。
[Abstract]:Industrial poverty alleviation is an important measure of precision poverty alleviation in poverty stricken areas, and the state and local governments have invested a lot of project resources. The village investigation finds that the village elite actively encroach on poverty alleviation resources and passively undertake poverty alleviation projects are the two ways of elite capture. Elite capture causes poverty alleviation projects in volume and becomes an important reason for farmers to escape from poverty. Under the background of rural changes, the social structure of social stratum differentiation, the village power structure of elite monopoly and the governance structure of suspended village are the social basis for elite to capture poverty alleviation resources. In the work of overcoming poverty, we should pay more attention to the interaction between poverty alleviation and rural society, and bring the objective facts of the changes of village social structure into the poverty alleviation and research work.
