【摘要】：中國(guó)對(duì)非洲農(nóng)業(yè)援助橫跨60余載,歷經(jīng)單向無(wú)償援助的早期起步階段,到無(wú)償援助為主,技術(shù)合作、代管經(jīng)營(yíng)、租賃經(jīng)營(yíng)等方式為輔的合作探索階段,再到2000年中非合作論壇成立后,中國(guó)農(nóng)業(yè)援非進(jìn)入技術(shù)輸出和合作開發(fā)的新階段。雖然在國(guó)家整體援非框架中農(nóng)業(yè)援助所占比重相對(duì)較少,且起步也較晚,但因其受眾面廣、門檻低、對(duì)第一產(chǎn)業(yè)推動(dòng)效果明顯等特點(diǎn),中國(guó)對(duì)非洲農(nóng)業(yè)援助得到了受援國(guó)的廣泛認(rèn)可和支持。在當(dāng)前國(guó)際社會(huì)對(duì)非農(nóng)業(yè)援助增長(zhǎng)緩慢、我國(guó)國(guó)內(nèi)農(nóng)業(yè)資源約束加劇和農(nóng)業(yè)走出去戰(zhàn)略加快實(shí)施的背景下,全面發(fā)展和深入推進(jìn)對(duì)非農(nóng)業(yè)援助顯得更為迫切和需要。與國(guó)際社會(huì)對(duì)非洲農(nóng)業(yè)援助相比較,中國(guó)對(duì)非洲農(nóng)業(yè)援助所占比重更大、人力投入更多,對(duì)受援國(guó)糧食增產(chǎn)、農(nóng)民增收以及農(nóng)業(yè)產(chǎn)業(yè)升級(jí)的推動(dòng)效果也更為顯著。然而,中國(guó)對(duì)非洲農(nóng)業(yè)援助也面臨人員選派難、配套設(shè)施不完善、外部環(huán)境復(fù)雜等問(wèn)題。我國(guó)有關(guān)政府部門應(yīng)及時(shí)總結(jié)對(duì)非農(nóng)業(yè)援助特別是技術(shù)援助的經(jīng)驗(yàn)與不足,不斷完善農(nóng)業(yè)技術(shù)援外的管理標(biāo)準(zhǔn)和指導(dǎo)體系,推動(dòng)實(shí)現(xiàn)中國(guó)與非洲的互利共贏。本文采用案例分析法和比較分析法,通過(guò)比較分析中外對(duì)非洲農(nóng)業(yè)援助的歷史進(jìn)程和特點(diǎn),論證中國(guó)對(duì)非洲農(nóng)業(yè)援助的優(yōu)勢(shì)和必要性,同時(shí)以重點(diǎn)援非項(xiàng)目為例深入剖析我國(guó)農(nóng)業(yè)援非技術(shù)體系、布局和特點(diǎn),在此基礎(chǔ)上歸納總結(jié)出中國(guó)對(duì)非洲農(nóng)業(yè)技術(shù)援助的經(jīng)驗(yàn)與不足,并提出改進(jìn)思考與建議。
[Abstract]:China's agricultural assistance to Africa has spanned more than 60 years, and has gone through the early stage of the initial stage of one-way free aid, to the stage of cooperation and exploration of non-reimbursable assistance, technical cooperation, escrow management, lease management, and so on. After the establishment of the China-Africa Cooperation Forum in 2000, China's agricultural aid to Africa entered a new stage of technology export and cooperative development. Although the proportion of agricultural aid in the overall non-national aid framework is relatively small and its start is relatively late, it is characterized by its wide coverage, low threshold and obvious impact on the primary industry. China's agricultural aid to Africa has been widely recognized and supported by recipient countries. Under the background of the slow growth of non-agricultural aid from the international community, the aggravation of the restriction of domestic agricultural resources and the acceleration of the implementation of the strategy of going out of agriculture, it is more urgent and necessary to comprehensively develop and promote non-agricultural aid in an all-round way. Compared with the international agricultural aid to Africa, the proportion of Chinese agricultural aid to Africa is larger, the manpower input is more, and the effect of increasing grain production, increasing farmers' income and upgrading agricultural industry is more remarkable. However, China's agricultural aid to Africa also faces difficulties in personnel selection, incomplete supporting facilities and complex external environment. The relevant government departments in China should sum up the experiences and shortcomings of non-agricultural assistance, especially technical assistance, improve the management standards and guidance system of agricultural technical assistance, and promote the realization of mutual benefit and win-win situation between China and Africa. This paper uses case analysis and comparative analysis to demonstrate the advantages and necessity of China's agricultural aid to Africa through comparative analysis of the historical process and characteristics of Chinese and foreign agricultural aid to Africa. At the same time, taking the key projects of aiding Africa as an example, this paper deeply analyzes the technical system, layout and characteristics of China's agricultural aid to Africa, on the basis of which, summarizes the experiences and shortcomings of China's agricultural technical assistance to Africa, and puts forward some thoughts and suggestions for improvement.
