【摘要】：從我國城鎮(zhèn)化的發(fā)展戰(zhàn)略的實施,到提出新型城鎮(zhèn)化,這一過程中城鎮(zhèn)化的科學內(nèi)涵不斷完善,更加強調(diào)城鎮(zhèn)化與工業(yè)化、信息化和農(nóng)業(yè)現(xiàn)代化的相互聯(lián)系,同時對發(fā)展的認識不斷深化,新型城鎮(zhèn)化更加注重人的發(fā)展,本文立足于新型城鎮(zhèn)化推進的大背景,著眼于在城鎮(zhèn)化進程中的農(nóng)民發(fā)展問題,對我國農(nóng)民在這一階段的的職業(yè)分化和群體分化進行深入分析,抓住了分化后的兩大主線--非農(nóng)化和農(nóng)化,從思想觀念、文化素質(zhì)、職業(yè)意識等方面為實現(xiàn)兩大群體農(nóng)民更好地發(fā)展以及進一步促進新型城鎮(zhèn)化進程的推進提出了意見和建議。新型城鎮(zhèn)化的本質(zhì)就是要促進農(nóng)村人口實現(xiàn)生產(chǎn)方式和生活方式的歷史性的轉(zhuǎn)變。新型城鎮(zhèn)化進程的推進也是解決“三農(nóng)”問題,實現(xiàn)我國農(nóng)村現(xiàn)代化,促進區(qū)域協(xié)調(diào)、可持續(xù)發(fā)展的有效途徑,新型城鎮(zhèn)化最終是要實現(xiàn)人的城鎮(zhèn)化,也就是要實現(xiàn)農(nóng)民發(fā)展。一方面,新型城鎮(zhèn)化為農(nóng)民更好的實現(xiàn)發(fā)展創(chuàng)造了良好的外部條件,有助于提高農(nóng)民的思想素質(zhì)和文化素質(zhì),另一方面農(nóng)民發(fā)展能力和素質(zhì)的提高又對加快新型城鎮(zhèn)化的進程產(chǎn)生了積極的推動作用。改革開放以來隨著城鎮(zhèn)化進程的加快,我國農(nóng)民職業(yè)分化程度不斷加深,呈現(xiàn)就業(yè)領域多元化趨勢,但是農(nóng)民就業(yè)層次較低,農(nóng)民的社會地位難以提高;工作和生活的流動性不利于其穩(wěn)定發(fā)展;農(nóng)民兼業(yè)化與不徹底性突出,這種兼業(yè)性阻礙了農(nóng)民職業(yè)發(fā)展和素質(zhì)的提高,不徹底的分化沒有明確“誰來種地”這一問題,不適合我國農(nóng)業(yè)現(xiàn)代化的發(fā)展。同時,農(nóng)民群體類別上已經(jīng)分為非農(nóng)化農(nóng)民和農(nóng)化農(nóng)民兩大群體,在新型城鎮(zhèn)化和工業(yè)化這一大背景下,從農(nóng)業(yè)和農(nóng)村中轉(zhuǎn)移出來的農(nóng)民逐漸實現(xiàn)農(nóng)民市民化,而繼續(xù)從事農(nóng)業(yè)生產(chǎn)的農(nóng)民則轉(zhuǎn)移為農(nóng)業(yè)現(xiàn)代化需要的新型職業(yè)農(nóng)民,實現(xiàn)農(nóng)民市民化和培育新型職業(yè)農(nóng)民是農(nóng)民實現(xiàn)發(fā)展的兩條主線,有利于加快推進我國新型城鎮(zhèn)化和工業(yè)化建設,實現(xiàn)現(xiàn)代化進程。
[Abstract]:From the implementation of the development strategy of urbanization in our country to the proposal of new urbanization, the scientific connotation of urbanization has been continuously improved in the process, with more emphasis on the interrelationship between urbanization and industrialization, information technology and agricultural modernization. At the same time, the understanding of the development is deepening, the new type of urbanization pays more attention to the human development, this article is based on the background of the advancement of the new type of urbanization, focusing on the development of farmers in the process of urbanization. This paper makes an in-depth analysis of the occupational and group differentiation of Chinese peasants in this stage, and grasps the two main lines of division, namely, non-agricultural and agricultural, from the perspective of ideology and cultural quality. Some suggestions and suggestions are put forward in order to realize the better development of the two groups of farmers and to further promote the process of new urbanization. The essence of new urbanization is to promote the rural population to realize the historic transformation of production mode and life style. The advancement of the new urbanization process is also an effective way to solve the problems of "three rural areas", to realize the modernization of rural areas, to promote regional coordination and sustainable development, and the new type urbanization is to realize the urbanization of human beings, that is, to realize the development of farmers. On the one hand, the new urbanization has created good external conditions for farmers to achieve better development, which is conducive to improving the ideological and cultural quality of farmers. On the other hand, the improvement of farmers' development ability and quality has played a positive role in accelerating the process of new-type urbanization. Since the reform and opening up, with the acceleration of the urbanization process, the degree of professional differentiation of farmers in China is deepening, showing a diversified trend in the employment field, but the level of employment of farmers is low, the social status of farmers is difficult to improve; The mobility of work and life is not conducive to the steady development of farmers, and the problem of "who is going to plant land" has not been clearly defined, and this nature of concurrent employment and non-thoroughness of peasants has hindered the development of their careers and the improvement of their quality, and the problem of "who is going to plant land" has not been clearly defined. It is not suitable for the development of agricultural modernization in China. At the same time, the peasant groups have been divided into two groups: non-agricultural farmers and agricultural farmers. Under the background of new urbanization and industrialization, the peasants who have been transferred from agriculture and rural areas have gradually realized the urbanization of farmers. However, the farmers who continue to engage in agricultural production are transferred to the new type of professional peasants who are needed for the modernization of agriculture. The two main lines for farmers to realize their development are to realize the urbanization of farmers and to cultivate new type of professional peasants. It is conducive to speeding up the development of new urbanization and industrialization in China and realizing the modernization process.
