【摘要】：貧困現(xiàn)象有一定限度的長(zhǎng)期性。經(jīng)過(guò)國(guó)家精準(zhǔn)扶貧政策,不管在量上還是在質(zhì)上,我國(guó)的貧困現(xiàn)象將大大改觀。但貧困遺存問(wèn)題仍將在較長(zhǎng)的一個(gè)時(shí)期內(nèi)存在,且主要集中在經(jīng)濟(jì)社會(huì)發(fā)展相對(duì)滯后的區(qū)域。因此,對(duì)于貧困遺存的治理,一要轉(zhuǎn)變對(duì)貧困的思維認(rèn)識(shí);二要形成常規(guī)的脫貧攻堅(jiān)治理形式;三要轉(zhuǎn)變機(jī)構(gòu)職能;四要加強(qiáng)貧困痕跡的跟蹤和歸類(lèi);五要形成"專(zhuān)項(xiàng)"與"統(tǒng)籌"相結(jié)合的治理體制;六對(duì)于邊境貧困,應(yīng)從國(guó)家國(guó)防角度給予支持和幫扶。
[Abstract]:Poverty has a limited long-term nature. Through the national policy of poverty reduction, poverty will be greatly improved both in quantity and quality. However, the problem of poverty remains will still exist in a long period of time, and mainly concentrated in areas where the economic and social development is relatively lagging. Therefore, for the governance of poverty, it is necessary to change the thinking of poverty; second, to form a conventional form of governance to overcome poverty; third, to change the functions of institutions; fourth, to strengthen the tracking and classification of traces of poverty; Fifth, it is necessary to form a system of governance that combines "special projects" with "overall planning"; sixth, support and help should be given from the point of view of national defense to border poverty.
